City Council Agenda Report
August 4, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Theresa Devoy, City Clerk
SUBJECT: AGREEMENT RENEWAL FOR ELECTRONIC DOCUMENT MANAGEMENT SYSTEM
Background:
The City has utilized Hyland OnBase Electronic Document Management System (DMS) since 2008, when they purchased the previous software, to manage the City’s documents per the adopted retention schedule. A DMS is a software platform that stores, manages, and tracks electronic documents and images of paper-based information captured by a document scanner and indexed for easy retrieval. Examples of documents held within the system are: agenda reports, agreements, ordinances, resolutions, and building permits to name a few. The system is used across all departments and has a public search portal on the City’s website for residents to retrieve and review certain stored documents. The DMS is supported by BlueIris IQ (BlueIris), a division of Konica Minolta Business Solutions.
Annual license and subscription services have provided the City with access to the DMS and BlueIris support desk for any break-fix issues in the production and test environments. The support covers software defects that surface as error messages and/or result in data integrity issues or data loss, as well as issues that arise when published documentation contradicts the software's actual behavior. Staying current with these services also provides continuous access to the latest versions of OnBase software, including new features and enhancements as they become available. This helps ensure system stability and compliance. The City also utilizes BlueIris for Managed Services which assists staff with advanced customized project support, configuration of the system, and system upgrade assistance are some of the services provided. This essential service is not included in this five-year license and subscription renewal, and no increase has been requested.

Five-Year Renewal for OnBase Support Services and
Licensing

The software subscription is renewed annually and typically includes a price increase. However, this year’s proposed renewal includes a 10% increase. Staff noted that this percentage is significantly higher than in previous years, prompting discussion of alternatives to minimize the annual increase. BlueIris negotiated lower rates with Highland to cap the annual software license increase at 6% for three-years, 5.5% for four-years, or 4% for five-years. The following chart illustrates the difference between an annual renewal vs. five-year renewal in subscription service per fiscal year over the next five years. A five-year renewal would result in savings of $42,126 over the course of the agreement.
OnBase Options FY 26/27 FY 27/28 FY 28/29 FY 29/30 FY 30/31 TOTAL Current year-to-year renewal
with a minimum 10% annual
increase
$42,802 $47,082 $51,791 $56,970 $62,667 $261,311
Proposed 5-year renewal with
a maximum 4% annual
increase
$40,467 $42,086 $43,770 $45,520 $47,341 $219,185
Cost Difference $2,335 $4,996 $8,021 $11,449 $15,325 $42,126 **Assumes a minimum of 10% annual increase if the City continues to renew annually. Year-to-year pricing is subject to increases greater than 10%
The City’s DMS is similar to financial systems, wherein it is extremely costly to move to another system and as long as it is being updated and properly maintained there is no need to change systems. Renewing the OnBase software and subscription services enables the City to be eligible for technical support and software upgrades that are needed to ensure the reliability of the system. This allows staff and residents to continue to have access to many of the City’s public records without needing to submit a public records request.
In conclusion, staff is recommending the five-year term to maximize savings, provide greater cost predictability by stabilizing annual price increases, and allow for more effective budget planning.
Fiscal Impact:
The total five-year cost for this agreement is $219,185. The Fiscal Year 2026/27 budget includes funding for year-one subscription services. Funding for subscription services in subsequent years will be appropriated through the annual budget process and shall not exceed the amount specified in the chart.

The recommended action will further the City’s Strategic Plan Goal 1: Provide High Quality Customer Service to the Community; Objective 2: Improve external and internal coordination and communication.
Recommended Action:
Staff recommend City Council approve the five-year software maintenance agreement renewal with BlueIris IQ, a division of Konica Minolta, for the City’s OnBase document management system in a total amount not to exceed $219,185, for the period ending July 31, 2031; and authorize the City Manager to execute the renewal, and any amendments provided there is funding in the budget and it is within his signing authority, on behalf of the City, in a form approved by the City Attorney.

