City Council Agenda Report
June 2, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Alex Hamilton, Deputy City Manager
SUBJECT: AMENDMENT NO. 1 TO AGREEMENT FOR ON-CALL COMMUNITY

DEVELOPMENT CONSULTANT AND ADDITIONAL SERVICES
Background:

On November 7, 2023, City Council approved agreements with 27 firms to provide on-call Community Development Consultant and Additional Services intended to support Community Development and other City departments with staff augmentation services, priority projects, long-range planning projects, technical review, and environmental studies. Rincon Consultants, Inc. (Rincon) was selected with a compensation not-to-exceed $150,000 annually. On November 19, 2024, City Council approved the Norwalk Transit Village Specific Plan (NTV), which envisions opportunities for new economic development within the former Southern California Youth Correctional Reception Center and Clinic 30+ acre site located at 13200 Bloomfield Avenue (Site). Rincon has conducted historical assessment for the Site and their environmental team conducted soils testing, remediation efforts, and Department of Toxic Substances Control (DTSC) coordination for the NTV project.

On December 3, 2024, City Council adopted Resolution No. 24-61 approving the Purchase and Sales Agreement (“PSA”) by and between the State of California and the City for the Site.

On December 17, 2024, City Council adopted Resolution No. 24-62 declaring the Subject Site exempt surplus land pursuant to Government Code §§54221(F)(1) and approving a Disposition and Development Agreement (“DDA”), by and between the City and Lewis Land Developers, LLC (“Developer”).

On April 15, 2025, a Development Agreement (“DA”) was approved by City Council by and between the City and the Developer with the intent to coordinate and facilitate the successful and timely completion of all necessary improvements (public and private) identified in the NTV Specific Plan.

The next phase for the NTV project is the demolition and remediation work. The City is required to demolish and clear all the structures on the site before turning the prepared site over to the Developer. As the demolition involves abatement activities, the completion of the entire abatement, demolition, and remediation is expected to occur by December 2026. Concurrently, the City team is working with the DTSC and entered into a California Land Reuse and Revitalization Act of 2004 Agreement for the Site on October 8, 2025. On April 7, 2026, Rincon submitted a Site Assessment Plan (Work Plan) to DTSC. The Work Plan described the scope and methods to address data gaps identified by the DTSC following their review of the Investigation Summary Report. Data gaps were identified; Rincon discussed and clarified the DTSC-identified data gaps during an April 1, 2026, meeting with DTSC and the City.

In April 2026, on behalf of the City and in coordination with DTSC, Rincon implemented the Work Plan. The soil and soil vapor analytical data collected in April 2026 in accordance with the Work Plan (which remains pending DTSC approval) and proposes a scope of work to further evaluate and delineate soil and soil vapor impacts identified in April 2026. Rincon prepared a proposal to complete additional soil and vapor delineation and continue to provide the City with regulatory support with the DTSC process.

Fiscal Impact:

Funding for the Norwalk Transit Village project activities are from the Low and Moderate Income Housing Asset Fund and the Non-Housing Bond Fund. The cost of these services shall be reimbursed to the City from State funds currently held in escrow for such purpose.
