City Council Agenda Report
July 21, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Salpy Kabaklian-Slentz, Management Analyst
SUBJECT: 2023 STRATEGIC PLAN REPORT
Background:

At the July 7, 2026 City Council meeting, Staff presented the final draft of the 2023 – 2025 Strategic Plan Report. Council was asked to review it and provide feedback on the accomplishments highlighted and activities reported. Council requested that actions taken on Goals not yet completed be included.

Goal 4: Support Sustainability and Climate Resilience throughout the Community Objective 2: Protect people by reducing the effects of pollution As mentioned in the July 7 staff report, Staff is actively preparing a Request For Projects to find a consultant to help prepare the mandatory Environmental Justice Element (“EJ Element”) of the City’s general plan. As part of this preparation, Staff is taking inventory of the current projects and assets in the city that contribute to the aims of an EJ Element. Staff have identified the following items:
- the Bus Stop Equity Plan which seeks to alleviate transit-reliant patrons from the drastic climate changes that Southern California is experiencing by providing equitable shelters that provide protection from harsh environmental weather, including heat, while waiting at stops;
- the Battery Electric Buses fleet expansion. This objective, discussed as part of Goal 4.1d, helps reduce the City’s carbon footprint;
- installation of LED lights at City parks and streets; and - installation of solar panels throughout the City.

This information was added to the Report’s Accomplishments panel. It is now presented in its final form for acceptance and publication.
