Background:

On May 1, 2026, staff solicited for construction bids for Citywide Catch Basin Insert Installation – Project No. 7608. The scope of work includes furnishing and installing connector pipe screens at City and Los Angeles County Flood Control District owned catch basin locations in accordance with Los Angeles County Standards, including pre and post-installation cleaning and debris removal, as well as inspecting and measuring catch basins at all designated locations.

On May 28, 2026, the City received five bids, which were publicly opened. Three bids were found to be non-responsive. Below are the responsive bid results:

Rank Contractor Bid Amount
1 United Storm Water, Inc. $ 322,081
2 Elegant Construction, Inc. $ 363,000
Staff conducted a bid analysis, including checks to the contractor’s state licensing, Department of Industrial Relations registration, state and federal debarment list, and reference checks. As a result, staff recommend awarding the project to the lowest responsive bidder, United Storm Water, Inc.
