City Council Agenda Report
September 1, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Jana Stuard, Director of Finance/City Treasurer
Michael Johnson, Information Technology Manager
Salpy Kabalkian-Slentz, Management Analyst
SUBJECT: TECHNOLOGY INFRASTRUCTURE MANAGEMENT AND OPTIMIZATION
SERVICES PROJECT
Background:
As part of the fiscal year 2026/27 (FY 2027) Adopted Budget, the City allocated $198,450 from the Technology Replacement Fund for the firewall upgrade project at the City Hall and Transit facilities.
After completing an assessment, staff in cooperation with IBE Digital, the City’s Information Technology (IT) consultant, were able to right-size the firewall solution while still meeting the City's operational and security requirements. This reduced the project cost by $81,890.
Staff recommend allocating $66,000 from the firewall upgrade project savings toward Technology Management and Optimization Services. This investment would provide ongoing management of the City's technology infrastructure, including:
•Proactive monitoring and management of the City's servers, network, and storage infrastructure.
•Structured operating system, firmware, and third-party patch management. •Configuration backup and restoration for supported network devices. •Backup oversight, including backup monitoring and restore testing. •Vendor coordination and lifecycle management for supported infrastructure. •Quarterly reporting on infrastructure health, capacity, and patch compliance.

By applying a portion of the savings toward these services, the City will strengthen the long-term reliability and resiliency of its IT infrastructure without requesting additional funding beyond what has already been budgeted.
Fiscal Impact:
Technology Infrastructure Management and Optimization engagement project does not require additional appropriation, as it will be funded from the existing FY2027 approved budget under Technology Replacement Fund.
Citizens Advised:
N/A
Strategic Plan 2023 Implementation:
The recommended action will further the City’s Strategic Plan Goal 1.3: Transform the City’s technology environment to better focus on the timely execution of innovative ideas.
Recommended Action:
Staff recommend City Council approve an agreement with IBE Digital, to provide Technology Infrastructure Management and Optimization services for a total of $66,000 per fiscal year; and authorize the City Manager to execute the agreement and any additional amendments, provided there is funding in the budget, on behalf of the City, in a form approved by the City Attorney.

No consent shall be required where an assignment is made (i) pursuant to a merger or change of control or (ii) to an assignee of all or substantially all of the party’s assets. contemporaneous negotiations, discussions or agreements, whether written or oral, between the parties regarding the subject matter contained herein. Any waiver, modification or amendment of any provision of this Schedule shall be effective only if in writing and signed by both parties.
9. Waiver and Severability: Waiver or failure by either party to exercise in any respect any right or obligation provided for in this Schedule shall not be deemed a waiver of any further right or obligation hereunder. If any provision of this Schedule is found by a court of competent jurisdiction to be unenforceable for any reason, the remainder of this Schedule shall continue in full force and effect.
10. Force Majeure: Neither party shall be liable to the other for any delay or failure to perform any obligation under this Schedule, except for a failure to pay fees, if the delay or failure is due to unforeseen events which are beyond the reasonable control of such party, such as strikes, blockade, war, terrorism, riots, natural disasters, power outages, and/or refusal of license by the government, insofar as such an event prevents or delays the affected party from fulfilling its obligations and such party is not able to prevent or remove the force majeure at reasonable cost.
11. Counterparts. This Schedule may be executed in any number of counterparts and each fully executed counterpart shall be deemed an original. The parties agree (a) that facsimile or electronic signature shall be accepted as original signatures; and (b) that the Schedule, or any document created pursuant to the Schedule, may be maintained in an electronic document storage and retrieval system, a copy of which shall be considered an original. In any legal proceeding relating to the Schedule, the parties waive their right to raise any defense based on the execution of the Schedule in counterparts or the delivery of such executed counterparts by copy, facsimile, or electronic delivery.
12. Third-Party Infrastructure Disclaimer. IBE Digital’s services depend on third-party components outside of IBE Digital’s control, including but not limited to server and network hardware, internet service providers, cloud platforms, backup appliances, endpoint protection platforms (including SentinelOne), and vendor support agreements maintained by Client. IBE Digital shall have no liability for any service degradation, outage, data loss, or security incident arising from the failure, misconfiguration, end-of-life status, or unavailability of any such third- party component. IBE Digital’s obligation is limited to commercially reasonable efforts to detect, escalate, and coordinate remediation of issues affecting in-scope infrastructure, subject to the cooperation and response timelines of the applicable third-party vendor.

