SUBJECT: AMENDED AGREEMENTS FOR MAJOR BUS COMPONETS AND MAJOR
REPAIR SERVICES FOR NORWALK TRANSIT SYSTEM
Background:
On February 24, 2023, Norwalk Transit System (NTS) issued an Invitation for Bid (IFB) for Major Bus Components and Major Repair Services. The IFB requested pricing for Original Equipment Manufacturer (OEM) parts for Cummins engines, Allison transmissions, and Gillig bus components. The solicitation was issued for an initial three-year term, with an option to extend the agreements for an additional two years.
NTS received five bids from: 1.) Cummins, Inc., 2.) Gillig, LLC, 3.) Western States Converters & Transmissions, Inc., 4.) Rush Truck Centers of California Inc., and 5.) Valley Power Systems. NTS staff reviewed price bids and determined that three (3) of the bids from Cummins, Inc., Gillig, LLC, and Western States Converters & Transmissions, Inc. were the lowest and responsive/responsible bidders.
On July 1, 2023, the City Council approved a collective contract in the amount of $465,500 for three vendors; Cummins, Inc., Gillig, LLC, and Western States Converters & Transmissions, Inc.
These parts and services are necessary due to the ongoing aging of the City’s transit vehicle fleet, which has resulted in increased maintenance needs and more frequent component failures.
The rising cost of materials, parts, and specialized labor has also significantly impacted overall repair expenses. As vehicles continue to accumulate mileage, unforeseen issues arise more often, requiring expanded support from the contracted vendors to ensure safe and reliable service.

Therefore, to ensure continued acquisition of critical major bus components and to support repairs needed for the availability of fixed-route buses, NTS is seeking to exercise the option to extend the contract for two years from August 1, 2026, through June 30, 2028. The proposed collective contract amount for the two-year extension is $300,000. Each vendor has agreed to maintain current pricing for Fiscal Year 2027.
Fiscal Impact:
Funding for the first option Fiscal Year 2027 for the three combined agreements, total $150,000, is included in the adopted FY 2026/27 Transportation Department capital budget. There is no impact to the general fund.
