City Council Agenda Report
July 21, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager

Run Chen, P.E., Principal Civil Engineer
SUBJECT: AGREEMENT FOR FLOOD CONTROL USE AND MAINTENANCE AT

HERMOSILLO PARK
Background:

The City is currently constructing the Hermosillo Park Rehabilitation and Stormwater Capture and Infiltration Project (Project Nos. 7359 and 7607). The stormwater component of the project is funded through the Los Angeles County Safe, Clean Water Program (Measure W) and is designed to improve regional water quality and groundwater recharge.

The stormwater capture system diverts dry-weather and storm flows from two existing drainage systems into underground infiltration galleries located within Hermosillo Park. One diversion originates from an existing City storm drain while the second diversion originates from an existing Los Angeles County Flood Control District storm drain culvert. The captured flows are treated, infiltrated into the groundwater basin, and partially reused for park irrigation.

As a condition of allowing the City's facilities to connect to the County storm drain system, the Los Angeles County Flood Control District requires execution of a Maintenance Agreement establishing long-term maintenance responsibilities.

The proposed Maintenance Agreement establishes maintenance responsibilities between the City and the Los Angeles County Flood Control District for the portions of the Project connecting to Los Angeles County facilities. Under the agreement, the City will be responsible for the inspection, operation, repair, and maintenance of:

•Approximately 50” feet upstream and downstream of each point of connection to the Los Angeles County Flood Control District storm drain culvert; •The storm drain connection structures and appurtenant improvements; •Service connection points serving the stormwater capture facilities; and •All associated appurtenant facilities installed as part of the Project.

These maintenance obligations remain in effect as the improvements remain in service and are necessary to ensure continued operation of the stormwater capture system. Execution of the Maintenance Agreement is required by the Los Angeles County Flood Control District before the City may utilize the connection to the County storm drain system.

Fiscal Impact:

Approval of the Maintenance Agreement will not require any additional project funding. Future maintenance activities associated with the City's responsibilities under the agreement will be incorporated into the City's ongoing operation and maintenance activities following completion and acceptance of the Project.

Strategic Plan 2023 Implementation:

Recommended Action:

Staff recommend City Council approve the Maintenance Agreement between the City and the Los Angeles County Flood Control District for the Hermosillo Park Stormwater Capture and Infiltration Project (Project No. 7607); and authorize the City Manager to execute the Maintenance Agreement and any amendments provided there is funding in the budget and it is within the City Manager’s signing authority, on behalf of the City, in a form approved by the City Attorney.
