SUBJECT: PROJECT NO. 7944 – AWARD OF CONTRACT – CONSTRUCTION,
CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR LOCAL STREETS REHABILITATION PROGRAM ZONES 5, 6, AND 30 / RESOLUTION NO. 26-55 – BUDGET AMENDMENT, ENGINEER'S REPORT NO. 26-32 Background:
On June 29, 2026, staff solicited bids for the Local Streets Rehabilitation Program Zones 5, 6, and 30 – Project No. 7944 (“Project”). The scope of work includes but not limited to improvements to asphalt concrete pavement, cross gutters, spandrels, curb and gutter, Americans with Disabilities Act curb ramps, signing, and striping. An additive bid schedule was included in the solicitation to allow for additional scope of work if the prices from the lowest responsible bidder were within the available budget.
On July 15, 2026, the City received six bids, which were publicly opened. One bid was found to be non-responsive. Below are the responsive bid results:
Rank Contractor Bid Amount
1 Onyx Paving Company, Inc. $ 4,959,000
2 Hardy & Harper, Inc. $ 5,284,470
3 Calmex Engineering, Inc. $ 5,302,969

Staff conducted a comprehensive bid evaluation, including verification of the contractor’s California State License Board (”CLSB“) license, Department of Industrial Relations (“DIR“) registration, State and Federal debarment status, and reference checks. Based on the findings of the bid evaluation, staff recommend awarding the project to the lowest responsive bidder, Onyx Paving Company, Inc. Based on the pricing provided by Onyx Paving Company, Inc., sufficient funding is available and staff recommend the inclusion of the additive bid schedule in the project.
On June 11, 2026, staff solicited a Request for Proposals (RFP No. 26-865) from qualified engineering firms to provide construction management and inspection (CM&I) services for the project. On July 14, 2026, staff received proposals from the following sixteen firms:
Accenture Ladayu Consulting Group
Berg & Associates, Inc. NexGen Design Builders
Bowman Consulting Group Onward Engineering
Crede Construction Advisory, LLC. Psomas
DCCM RKA Consulting Group
Fountainhead Consulting Corp SPECS Engineering Group
H.W. Lochner TKE Engineering, Inc.
Khatri International Z&K Consultants
Staff examined and reviewed the submitted proposals based on several factors including technical knowledge, the proposed team’s experiences, scope of work, qualifications, and fee schedule. The top three firms were ranked as follows:
Rank Firm
1 SPECS Engineering Group
2 TKE Engineering, Inc.
3 Berg & Associates, Inc.
SPECS Engineering Group was determined to be the most qualified firm based on its technical capabilities, extensive experience on previous projects, and competitive pricing.
On January 20, 2026, City Council awarded a professional services agreement to Kimley-Horn & Associates, Inc. to provide design services for the project. As the project enters the construction phase, staff now recommend entering Amendment No. 1 with Kimley-Horn & Associates to provide additional design support services. The services will include attending construction meetings, responding to contractor requests for information and submittals, and preparation of as-built documentation upon project completion.
From issuance of the Notice to Proceed, the Project is scheduled to start in September 2026 and is anticipated to be completed by March 2027.
