PROGRESSIVE DESIGN BUILD SERVICES FOR HERMOSILLO PARK

REHABILITATION AND STORM WATER CAPTURE INFILTRATION PROJECT, ENGINEER'S REPORT NO. 26-26
Background:

On January 16, 2024, City Council authorized the execution of a Progressive Design Build Agreement with the contractor, Reyes Construction, Inc. (Reyes), for Hermosillo Park Rehabilitation and Storm Water Capture Infiltration Project (Project). The Progressive Design Build Agreement was executed on March 12, 2024.

On October 30, 2025, Reyes submitted 65% design and a Guaranteed Maximum Price (GMP) of $49,631,712 for the design-build of the Project. Furthermore, on November 18, 2025, City Council approved the GMP and adopted Resolution No. 25-56 increasing the project budget in the amount of $10,404,164 to fund the Project’s GMP.

Subsequent to the GMP approval, staff conducted a series of meetings with the community regarding park elements that were removed from the project due to funding constraints. Open House events and adjacent property meetings were held monthly between November 2025 and June 2026. These meetings will continue to be held bi-monthly to inform the neighborhood of project developments.

Through meetings and associated workshops, the City and community members came to a consensus on park amenities that will be added to the project.

•Expanded grass areas around the community building
•Conversion of one synthetic turf to a multi-purpose natural turf field •Additional trees: 55 – 24” Box, 34 – 48” Box, and 10 – 60” Box The project design team was directed to provide a cost estimate to modify the project design to incorporate the additional recreational amenities. To develop the design and engineering plans for the additional recreational amenities, the project budget will need to be increased by $467,838. Among the requested increase in contract value of $467,838, $74,865 provides for design efforts expended to date to address resident’s’ requests for park amenities. The balance of $392,973 provides for final design of the additional amenities. Revised final design plans are scheduled for submittal in late July 2026, and the construction cost estimate for the construction of the additional amenities will follow soon after. Once the information is available, staff will return to City Council for funding approval related to the construction of the additional amenities.
