City Council Agenda Report
June 2, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Albert Mendoza, P.E., Director of Public Services/City Engineer Damian Rosales, Public Services Superintendent
Gabriela Garcia, Senior Management Analyst
SUBJECT: AGREEMENT AMENDMENT NO. 6 – TREE MAINTENANCE SERVICES –

EXTENDING TERM TO MONTH-TO-MONTH
Background:

Since June 1997, the City has contracted with West Coast Arborists, Inc. (WCA) to provide citywide tree maintenance services. The scope of work includes the trimming, pruning, and removal of City-owned trees, as well as emergency services as directed by the City. WCA also prepares arborist reports upon request. The agreement has been amended several times over the years, most recently in May 27, 2025, when City Council approved an adjustment to compensation and extended the agreement for an additional one-year term.

Over the course of nearly three decades, the City and WCA have established a strong and effective working relationship focused on maintenance, preservation, and enhancement of the City’s urban forest. WCA has consistently demonstrated responsive and professional services in support of the City’s tree maintenance operations.

The City recently released an Invitation for Bids (IFB) for future citywide tree maintenance services. Staff is currently reviewing submitted bids and completing the evaluation process and anticipate returning to City Council with a recommendation for award upon completion of the competitive solicitation process.

To ensure continuity of essential tree maintenance services during the interim period and avoid any disruption in service, staff is requesting authorization to amend the current agreement with WCA to continue services on a month-to-month basis under the existing terms and conditions until the IFB process is completed and a new agreement is awarded. Consistent with the