13. Service Level Objectives. The Service Level Objectives set forth in this Statement of Services represent IBE Digital’s target response and resolution timeframes and are not guarantees of performance. Failure to meet any Service Level Objective target shall not constitute a breach of this Agreement, and Client’s sole remedy for a missed Service Level Objective is IBE Digital’s commercially reasonable effort to remediate the underlying issue as promptly as practicable. No financial credits, penalties, or service fee reductions shall apply as a result of any missed Service Level Objective target. Service Level Objective clock measurements exclude time during which IBE Digital is waiting on Client, a third-party vendor, or any other party outside of IBE Digital’s control for information, access, or approvals necessary to proceed.
14. Cybersecurity Disclaimer. IBE Digital’s managed services engagement is designed to reduce risk but does not guarantee the security or integrity of Client’s technology environment. IBE Digital shall not be liable for any security breach, ransomware attack, malware infection, unauthorized access, or data loss arising from: (i) vulnerabilities existing in Client’s environment prior to the commencement of this engagement; (ii) Client’s failure to implement security recommendations made by IBE Digital in writing; (iii) actions or omissions of Client’s employees, contractors, or end users; (iv) zero-day exploits or threat vectors for which no reasonable mitigation was available at the time of the incident; or (v) any third-party system, application, or network component not expressly covered under this Statement of Services. Client acknowledges that no security solution is foolproof and that IBE Digital’s cybersecurity-related services are complementary controls, not absolute protections. Notwithstanding any other provision of this Agreement, IBE Digital’s total aggregate liability to Client for any claim arising out of or related to a cybersecurity incident, security breach, data loss, or unauthorized access regardless of the legal theory upon which such claim is based, and including claims attributable to IBE Digital’s own acts or omissions shall not exceed Twenty-Five Thousand Dollars ($25,000).

City Council Agenda Report
September 1, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Levy Sun, Director of Communications & Public Affairs SUBJECT: AMENDMENT NO. 1 TO AGREEMENT FOR CRISIS COMMUNICATIONS
SERVICES
Background:
On September 16, 2025, City Council approved a one-year agreement with The Merino Group for crisis communications services following a competitive RFP process. The City received three qualified proposals and interviewed all three firms. The Merino Group received the highest average evaluation score, 97 points compared with 93 points for Communications LAB and SAE Communications, and was selected as the preferred firm.
The original agreement authorized a $3,000 monthly retainer and maximum annual compensation of $100,000, inclusive of separately billable crisis communications services, and included an option to extend the agreement for one additional year. Under the proposed amendment, as adopted by the Fiscal Year 2026-27 Budget, the City would exercise that option through September 4, 2027, eliminating the $3,000 monthly retainer and reduce the maximum annual compensation from $100,000 to $50,000. Services would be billed only at the hourly rates established in the original agreement.
The scope of work will supplement the City’s internal communications capacity during high- impact, sensitive or fast-moving issues. The City’s Communications Department continues to lead day-to-day messaging, public information, media coordination and community engagement.
The Merino Group provides specialized support through public sentiment monitoring, media monitoring, issue analysis, strategic messaging recommendations and crisis communications support when additional expertise or surge capacity is needed.
During the current term, The Merino Group provided work in several key areas consistent with the approved scope of services.

