FLAG SALUTE Commissioner Macias
ROLL CALL OF MEMBERS Commissioner Lopez, Commissioner Macias, Commissioner Vernola-Salas, Vice Chair Barragan and Chair Apodaca.

1. MEETING MINUTES – Staff recommends that the Planning Commission approve the minutes of the Special Planning Commission Meeting of August 26, 2026.

Planning Commission Action: Approved.

CONTINUED PUBLIC HEARING

2. VESTING TENTATIVE TRACT MAP (VTTM) NO. 85224
PRECISE DEVELOPMENT PLAN (PDP) NO. 2026-04
DIRECTOR APPROVAL REQUEST (DAR) NO. 2026-07
Risewell Homes (“Applicant”); a request to subdivide an existing 8.06-acre parcel into 129 residential condominiums (“Proposed Subdivision”); and construct nine live-work and 120 residential condominium units on an 8.06-acre lot (“Proposed Residential Development”) along with associated site improvements; and allow an eight-foot-high perimeter fence along the northwest corner of the project site located at 11600 Alondra Boulevard (also known as Assessor’s Parcel Number (APN) 7014-001-002).

Environmental: Pursuant to the California Environmental Quality Act (CEQA), an Initial Study/Mitigated Negative Declaration (IS/MND) was adopted by the City of Norwalk City Council on March 7, 2023, for the previously approved Alondra Maidstone Mixed Use project and related improvements pursuant to City Council Resolution No. 23-14. Pursuant to CEQA Guidelines Section 15162, no further environmental documentation is necessary since the Proposed Project will not result in substantial changes in circumstance that would necessitate a new environmental review.

The project includes the following applications:
(1) VTTM No. 85224 – requesting approval to subdivide an existing 8.06-acre parcel into 129 residential condominiums (“Proposed Subdivision”); and
(2) PDP No. 2026-04 – requesting approval to construct nine live-work and 120 residential condominium units on an 8.06-acre lot (“Proposed Residential Development”) along with associated site improvements; and
(3) DAR No. 2026-07 – requesting approval to allow an eight-foot-high perimeter fence along the northwest corner of the project site.

Staff Recommendation:

That the Planning Commission make the required findings and:
(1) Find that the California Environmental Quality Act (CEQA) analysis for the Proposed Residential Project is adequately addressed in the previously adopted Alondra Maidstone Mixed-Use Project Initial Study/Mitigated Negative Declaration (IS/MND) [State Clearinghouse (SCH) No. 2022110182], pursuant to CEQA Guidelines Sections 15162 and 15164. Based on this determination, the Proposed Residential Development would not result in any substantially more severe environmental effects than those analyzed in the adopted MND. Therefore, the Project would not create substantially increased impacts beyond what was evaluated in the approved IS/MND; and
(2) Adopt Resolution No. 26-14, to approve Vesting Tentative Tract Map (“VTTM”) 85224, Precise Development Plan (“PDP”) No. 2026-04, and Director Approval Request (“DAR”) No. 2026-07 for the Proposed Subdivision and Proposed Residential Development subject to Conditions of Approval contained in Exhibit “A” and Mitigation Measures in Exhibit “B”.

Planning Commission Action: Continued to the meeting of October 28, 2026, at applicant’s request, by a vote of 5-0.

City Council Agenda Report
October 6, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Theresa Devoy, City Clerk
SUBJECT: ORDINANCE NO. 26-1769 - SALARY ADJUSTMENT FOR COUNCILMEMBERS

UPON COMMENCEMENT OF NEW TERMS OF OFFICE
Background:

Effective January 1, 2024, California Government Code §36516 was amended to allow for the first significant change in city council salary structures since 1984, now linking maximum pay to city population. Under this new law, cities may increase city council salaries either by population or by up to 5% annually. Norwalk falls into the 75,000-150,000 population category which allows for a salary increase up to and including $1,900 per month.

In accordance with Government Code §36516.5, increases are prohibited from applying to a council member during the council member’s term of office. It does, however, allow for all council members to receive the increase when one or more members are sworn in to begin their new term of office. Therefore, any increase would not become effective until after the certification of the 2026 municipal election. Future adjustments may be made for inflation of up to the maximum amount allowable based on population following the same percentage, but they cannot be enacted without bringing an item back to City Council for consideration.

The City Council last received an increase to salary in 2007 following certification of the General Municipal Election. At that time, the salary was adjusted to $951.91 per month. The proposed new monthly salary is $1,900. If approved, it will become effective once the 2026 election is certified.

Fiscal Impact:

The City Council salary will be included in the Fiscal Year 2026/27 budget. The increase for roughly six months of this fiscal year will total approximately $28,440.90.

