City Council Agenda Report

TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Albert Mendoza, P.E., Public Services Director/City Engineer Jacque Koontz, P.E., Senior Civil Engineer

SUBJECT: AWARD CONTRACT FOR CONSULTING SERVICES FOR PREPARATION OF

A SEWER SYSTEM MANAGEMENT PLAN AND INFLOW AND INFILTRATION STUDY
Background:

On May 2, 2006, the State Water Resources Control Board (SWRCB) adopted Water Quality Order No. 2006-0003 which established Statewide General Waste Discharge Requirements (WDR) for all publicly owned or operated sanitary sewer systems within the State of California.

The WDR requires all federal and state agencies, municipalities, counties, districts, and other public entities that own or operate sanitary sewer systems greater than one mile in length that collect and/or convey untreated or partially treated wastewater to a publicly owned treatment facility in California to report Sanitary Sewer Overflows (SSOs) to SWRCB and develop and implement a system-specific Sewer System Management Plan (SSMP). The SWRCB requires the City, as a collection system agency, to have adopted and maintain an SSMP, and the governing body must re-approve the agency’s SSMP every 5 years. On July 17, 2007, Norwalk City Council adopted Resolution No. 07-40 approving the City’s first SSMP Development Plan and Schedule in compliance with the WDR.

In December of 2014, City Council adopted the latest 5 year update of the SSMP. The SSMP involved the development of a written document that details how the City’s sewer system is operated, maintained, repaired, and funded. In order to achieve compliance, the City must have complied with all the elements of the WDR order. This was accomplished by updating the City’s 2014 SSMP. In 2021, the City’s SSMP was updated and is now due to be updated again.

Effective development and implementation of this plan will provide a cost-effective means to managing the City’s sanitary sewer system and ensure compliance with State Law.

Included within the development of this SSMP is the development of a newly required report known as the Inflow and Infiltration (I&I) Study. The I&I Study will require flow monitoring through various points in the City’s sewer system for a period of time, followed by the development of the report.

To initiate this update, on April 20, 2026, staff issued a notice to prequalified consultants for on- call professional services to provide professional consulting services for the preparation of the SSMP and I&I Study. On May 13, 2026, a single proposal was received from Psomas.

Proposals are evaluated based on qualifications of the firm, proposed team and organization, response to the work scope, detailed work plan, completeness, and ability to meet a realistic project schedule. Fees are not evaluated initially but are reviewed and were considered as part of the evaluation.

Psomas has experience performing work of a similar nature, experienced team members, a detailed work plan, and the ability to deliver the SSMP and I&I updates with the committed resources within the proposed schedule.

Psomas’ proposed cost for the requested services was $137,280. The firm’s team consists of a QA/QC Manager, Project Manager, Project Engineer, Design Engineer, and a Project Assistant.

All team members are licensed professional engineers.

The following is a breakdown of the estimated total project costs:

Sewer System Management Plan Costs (FY 2025/26) $ 52,150 Inflow & Infiltration Study Costs (FY 2026/27) $ 85,130 Total Estimated Cost: $ 137,280
Fiscal Impact:

Funding for the SSMP in the amount of $80,000 was included in the approved FY 2025/26 Sewer Enterprise budget. The remainder of the funding required will be coming from the 2026/27 Sewer Enterprise funds.