SUBJECT: CONFIRM EMERGENCY WORK FOR WELL NO. 5
Background:
The Norwalk Municipal Water System (NMWS) production Well No. 5, located at 11477 Taddy Street, extracts groundwater from the Central Groundwater Basin. The well has experienced repeated pump failures caused primarily by the collapse of its casing, rendering the well inoperable and requiring the City to significantly increase its purchases of imported water from Central Basin Municipal Water District. To restore the well to service, the Public Services Department engaged the City’s water well and pump services contractor, General Pump Company, to perform diagnostic evaluations and to perform any necessary repairs.
Over an eight-week period, the contractor made multiple attempts to restore Well No. 5 to operational status. During the investigation, the column pipe was found to exhibit significant corrosion, and casing debris indicated a casing failure at approximately 40 – 47 feet below ground surface. In addition, the accumulation of scale and debris above the damaged section has restricted access to the lower portion of the well, preventing a complete assessment of its condition. Due to the complexity of the casing failure, additional investigation is necessary to determine the full extent of the damage and develop a recommended scope of work for permanent repairs.
The following repairs and inspections were completed from March 11, 2026 to May 1, 2026:
Well pump was removed between March 11, 2026 and March 12, 2026. Fishing efforts to remove casing debris were conducted on March 24, 2026. Attempt to insert a 5-inch tremie pipe past the obstruction.

Video survey of the well was conducted on April 1, 2026. The video footage indicates that the casing has begun to spall within this upper interval. To obtain a well depth measurement, a 2-7/8-inch pipe was used to advanced past the obstruction, allowing the use of a bottom sounder to a depth of approximately 586 feet. Additional fishing efforts were conducted again on April 21, 2026 to April 22, 2026 to remove visible debris.
A 4-inch tremie pipe was subsequently installed to a depth of approximately 60 feet which allowed further video survey.
Second attempt of video survey was performed on April 27, 2026. On May 1, 2026, the tremie pipe was removed, and further removal of the debris was discontinued due to restricted well access.
Fiscal Impact:
The total amount of $52,320 is being requested from available unencumbered Water Enterprise funds as set forth in the Fiscal 2026/27 budget.

SUBJECT: RESOLUTION NOS. 26-45 AND 26-46 TO REPEAL RESOLUTION NOS. 25-22 AND 26-34 - ADOPTION OF ANNUAL APPROPRIATIONS LIMIT FOR FISCAL YEAR 2025/26 AND FISCAL YEAR 2026/27 RESPECTIVELY
Background:
The Gann Initiative, which was approved by California voters on November 6 ,1979 (Article XIIIB of the State Constitution), places limitations on the appropriations of state and local governments and further provides for appropriations limit increases for cost of living/per capita income and population changes. Under Government Code Section 7910, the City is annually required to establish and adopt by resolution its appropriations limit in conformance with the requirements of Article XIIIB of the California Constitution.
Historically, the City has calculated its annual appropriations limit using the annual inflation and population adjustment factors published by the California Department of Finance. During a review of the appropriations limit calculations for Fiscal Years 2026/27 and 2025/26, staff determined that the incorporated city population growth factor was inadvertently used instead of the Los Angeles County population growth factor. The discrepancy occurred due to a revision in the method in which the California Department of Finance presents population information, resulting in the incorrect population factor being applied.
To ensure the limits are accurate, staff recommends repealing Resolution Nos. 25-22 and 26- 34 and adopting revised appropriations limits for Fiscal Years 2025/26 and 2026/27 using the Los Angeles County population growth factor for Fiscal Year 2025/26 and the City of Norwalk population growth factor for Fiscal Year 2026/27. The proposed revisions do not affect the City's adopted budget or authorize additional expenditures, but rather ensure the appropriations limits are calculated using a consistent methodology in accordance with Article XIII B of the California.