AN ORDINANCE OF THE CITY OF NORWALK ADJUSTING SALARIES

FOR MEMBERS OF THE CITY COUNCIL
WHEREAS, California Government Code §36516 was amended effective January 1, 2024 establishing increased salary limits for city council members based on population; and

• An amount equal to 5 percent for each calendar year from the operative date of the last adjustment of the salary in effect when the ordinance or amendment is enacted.
• An amount equal to inflation since January 1, 2024, based upon the California Consumer Price Index, which shall not exceed 10 percent for each calendar year; WHEREAS, the proposed amount of the adjustment does not exceed the $1,900 allowed under Government Code §36516; and
WHEREAS, no ordinance shall be enacted or amended to provide automatic future increases in salary;

SUBJECT: PROJECT NO. 7873 – CITY HALL RECEPTION IMPROVEMENT PROJECT –

AWARD OF CONTRACT AND AUTHORIZATION TO PURCHASE NEW
FURNISHINGS, FIXTURES AND EQUIPMENT, RESOLUTION NO. 26-60 – BUDGET AMENDMENT, ENGINEER'S REPORT NO. 26-38
Background:

The City Hall Reception Improvement Project (“Project”) will replace the existing City Hall Entrance and Information Center with a modern reception area that incorporates a Public Safety Office. The Project is part of the City’s ongoing efforts to improve safety, security, functionality, and the overall appearance of City Hall entrance and reception area.

The project is planned in preparation for The Walk project, located just outside City Hall, which will feature housing and retail and is expected to increase activity and visitor traffic.

Improvements will create a more welcoming and comfortable space for visitors, enhance American with Disabilities Act accessibility, and strengthen visitor management through improved access controls.

The proposed improvements focus on renovating the existing City Hall entrance to provide a more secure and functional space for employees and members of the public. The Project generally includes modifications to the reception area and entrance, security-related improvements, associated building improvements, and new furnishings.

On August 29, 2024, City Council awarded a professional services agreement to VCA Code to provide design services for the Project. As the design progressed, staff evaluated available cooperative purchasing contracts to facilitate implementation of the project and identified City Council October 6, 2026

cooperative purchasing contracts for the construction improvements and furniture procurement.

In accordance with Norwalk Municipal Code Section 3.16.070(C), the City may utilize joint or cooperative purchasing programs for the purchase of eligible supplies, materials, equipment, and nonprofessional services. In addition, Public Contract Code Section 10298 authorizes Cities to contract with California Multiple Award Schedule (“CMAS”) suppliers without further competitive bidding, provided that the products and services procured are within the scope of a supplier's CMAS contract. CMAS is a government agency service cooperative that provides cooperative purchasing opportunities that allow public agencies to utilize established, competitively procured contracts for eligible goods and services. Utilizing these cooperative purchasing contracts streamlines the procurement process and provides access to established contract pricing.

Staff determined that utilizing the applicable contract provides an efficient procurement method for the Project and will allow the construction improvements to proceed in coordination with the Project schedule.

For the construction component, staff obtained a proposal from KYA Services, LLC, (“KYA”) utilizing California Multiple Award Schedule (“CMAS”) Contract No. 4-20-78-0089C. The proposed work includes construction and installation of the improvements associated with the City Hall reception area. Staff conducted a review of KYA’s qualifications, including verification of the contractor’s California State License Board (“CSLB”) license, Department of Industrial Relations (“DIR”) registration, State and Federal debarment status, and applicable CMAS contract requirements. Based on the findings of the review, staff recommend awarding a contract to KYA utilizing the CMAS contract for the construction and installation of the City Hall reception improvements.

For the furniture and security components of the Project, the City will utilize KYA Services, LLC and its subsidiary, TLS Choice, LLC, through CivicBuys under Arvin Union School District Contract No. 000-6964. The cooperative purchasing contract will be utilized for the procurement and installation of furniture, furnishings, security screening equipment, and related improvements necessary to complete the City Hall reception area. Utilizing the cooperative purchasing contract provides access to established contract pricing and allows the City to coordinate these improvements within the overall Project schedule.

As the project enters the construction phase, staff now recommend entering into Amendment No. 4 with VCA Code to provide additional design support services. The services will include attending construction meetings, responding to contractor requests for information and submittals, and preparation of as-built plans upon project completion.

City Council hereby finds that the proposed Project is categorically exempted pursuant to the California Environmental Quality Act (“CEQA”) Guidelines Section 15300.2. The Project is categorically exempted from CEQA as Class 1 Existing Facilities.
