SUBJECT: AGREEMENT AMENDMENT NO. 2 FOR INSTALLATION OF SECURITY
BADGE READERS AT CITYWIDE FACILITIES
Background:
In May 2026, City Council approved an agreement with ASSI Security (“ASSI”) for services related to the installation of security badge readers at Citywide facilities to increase access control and safety for residents, visitors, and staff. Since its implementation, staff and ASSI have coordinated and successfully completed the first phase of this project. A total of 24 doors at City Hall now require security card access to enter restricted areas within the building. These restricted areas of access are specific to each person assigned an employee badge. Also included at City Hall was the installation of a video intercom system and a master station at the front reception with door release, which was executed via the First Amendment.
The next phase of this project will be the installation of badge readers at the Transportation Center and Public Services Department. After a walkthrough of the facility, staff determined that there are 14 doors that require installation of security badge readers. Also included in the scope of work for this Second Amendment is the installation of card readers on City owned property, specifically a freight elevator and the purchase of HID Mobile Credentials, which will allow vendors authorized access to City facilities through Bluetooth. This will allow staff to grant and disable any access to facilities without needing to issue physical key cards.
Access control of all City facilities continues to remain a priority for City staff. Security badge readers secure entry and exit points, by allowing all authorized and unauthorized access to be monitored through logs. ASSI continues to demonstrate technical expertise in the installation of security badge readers while also understanding the City’s operational needs and requirements.