SUBJECT: AMENDMENT NO. 4 – SEWER SYSTEM MAINTENANCE SERVICE Background:
On July 18, 2018, the City entered into an initial five-year contract with Tunnelworks Services, Inc. (Tunnelworks) to perform citywide sewer maintenance service. The scope of work includes cleaning the entire sewer system citywide; servicing 26 sewer siphons across 18 locations quarterly; maintaining three sewer lift stations every three months; conducting closed-circuit television (CCTV) inspections of sewer lines in accordance with the Sewer System Management Plan (SSMP); and providing emergency sewer cleaning response, as needed.
The City and Tunnelworks operated under the original agreement, with an initial term of five- years, which included annual alternating rate adjustments of 1.5% and 1.0%. After the initial term, with successful performance and mutual agreement between parties, the contract allowed one-year term extensions from July 1 st through June 30 th each year. Three subsequent term extensions (amendments), which continued with alternating rate adjustments of 1.5% and 1.0%, were approved administratively and funded through the annual budgeting process. As a result, the original agreement amount has increased from $2,530,396.78 to $4,126,849.39. Term extensions and amounts approved during the annual budgeting process for Fiscal Year 2023/24 through FY 2025/26 should be documented as Amendment No’s. 1–3.
Tunnelworks has played a critical role in providing sewer maintenance services over the past eight years. The Public Services Department intends to solicit bids for the City's sewer maintenance services in the coming months. In the interim, continuing the agreement with Tunnelworks enables the City to remain compliant with SSMP requirements and ensures City staff has contracting support services for any emergencies that may arise while a contractor is being procured. Extending the sewer maintenance agreement through FY 2026/27 would set the annual compensation at $544,608.81 through June 30, 2026, bringing the cumulative not- to-exceed amount to $4,671,458.19.

will initiate the tree inventory of the designated
area within the current fiscal year. Using a global
positioning system (GPS) device, we are capable of
inventorying anywhere from 450 to 500 tree sites per day, subject to factors such as weather conditions, satellite accessibility, data attributes to be collected, and the number of field collectors. The city will have access to the gathered information, which will be integrated into its geographical information system (GIS). The inventory is estimated to encompass roughly 16,000 trees, with the city divided into predetermined districts. With the appropriate data collection criteria and workforce, we anticipate completing the inventory of the entire city in approximately 40 to 60 days.

Upon being hired, all employees are required to attend orientation, where they are made aware of potential hazards on the job site and given a detailed description of their assigned duties. Following orientation, new employees participate in a two-week on-field training program, where they work alongside a field manager to learn day-to-day operations. To further enhance the knowledge and expertise of our employees, North Star provides specialty training twice a year in areas such as CPR, EHAP, Aerial Rescues, and Traffic Control. Additionally, our Safety Coordinator conducts weekly tailgate meetings, which cover various safety topics and serve as a reminder for all North Star workers to carry out their daily work in the safest possible manner.
At North Star, we take our responsibility of properly handling green waste seriously. As part of our commitment to sustainability, we account for all green waste collected on a daily basis. Our team breaks down the material type, whether it's logs or chipped material, the grid or maintenance district, and the tons. We then transport this green waste to state-approved recycling facilities to ensure proper disposal. All of this information is meticulously recorded and inputted into our proprietary database, which serves as a reliable repository of all our work completed and green waste records.
We understand the importance of transparency and make these records available to our clients upon request or in set intervals, allowing them to see the progress made and the impact of our work on the environment.

Our team is certified through both the Tree Care Industry Association (TCIA) and the Hispanic Arborist Association, and undergoes annual Electrical Hazard Awareness Program (EHAP) training to ensure all field staff remain current on safe work practices around electrical hazards. This training includes recognition of electrical hazards, minimum approach distances, aerial rescue procedures, and proper use of personal protective equipment (PPE). In addition, all crew members are certified in CPR to ensure they are prepared to respond to emergencies in the field. Ongoing EHAP and CPR training reinforces our culture of safety and ensures our crews are well-prepared to perform high-risk utility work responsibly and professionally.