Community sentiment and public safety monitoring. The Merino Group tracked public safety activity, traffic incidents, fireworks, theft concerns, school-zone safety, street takeovers and matters related to the Sheriff’s Department Norwalk Station, Public Safety or another agency.
This monitoring helped staff identify recurring concerns and communications opportunities involving public safety visibility, traffic safety education, neighborhood awareness and agency- role clarification.
Infrastructure, construction and service-delivery analysis. The Merino Group monitored resident concerns involving potholes, road conditions, traffic signal timing, construction impacts, storm and flooding concerns, power outages, and use of the Norwalk Connects app.
Recommendations included clearer service-request explanations, before-and-after visuals, project timelines, field activity updates and jurisdictional clarification involving outside agencies such as Caltrans and Southern California Edison.
Parks, development and community project monitoring. The Merino Group evaluated public sentiment related to Hermosillo Park, Holifield Park, Norwalk Park, The Walk and other visible community projects. Reports identified resident concerns involving transparency, public input, project timing, traffic impacts, loss of familiar community space and access to park amenities.
Recommendations included citywide parks progress communications, project life cycle updates, and inclusion of cost and funding details.
Media and regional issue monitoring. The Merino Group monitored traditional media coverage and regional issues that could affect Norwalk residents or be associated with City operations. Topics included regional transportation projects, public safety alerts, education and labor issues, public health alerts, state laws, immigration enforcement posts and regional fiscal pressures. These reports provided staff with analysis regarding City responsibilities and those of county, state, school district, utility and law enforcement agencies.
Staff anticipate the need for specialized, surge-capacity support. The Communications Department will continue to manage routine City communications, while outside support will be requested when additional monitoring, analysis or specialized communications assistance is warranted.
During the extended term, staff anticipates requesting specific reports, such as regional emerging issues report, that supplement the City’s monitoring efforts, based on operational needs. For budgeting purposes, staff estimate that authorized routine monitoring, analysis and reporting services could require approximately 25 billable hours per month. Services will be performed and billed only when requested by the City, and actual monthly expenditures will vary based on the services requested and hours worked.
A new RFP is not recommended for this action because the proposed amendment exercises the one-year extension option included in the original agreement that was competitively procured and approved by City Council in 2025.

TO: Public Safety Commission
FROM:Rita Ruiz, Director of Public Safety
BY:Veronica Lomas, Management Analyst
SUBJECT:PETITION FOR ESTABLISHMENT OF BLUE CURB – RESOLUTION NO. 26-01, 14617 Dartmoor Avenue.
Background:
Norwalk Municipal Code Chapter 10.10 establishes procedures for Norwalk residents to apply for the installation of a blue curbed parking space, for exclusive use of a disabled person, in front of or adjacent to their residence. The Department of Public Safety received an application from Ms. Shamil Shammeem for the installation of an on-street disabled parking space (blue curb) on the side of her residence, located at 14617 Dartmoor Avenue. The property is located mid-block on the east side of the 14600 block of Dartmoor Avenue, between Barnwall Street and Graystone Avenue.
Ms. Shamil Shameem lives on the property with her mother and brother. There is one vehicle registered on the property. The property has no available on-site parking due to the addition of an ADU. The main residence has only a one-car garage and driveway, which are reserved for and accessible only to the occupants of the front house. As a result, the occupants of the ADU do not have access to any on-site parking and must rely on street parking.
Mr. Shamil Shameem, resident of 14617 Dartmoor Avenue., is requesting the installation of a blue curb adjacent to the residence to improve accessibility and safety.
The applicant does not drive; the applicant's mother is the primary caregiver and driver.
Currently, the applicant's mother parks on the street, which is often some distance from the residence due to limited parking availability.
The applicant has autism, which affects the ability to recognize traffic hazards. When walking between the parked vehicle and the residence, the applicant may attempt to run toward the roadway without understanding the danger posed by oncoming traffic. A blue curb adjacent to the residence would provide a closer, more accessible parking space, helping to improve the applicant's safety and facilitate transportation to and from home.
Norwalk Public Safety Commission August 3, 2026
Blue Curb Application – 14617 Dartmoor Ave. Page No. 2
If approved, the disabled parking space will be utilized by the applicant. The applicant has a valid disabled placard.
Analysis
Public Safety staff verified that the applicant's Disabled Person Parking Placard is current. In accordance with Norwalk Municipal Code Section 10.10.060(C), property owners are required to sign the petition submitted with a blue curb request. The applicant met this requirement, and the property owner has signed the petition in support of the request.
Public Safety staff conducted a site visit to evaluate the request and observed that the property is a single-family residence with an accessory dwelling unit (ADU). The applicant resides at the ADU and is transported by the applicant's mother, who serves as the primary caregiver and driver. Due to the addition of the ADU, the applicant does not have access to on-site parking. The main residence has a one-car garage and driveway, which are reserved for and accessible only to the occupants of the front house. As a result, the applicant's mother must park on the street, often some distance from the residence.
Staff also inspected the immediate area of the 14600 block of Dartmoor Avenue for abandoned or inoperable vehicles and observed no such violations. A survey of the surrounding neighborhood revealed that there are no existing blue curbs in the immediate vicinity of the applicant's residence.
Commission Consideration
The Public Safety Commission shall determine whether the request is approved or denied based on established criteria and whether the blue curb is required for the applicant’s accessibility and safety. The following criteria set forth in Norwalk Municipal Code Section 10.10.060 establish eligibility for installation of a blue curb:

