SUBJECT: PROJECT NO. 7921 – AWARD OF CONTRACT – CONSTRUCTION,

CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR

ALONDRA BOULEVARD PAVEMENT REHABILITATION FROM GRIDLEY
ROAD TO WEST CITY LIMITS / RESOLUTION NO. 26-44 – BUDGET AMENDMENT, ENGINEER'S REPORT NO. 26-33
Background:

On May 29, 2026, staff solicited for construction bids for Alondra Boulevard Pavement Rehabilitation from Gridley Road to West City Limits – Project No. 7921 (“Project”). The scope of work includes improvements to asphalt concrete pavement, cross gutters, spandrels, curb and gutter, sidewalk, American with Disabilities Act curb ramps, signing, and striping.

On July 14, 2026, the City received seven bids, which were publicly opened. Two bids were found to be non-responsive. Below are the responsive bid results:

Rank Contractor Bid Amount
1 Gentry Brothers, Inc. $ 2,353,343
2 Sequel Contractors, Inc. $ 2,361,118
3 Onyx Paving Company, Inc. $ 2,373,000
4 RJ Noble Company, Inc. $ 2,459,265
5 Calmex Engineering, Inc. $ 2,614,790
Staff conducted a comprehensive bid evaluation, including verification of the contractor’s California State License Board License, Department of Industrial Relations registration, State and Federal debarment status, and reference checks. Based on the findings of the bid

evaluation, staff recommend awarding a construction contract to the lowest responsive bidder, Gentry Brothers, Inc.

Following issuance of the Notice to Proceed, construction is anticipated to begin late September 2026, with project completion expected by January 2027.

Environmental Analysis: City Council hereby finds that the proposed project is categorically exempted pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15300.2. The project is categorically exempted from CEQA as Class 1 Existing Facilities.

Fiscal Impact:

The following is an estimated cost breakdown of the total project costs:

Construction Cost: $ 2,353,343
Construction & landscaping Contingency: $ 586,581
Construction Management and Inspection
Services (On-Call Contract with TYLin): $ 407,737
Design Support Services During Construction
(On-Call Contract with Kreuzer Consulting Group): $ 28,240 Subtotal: $ 3,375,901
Administration: $ 114,099
Total Estimated Cost: $ 3,490,000
Project expenditures are currently funded with Proposition C, Road Maintenance and Rehabilitation Program (RMRA), and Transportation Development Act (TDA) Article 3 funds in the amount of $4,029,162. Following the bid opening, it was noted that the proposed cost was below the engineer's estimate, resulting in available surplus project funding. Staff therefore recommend revising the project funding sources to reprogram excess funds for use on future Capital Improvement Projects. Resolution No. 26-44 appropriates $200,000 in unencumbered TDA Article 3 funds to the project and de-obligates $800,000 in RMRA funds, resulting in a net reduction of $600,000 in the project's total budget.
