SUBJECT: RESOLUTION 26-41 APPROVING AGREEMENTS FOR THE ELDERLY NUTRITION PROGRAM FOR FISCAL YEAR 2026/27
Background:
The Los Angeles County Aging and Disabilities Department (AD) manages the Elderly Nutrition Program (ENP), which provides grant funding and subawards for both the congregate and home- delivered meal components of the Senior Nutrition Program serving the City’s senior population.
In Fiscal Year 2019/20, the City and AD mutually entered into a direct service agreement to support the City’s goal of effectively serving its senior community. This agreement enables the City to provide meals at all congregate meal sites and to approximately 225 home-delivered meal participants each weekday, totaling more than 120,000 meals annually.
In 2023, the City partnered with Trio Community Meals, LLC (TCM) for catering services. TCM is one of several caterers approved by Los Angeles County, and their pricing remains competitive with other eligible vendors. TCM consistently responds promptly to staff inquiries and requests. Meal quality has significantly improved under TCM, resulting in increased participation at congregate sites and positive feedback from program patrons. Renewing TCM’s services for Fiscal Year 2026/27 is in the best interest of the Senior Nutrition Program.
Fiscal Impact:
Operating funds for the Senior Nutrition Program are provided through the Los Angeles County Aging and Disabilities Department’s Elderly Nutrition Program Grant (ENP 252606 Amendment 3) and are included in the Fiscal Year 2026/27 budget.

Recommended Action:
Staff recommend City Council:
a.adopt Resolution No. 26-41, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NORWALK APPROVING AGREEMENTS WITH THE LOS ANGELES COUNTY AGING & DISABILITIES DEPARTMENT FOR THE ELDERLY NUTRITION PROGRAM FOR FISCAL YEAR 2026/27, in the amount of $1,060,893 and
b.approve the agreement with Trio Community Meals, LLC, in the amount of $710,000, to provide catered meals from July 1, 2026, through June 30, 2027; and authorize the City Manager to execute the agreements, and any additional amendments, provided there is funding in the budget, on behalf of the city, in forms approved by the City Attorney.