Background:
On June 29, 2026, staff solicited bids for construction for the Carmenita Road Rehabilitation from 550 Feet North of Excelsior Drive to Rosecrans Avenue [Federal Project No. STPL-5347(050)] – City Project No. 7184 (“Project”). The Project is Federally funded through the California Department of Transportation (”Caltrans“) Surface Transportation Program (”STPL”). The scope of work includes but not limited to rehabilitating the existing asphalt pavement, reconstruction of sidewalks, curb and gutter, driveways, ADA curb ramps, signing, and striping, and pavement markings.
On July 29, 2026, the City received nine bids, which were publicly opened. Two bids were found to be non-responsive. Below are the responsive bid results:
Rank Contractor Bid Amount
1 RJ Noble Company $ 2,886,279

Staff conducted a comprehensive bid evaluation, including verification of the contractor’s California State License Board (”CLSB“) license, Department of Industrial Relations (“DIR“) registration, State and Federal debarment status, reference checks, and compliance with the STPL Federal funding requirements. Based on the findings of the bid evaluation, staff recommends awarding a construction contract to the lowest responsive bidder, RJ Noble Company.
On June 29, 2026, staff solicited a Request for Proposals (RFP No. 26-870) from qualified engineering firms to provide construction management and inspection (”CM&I”) services for the Project. On July 20, 2026, staff received proposals from the following six firms:
Berg & Associates NexGen Design Builders
DCCM Infrastructure Psomas
Ladayu Consulting Group SPECS Engineering Group
Staff examined and reviewed the submitted proposals based on several factors including technical knowledge, the proposed team’s experiences, scope of work, qualifications, and fee schedule. The top three firms were ranked as follows:
Rank Firm
1 Ladayu Consulting Group
2 SPECS Engineering Group
3 Psomas
Ladayu Consulting Group was determined to be the most qualified firm based on its technical capabilities, extensive construction management and inspection experience on similar projects; in addition to their competitive pricing.
On August 5, 2025, City Council awarded a professional services agreement to Onward Engineering, Inc. to provide design services for the project. As the project enters the construction phase, staff now recommend entering into Amendment No. 1 with Onward Engineering, Inc. to provide additional design support services. The services will include attending construction meetings, responding to contractor requests for information and submittals, and preparation of as-built documentation upon project completion.
Following issuance of the Notice to Proceed, construction is anticipated to begin late September 2026, with project completion expected by February 2027.

