City Council Agenda Report

SUBJECT: APPROVE SOFTWARE LICENSE AGREEMENT FOR STREETLIGHT

MANAGEMENT SYSTEM
Background:

The City relies on a LightingGale software license from CIMCON Software Inc. (CIMCON) to utilize a web-based smart lighting management system for over 4,000 streetlights citywide.

Streetlights throughout the City are equipped with intelligent wireless lighting controllers (nodes) that allow streetlights to be monitored and controlled remotely. Nodes operate by using sensors to collect information on real-time equipment conditions and transmit that data via radio frequency technology to a central communication hub (gateway). The gateways will then send that real-time information up to a server or cloud network. Commands (e.g. turn-off, turn-on, dim) can be communicated via the LightingGale software platform to gateways and nodes to remotely operate streetlights in the system.

The LightingGale software allows operators to monitor streetlight performance, track lighting schedules, and quickly pinpoint malfunctioning system hardware (nodes and gateways). It flags critical issues such as lamp outages and communication failures remotely from workstations or portable tablets utilized by City staff. This enables system operators to diagnose problems and view historical data prior to inspecting the streetlight in person. The LightingGale software also allows program administrators to control access to the system and to set permission levels for users to maintain system security and data integrity.

The City’s LightingGale software license with CIMCON expired June 30, 2026. CIMCON, previously managed by Quantella Inc. and Nextech Systems, Inc. (paid to Nextech Systems, Inc.), is under new management with Urban Service Provider. Urban Service Provider notified the City of this transition in March of 2026. In addition to the transition to new management,

Urban Service Provider informed the City that the CIMCON system may be dissolving and discontinuing services within the next 5-10 years.

Urban Service Provider initially offered three options for license renewal with varying unit prices per streetlight smart node: 1-year, 3-year, or 5-year. Each option available is required to be paid upfront and in full.

Period Description Est. Quantity Unit Price Amount
1Y-LG 1 Year License 4,262 $4.25 $18,114
3Y-LG 3 Year License 4,262 $3.75 $47,948
5Y-LG 5 Year License 4,262 $3.25 $69,258
The City previously paid $3.50 per streetlight smart node for the CIMCON system under the recently expired license agreement. Considering that these services may be discontinued in the future, and to allow for more budget flexibility, staff negotiated a better price for a 1-Year software license renewal with a unit price per node of $3.61. Staff will review the new provider’s performance on an annual basis.

Period Description Est. Quantity Unit Price Amount
1Y-LG 1 Year License 4,262 $3.61 $15,385.82
The new software license renewal agreement with Urban Service Provider will include an annual 3-hour software training session for up to eight participants which was not offered under previous management.

Fiscal Impact:

Funds for the streetlight smart lighting management system and software licenses are included in the approved fiscal year (FY) 2026/27 Budget in the amount of $25,000. Funding for future FY’s will be programmed as needed and recommended for approval during the City’s annual budgeting process.
