SUBJECT: RESOLUTION NO. 26-64 - BUDGET AMENDMENT FOR ACCEPTANCE OF
GRANT FUNDS FOR SECURITY SERVICES AT THE WEINGART ROSE - PROJECT HOMEKEY LOCATED AT 10646 ROSECRANS AVENUE
Background:
Since the opening of Weingart Rose in October 2025, the City and Sheriff Department combined have documented over 418 calls for service at this location. Located at 10646 Rosecrans Avenue, the Weingart Rose is a permanent supportive housing development that was placed by Los Angeles County (“County”). The County purchased the Motel 6 that previously occupied the site through the State-funded Project Homekey initiative, to support individuals transitioning out of homelessness. Weingart Rose offers case management, health and wellness support, life skills training, and long-term stability resources for all 54 occupants at the facility. The Weingart Center provides private security for its various properties, but its security model does not allow patrols beyond its facilities, leaving the shopping center it is in unprotected and vulnerable to unwanted concerns.
The Public Safety Department has received over 250 calls, most of which are quality-of-life concerns involving loitering by unsheltered individuals, suspected narcotics use and sales, theft, panhandling, trespassing, and inoperable or stolen vehicles requiring law enforcement response. The additional 168 calls for service were received by the Los Angeles County Sheriff’s Department ranging for narcotics to loitering at the property. Recently, the 7-Eleven convenience store, formerly located on the same property, closed, citing a drop in revenue and sales because of these issues.
The City meets weekly with the County and Weingart Rose to address these issues and has identified a lack of security and support services for unsheltered individuals loitering on the property. Because Weingart Rose is a County-initiated housing project operated by a nonprofit City Council October 20, 2026

agency, the roles and responsibilities for security and addressing quality of life concerns in the surrounding area should be clearly defined.
The City has applied for a grant through the Los Angeles County Board of Supervisors in the amount of $200,000. The County has committed that these grant funds will be used to provide additional security services to safeguard the businesses affected by the unwanted activity attracted to the business park.
The City intends to use private security to address quality of life issues outside the Weingart Rose property, to provide public safety services for reported concerns at the property and in the surrounding area. To support this action, the City will deploy Absolute International Security (“Absolute”) to provide the on-site security services. The City completed a Request for Proposals process and awarded a contract to Absolute in December 2025 to provide security services at City facilities. Utilizing Absolute will enable the City to address residents’ and businesses’ concerns through the contract to supplement public safety operations. The City is not assuming responsibility for operating or managing the County’s housing program.
The City would manage the security contract and address illegal activity and quality of life concerns in the parking lot and surrounding areas. Before implementation, staff will coordinate with the County and Weingart Rose Project Operator to establish clear responsibilities, service boundaries, reporting procedures, and performance measures.
Fiscal Impact:
Available grant funds through Los Angeles County amount to a total of $200,000. There will be no fiscal impact to the City’s General Fund.