SUBJECT: UPDATED URBAN FOREST MANAGEMENT PLAN AND RESOLUTION NO. 26-52, AMENDING THE FISCAL YEAR 2026/27 BUDGET TO APPROPRIATE
FUNDS FOR IMPLEMENTATION OF THE TREE PLANTING INITIATIVES
IDENTIFIED IN THE UPDATED URBAN FOREST MANAGEMENT PLAN
Background:
The City's urban forest is a vital component of Norwalk's public infrastructure, providing significant environmental, economic, and social benefits. Public trees improve air quality, reduce urban heat, capture stormwater, enhance neighborhood aesthetics, support wildlife habitat, and contribute to the overall quality of life for residents, businesses, and visitors.
In November 2014, City Council adopted the City’s first Urban Forest Management Plan (Plan), establishing a long-term framework for the management, preservation, and enhancement of the City's publicly maintained trees. Since its adoption, the City has implemented many of the Plan’s recommendations through proactive tree maintenance, annual tree planting programs, Arbor Day celebrations, and ongoing public education and outreach efforts. The 2014 Plan was developed with a 20-year planning horizon while recognizing that periodic updates would be necessary to address changes in the City's urban forest, evolving community priorities, and advancements in industry best management practices.
Over the past decade, City’s urban forest has continued to mature, while advancements in urban forestry practices, technology, environmental conditions, and climate resilience have underscored the need to update the existing Plan. Consequently, the 2014 Plan no longer accurately reflects the City's current tree inventory, industry standards, or long-term urban forestry priorities.
City Council September 1, 2026
Urban Forest Management Plan Update Page No. 2
1 9
7 2
To address these changes, the City retained West Coast Arborists, Inc. to prepare an updated Plan. The updated Plan provides comprehensive framework for managing, preserving, and expanding Norwalk's publicly maintained urban forest while incorporating current industry standards, updated inventory data, canopy assessments, and implementation strategies. The Plan is intended to serve as a living document that will guide future tree planting, maintenance, preservation, and management practices while remaining adaptable to changing environmental conditions, community needs, and evolving best management practices.
The updated inventory identified approximately 16,164 publicly maintained trees representing 252 species, 148 genera, and 51 plant families. Approximately 82% of the City's trees are in good condition, reflecting decades of proactive maintenance and stewardship. The inventory also identified more than 10,000 vacant planting sites, presenting significant opportunities to expand the City's urban tree canopy.
The Plan recommends increasing the City's tree canopy by an average of 3% every 10 years through strategic tree planting, preservation of mature trees, and continued investment in proactive maintenance. It also establishes implementation priorities, planting strategies, maintenance standards, public education initiatives, and long-term goals that will guide the City's urban forestry program for years to come.
In addition to establishing technical standards and implementation strategies, the Plan emphasizes the importance of continued public education and community participation. The City currently conducts annual outreach initiatives, including Arbor Day events, volunteer tree planting opportunities, and other community programs that promote the value of Norwalk's urban forest. The updated Plan builds upon these successful efforts by encouraging continued public awareness, stewardship, and community involvement in maintaining a healthy and resilient, and sustainable urban forest.
Benefits of the Updated Plan:
•Establishes a long-term vision for the City's urban forest. •Improves consistency in tree planting and maintenance. •Expands tree canopy and climate resilience.
•Improves species diversity.
•Supports future grant opportunities.
•Provides a framework for long-term budgeting and planning.
Discussion:
During the July 21, 2026, Study Session, City Council expressed general support for the Plan and directed staff to incorporate additional implementation strategies prior to adoption.
Specifically, City Council emphasized expanding youth engagement by identifying meanable opportunities to partner with local schools and involve students in tree planting activities and urban forestry education. City Council also expressed support for prioritizing funding for future tree planting initiatives and requested that the implementation strategy include an estimated annual investment of $350,000 to begin advancing the Plan's recommendation of planting City Council September 1, 2026

