SUBJECT: CONFIRM EMERGENCY WATERLINE WORK - POTTER STREET STORM

DRAIN REPAIRS
Background:

On February 24, 2025, the City awarded Wright Construction Engineering a public works contract for City Project No. 7606, Potter Street Storm Drain Repairs, to replace and realign an existing section of storm drain and catch basins located within Potter Street. On June 20, 2025, Public Services reported a water main break that occurred during excavation activities. In response, Public Services reached out to Stephen Doreck Equipment Rentals, Inc. to remove and relocate the damaged water main out of a City owned easement on private property at 11701 Potter Street. The existing pipeline was abandoned and filled with sand, and both ends were cut and capped at Potter Street and Alburtis Avenue. An existing fire hydrant was also relocated with the water main repairs. At Alburtis Avenue during abandonment of the water main an unknown tee fitting was inadvertently struck and damaged causing an additional repair.

During construction, the temporary severed connection to the Los Angeles County storm drain trunk line, pump watches were deployed to Potter Street on November 13, 14, 15, and 16, 2025, due to heavy rainfall.

Norwalk Municipal Code §3.20.140 provides procedures for emergency work for recommendation and approval for each service requested.
