installations (field light poles are heavy, high-wind-load structures) — that falls under the jurisdiction of the Division of the State Architect (DSA) requires continuous inspection by a DSA- certified Inspector of Record (IOR). During this project, an IOR will be required for Lakeside Park.

The IOR is a certified inspector approved by DSA to inspect the work pursuant to the Field Act and applicable provisions of the California Code of Regulations and also serves as the representative of the District to conduct field inspections of the project during construction. The IOR is responsible for ensuring that construction work complied with approved plans, specifications, building codes, and relevant regulations, serving as the official on-site representative of the authority having jurisdiction — DSA — throughout construction.

The aforementioned services are coordinated by the District and the City shall reimburse the District for all reasonable and necessary DSA-required inspection and testing costs actually incurred and paid by the District, including but not limited to IOR, Laboratory of Record (LOR), and all special inspection and testing services.

The Memorandum of Understanding (MOU) with the District includes the following provisions:
•District shall ensure that all inspection and testing services are procured and performed in accordance with applicable law.
•District shall provide supporting documentation including invoices and proof of payment.

City shall process reimbursement consistent with its standard procedures. If the City disputes any portion of an invoice, the City shall notify the District in writing of the disputed amount and the basis for the dispute. City shall timely pay all undisputed amounts, and the Parties shall cooperate in good faith to resolve any disputed charges. •This MOU shall remain in effect through completion of the Project and full reimbursement of eligible costs. If the Project is suspended, delayed, or terminated, the City shall remain responsible only for eligible costs incurred prior to the effective date of such suspension or termination, unless otherwise agreed in writing by the Parties. It is estimated that the eligible expenditures will total $80,000.
