SUBJECT: PREPARATION OF THE AMERICA’S WATER INFRASTRUCTURE ACT RISK
AND RESILIENCY ASSESSMENT AND EMERGENCY RESPONSE PLAN
Background:
In October of 2018, America's Water Infrastructure Act (AWIA) was signed into law. AWIA Section 2013 (an amendment to the Safe Drinking Water Act) requires community drinking water systems serving more than 3,300 people to develop, or update, risk and resiliency assessments (RRA) and emergency response plans (ERPs). The law specifies the components that RRAs and ERPs must address, and establishes deadlines by which water systems must certify the completion of a RRA and ERP to the United States Environmental Protection Agency (USEPA). The City last certified the plans in 2021 and both are due to recertify now in 2026.
To initiate this update of the City’s RRA and ERP, on April 20, 2026, staff issued a notice to prequalified consultants for on-call professional services to provide professional consulting services. On May 13, 2026, one proposal was received from SA Associates to update the RRA and ERP.
Proposals are evaluated based on qualifications of the firm, proposed team and organization, response to the work scope, detailed work plan, completeness, and ability to meet a realistic project schedule. Fees are not evaluated initially but are reviewed and are considered as part of the evaluation.
SA Associates has experience performing work of a similar nature, experienced team members, a detailed work plan, and the ability to deliver both the RRA and ERP with the committed resources within the proposed schedule.
