City Council Agenda Report

SUBJECT: EXPANSION OF ON-CALL CITYWIDE GRANT MANAGEMENT SERVICES Background:
On August 19, 2025, City Council approved agreements with three firms to form an on-call grant management bench for the City. These firms had responses to Request for Proposal 25-818 (“RFP”), posted on June 3, 2025. In the RFP, the City reserved the right to add or remove firms from the list during the three years following the initial selection made during the August 19 City Council meeting. Staff is now asking to add California Consulting, Inc. (“CA Consulting”) to the on-call list.
The City has been working with CA Consulting the past several years. They have written a variety of grant applications, with the majority focused on fund for expanding the City’s parks. CA Consulting had the fourth highest RFP score. Given their extensive knowledge of the City’s needs, and their experience working with City staff, they would be a helpful addition to the on- call list.
Fiscal Impact:
The addition will make no impact or change to the General Fund.

Recommended Action:
Staff recommend City Council approve a new agreement with CA Consulting, Inc. to provide on- call grant management services for a term from execution of the Agreement to 12/31/2028, at a sum not to exceed $150,000 per fiscal year; and authorize the City Manager to execute the agreement, as well as any extensions or amendments provided there is funding available in the budget, and it is within the City Manager’s signing authority, on behalf of the City, in forms approved by the City Attorney.
