City Council Agenda Report
June 16, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Ozzie Ramos, Deputy City Manager
Michael Johnson, IT Manager
Jennifer Hernandez, Administrative Services Supervisor
SUBJECT: RESOLUTION NO. 26-37 BUDGET AMENDMENT RESOLUTION FOR

AMERICAN RESCUE PLAN ACT FUNDED PROJECTS
Background:

On March 10, 2021, President Biden signed the American Rescue Plan Act (“ARPA”) which included State and Local Fiscal Recovery funds to support state and local governments as they faced the impacts of the unprecedented COVID-19 pandemic. The City of Norwalk was allocated $28,046,746 in ARPA funding, all of which was obligated toward eligible uses in accordance with U.S. Department of the Treasury requirements as of December 31, 2024.

The City allocated ARPA funding across 26 eligible projects developed to address community and operational needs consistent with ARPA regulations. One such project included the installation of security cameras citywide, representing approximately $1.9 million of the City’s ARPA allocation. Project No. 1.7C2219 Security Technology Equipment was timely obligated through a subaward agreement with ConvergeOne for the installation of security camera infrastructure at City parks and facilities.

As part of the City’s ongoing commitment to strengthening public safety measures, the City began deploying the Verkada security camera system at municipal facilities in April 2022 and expanded the program to City parks in 2023. Security cameras serve as an important tool for enhancing public safety through threat prevention, incident deterrence, monitoring of critical infrastructure and providing recorded evidence of incidents. The deployment of the Verkada system has improved the City’s ability to deter criminal activity and support law enforcement investigations, while increasing security and safety measures.

ConvergeOne successfully completed the installation of security cameras at City parks and delivered the required project scope below the originally obligated budget. As a result of the project cost savings, a portion of the ARPA funds associated with Project No. 1.7C2219 is no longer required to complete the originally approved City park camera installation scope. To allow the City to re-obligate the remaining funds associated with Project No. 1.7C2219 and reallocate realized project savings to other eligible ARPA projects, the City and ConvergeOne have mutually agreed to terminate the agreement for convenience following successful completion of the contracted services.

U.S. Department of the Treasury guidance permits recipients to re-obligate ARPA funding when a recipient and contractor mutually agree to terminate a contract or subaward for convenience, provided the original obligation occurred within the applicable deadline and the replacement obligation remains within an eligible ARPA project. This flexibility allows the City to preserve and fully utilize its ARPA allocation while maintaining compliance with federal requirements.

Current ARPA expenditure deadlines require all funds to be fully expended by December 31, 2026. Any unobligated or unspent funds remaining after the applicable federal deadlines may be subject to recapture by the U.S. Department of the Treasury.

Proposed Budget Amendment:

In compliance with federal requirements and the use of available ARPA funding, staff proposes to re-obligate the remaining funds associated with Project No. 1.7C2219 through a replacement procurement utilizing the OMNIA Partners and California Multiple Award Schedule (“CMAS”) cooperative purchasing agreements.

Therefore, staff recommend reducing Project No. 1.7C2219 by $300,000 due to savings achieved from completing part of the security camera installation project under budget, and transferring those funds to Project No. 1.7C8219, Security and Safety improvements. Re- obligation of the remaining Project No. 1.7C2219 funds will allow the City to complete the remaining eligible project scope, while the reallocation of project savings to Project No. 1.7C8219 will support additional security and safety improvements at City facilities and ensure utilization of available ARPA funding prior to the federal expenditure deadline.

The proposed ARPA budget reallocation is summarized in Table 1 on the following page:

Proposed Re-obligation:

To complete the remaining eligible scope under Project No. 1.7C2219, staff has identified AMS.NET, LLC dba MGT Impact Solutions (“MGT”) as an experienced and authorized distributor and installer of Verkada security cameras. MGT holds cooperative purchasing agreements through OMNIA Partners and CMAS, which provide competitively procured pricing and streamlined procurement options for public agencies. Utilizing these cooperative agreements will allow the City to efficiently implement the installation of security cameras and equipment while ensuring compliance with applicable procurement requirements.

Continuing with the existing Verkada camera platform will ensure seamless integration with the City’s current security infrastructure while minimizing operational disruptions and training requirements. Verkada cameras provide real-time, cloud-based access from authorized smart devices and computers, enabling City staff and law enforcement personnel to maintain situational awareness and respond more effectively to incidents. Additional camera deployment will improve security measures of public facilities, critical infrastructure and unauthorized access points, while further enhancing safety for residents, visitors and employees.

Additionally, the City currently maintains a Memorandum of Understanding (“MOU”) with the Public Safety Department related to administration and implementation of ARPA-funded public projects. As a result of the proposed re-obligation and corresponding budget amendment, the existing MOU will require amendment to reflect the revised ARPA project budgets.

Fiscal Impact:

The remaining unspent ARPA funds allocated to project 1.7C2219 Security Technology Upgrade is $784,852, of which $300,000 will be reallocated towards the existing ARPA Project 1.7C8219 Security & Safety Improvements.
