SUBJECT: PROJECT NO. 7859 - RESOLUTION NO. 26-56 - AMENDING THE FISCAL YEAR 2026/27ADOPTED BUDGET TO APPROPRIATE PROJECT FUNDS AND
AGREEMENT AMENDMENT FOR ON-CALL COMMUNITY DEVELOPMENT
AND ADDITIONAL SERVICES FOR THE NORWALK TRANSIT VILLAGE Background:
In December 2024, an Agreement of Purchase and Sale and Initial Escrow Instruction was entered into by the City and State of California (“State”) through its Department of General Services for the former California Youth Authority. The site is comprised of approximately 32 acres together with improvements of approximately 35-40 structures and ancillary improvements located at 13200 Bloomfield Avenue (“Property”). Escrow closed on July 28, 2025, for the surplus Property pursuant to the provisions of California Assembly Bill No. 518, Chapter 43, Statutes of 2020. The project will create a Transit Oriented Development within the City’s Economic Development Node No. 6.
On November 7, 2023, City Council approved agreements with 27 firms to provide on-call Community Development Consultant and Additional Services (Services). As part of the approvals, Michael Baker International, Inc. (MBI) was awarded a contract to continue providing on-call Community Development Consultant and Additional Service to the City. MBI worked on the environmental analysis to ensure that the entire California Environmental Quality Act (CEQA) process was conducted in a comprehensive manner and concurrently with the entitlements for the Norwalk Transit Village (Project). MBI has submitted a proposal for CEQA consulting services associated with subsequent approvals for the Project. The scope of work is to prepare an Addendum for the 2024 Certified Environmental Impact Report (EIR) for the purpose of CEQA compliance. MBI will prepare the technical studies: transportation (including updated trip generation calculations and Vehicle Miles Traveled screening assessment), air quality,

greenhouse gas emissions, energy, and noise studies, as well as an update to the Water Demand Calculations and an optional task for an update to the Water Supply Assessment. The MBI work for the Addendum is not-to-exceed $85,000 and is within the current $200,000 contract compensation amount.
CSG Consultants, Inc. (CSG) was also awarded a contract in November 2023 to provide on-call Community Development Consultant and Additional Services with compensation not-to-exceed $150,000 annually. CSG’s Amendment No. 1 was approved in May 2026 to increase the compensation to not-to-exceed $606,400 and extend the term related to the Project Management Services for the Norwalk Transit Village and Building Inspection Services for The Walk. CSG is assigned to assist with Project Management Services for the Project. CSG’s staff helped with site design, community outreach activities, entitlement processing and public hearings for the Project. The current services include continued efforts to remediate the site and complete the land transfer process. Amendment No. 2 is for continued Project Management Servies and the work related to the Specific Plan Amendment consisting of the following tasks not to exceed $110,000:
• Task 1 – Continued Project Management
• Task 2 – Norwalk Transit Village Specific Plan Amendment • Task 3 – Specific Plan Review, Public Hearings and Adoption Furthermore, the contracts with MBI and CSG have provided staff augmentation services for the Building and Planning Divisions. The continued need for on-call professional services are necessary in order to maintain service levels during staff changes, provide expedited entitlement processing for priority projects, and maintain service levels during temporary increase in activity.
Additional funds are also needed to continue work with the Department of Toxic Substances Control for the remediation activities and the land transfer process. The next phase of the Project is the demolition and remediation work.
Fiscal Impact:
Additional funding for the Project will come from the former Redevelopment Non-Housing bond proceeds in the amount of $195,000.
Funding for the Project expenses related to remediation activities shall be reimbursed to the City from State funds currently held in Escrow for such purposes.
