SUBJECT: RESOLUTION NO. 26-50 - AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2026/27 ADOPTED BUDGET ALLOCATING $174,700 OF THE LOW-
AND MODERATE-INCOME HOUSING ASSET FUND FOR HOMELESS
PREVENTION AND RAPID REHOUSING SERVICES
Background:
Since 2016, the City Council has authorized funding from the City's Low- and Moderate-Income Housing Asset Fund to support the Homeless Prevention and Rapid Rehousing Program (HPRP). HPRP provides financial assistance, including short-term and medium-term rental support to low-income residents. This assistance helps at-risk families avoid homelessness and enables homeless individuals and families to secure permanent housing. During this period, the City has partnered with Kingdom Causes of Bellflower to deliver these services to Norwalk residents.
On April 6, 2026, via Planetbids, the City released Request for Proposal (RFP) No. 26-857, seeking qualified service providers to administer the HPRP, which is designed to prevent homelessness, stabilize households in crisis, and support long-term housing retention for Norwalk residents. The proposal due date was May 6, 2026. Only one agency submitted a proposal.
Kingdom Causes of Bellflower (KCB)
KCB submitted a complete and compliant proposal. KCB has more than 20 years of experience in homelessness prevention, rental assistance administration, outreach, housing navigation, and case management throughout Southeast Los Angeles County. They have previously partnered with the City of Norwalk on multiple housing programs, including prior HPRP services and the Mainstream Voucher Program.

Over the last four years, KCB has expended an average of $73,000 annually on similar homelessness prevention and stabilization services, demonstrating both efficiency and consistent program performance. With the proposed $250,000 agreement, KCB will significantly expand service capacity including assistance for Norwalk foster youth and veterans.
KCB’s service model includes outreach, case management, landlord engagement, rental assistance, rapid rehousing support, transportation assistance, and full program administration.
KCB conducts a housing stability assessment with each household to evaluate the ability to sustain housing after assistance ends. When appropriate, individualized case management plans include financial assessments, budgeting support, referrals, and long-term stabilization planning.
All assistance and case management activities will be tracked using KCB’s existing documentation systems to ensure accurate reporting, accountability, and compliance with City requirements. Projected annual outcomes include approximately 200–225 unduplicated Norwalk households served, with 20–60 households receiving financial assistance depending on household need.
Fiscal Impact:
No General Fund Impact. Fiscal year 2026/27 contains allocation of $75,300, the additional appropriation of $174,700 for case management and financial assistance will be provided from the available fund balance of City's Housing Successor Agency’s set-aside fund.