approximately 404 trees each year. Therefore, a budget amendment in the amount of $350,000 has been prepared to initiate implementation of the Plan's annual tree planting program.
Fiscal Impact:
The attached resolution amends the Fiscal Year 2026/27 Street Renovation Fund in the amount of $350,000.
Citizens Advised:
The City conducted a community survey from July 2 through July 31 to better understand the community’s perceptions of the City’s urban forest and priorities for the Urban Forest Management Plan. The survey was promoted through the City’s website, social media platforms, and other public outreach channels to encourage broad community participation. Feedback received through the survey provided valuable community input and generally reinforced the goals, priorities, and strategies identified in the Plan, including continued tree planting, maintenance, preservation, and long-term care of the City’s urban forest.
The survey received 593 responses, with 81% of respondents identifying as Norwalk residents.
Overall, the results reflected strong community support for the City’s urban forest and continued investment in tree planting and maintenance. Approximately 84% of respondents expressed appreciation for the trees in their neighborhoods, while 61% identified shade along sidewalks as a primary benefit of the urban forest. SUBJECT: ACCEPTANCE OF THE 2025 SEWER MASTER PLAN
Background:
The City’s sewer system serves the area consisting of all lands within its corporate boundaries (9.35 square miles) and provides sewer collection service to a population of approximately 98,100. The existing sewer collection system is comprised of approximately 163 miles (860,640 linear feet) of mostly gravity sewers of varying diameter; 2,480 sewer manholes; 26 sewer siphons; and three sewage lift stations.
The previous 2014 Sanitary Sewer Master Plan (SMP) was completed and accepted by City Council in 2015. SMP’s are intended to be used to provide guidance and recommendations for improvements to system operations and maintenance; timely system improvements to ensure uninterrupted and compliant services; identify and recommend future system capital improvements; and account for future private development and associated system demands.
Due to the length of time since the 2014 SMP was completed, and the condition of the existing data, staff determined it was best to prepare a new 2025 SMP instead of performing an update.
Public Services Utilities staff sought qualified and experienced engineering consulting firms to prepare the 2025 SMP.
In April 2024, the City awarded a professional services agreement to Psomas to prepare the 2025 SMP. The scope of work included but was not limited to:
Task 1 - Project Management and Meetings
Task 2 - Review Existing Plans, Policies and Procedures

Task 3 - GAP Analysis, Plan and Standards and Procedures Update or Development Task 4 - Flow Monitoring/Develop and Calibrate Sewer System Hydraulic Model Task 5 - Review Overflow Emergency Response Plan
Task 6 - Draft and Final Updated SMP
These SMP tasks were to achieve the following goals:
•Collect and review of all data significant to and thorough completion of the SMP and sewer hydraulic model. Coordination with relevant agencies such as Los Angeles County Department of Public Works and Los Angeles County Sanitation District to acquire all data
•Submit a Technical Memorandum to identify and provide rationale for flow monitoring locations throughout the City
•Develop key system data to be used in the development of Sewer Impact Fees •Provide a preliminary and final 2025 SMP that identifies deficiencies in the system and includes a prioritized 10-year plan (2025 – 2030/35) of all recommended alternatives for improvement of sewer facilities, cost estimates, and estimated project durations •Develop a new sewer hydraulic model to identify peak flow factors and flow patterns, assess capacity constraints, and potential limitations for future development •Conduct site investigations, as needed, to confirm information from existing reports and records
Once completed, staff reviewed and determined that the Plan provides a comprehensive evaluation of the City’s sewer collection system, identifies capital improvements necessary to maintain reliable service and mitigate or prevent sewer system overflows, and establishes a framework for future planning.
Additionally, the system mapping data generated by this Plan will be uploaded and utilized for the citywide Geographic Information System (GIS) system, allowing for timely and accurate access to information which will facilitate and coordinate both future capital improvement projects as well as private developments.
