SUBJECT: CONTRACT AMENDMENT NO. 4 – TERM EXTENSION FOR PARATRANSIT
DEMAND RESPONSE USER SIDE SUBSIDY TRANSPORTATION PROGRAM Background:
On May 26, 2026, City Council approved Contract No.3 Administrative Services Co-Op DBA Fiesta Taxi Cooperative, Inc. (Fiesta), to extend their contract term through December 31, 2026 for Paratransit User Side Subsidy Transportation Program for Norwalk Transit System (NTS). NTS subsequently released a Request for Proposal (RFP) 27-879 on September 17, 2026 to solicit these services once the current contract ends.
Due to the complexity of the RFP Scope of Services, there is a need to provide potential bidders a longer procurement and on-boarding process for a seamless transition period if the incumbent contractor is not selected. NTS does not anticipate awarding a new contract prior to the current expiration date of December 31, 2026.
Therefore, NTS is requesting an additional term extension with Fiesta for the period of January 1, 2027, through June 30, 2027, to ensure continuity of Paratransit User Side Subsidy Transportation Program during the procurement and transition process. Fiesta has agreed to maintain its current pricing through June 30, 2027.
Fiscal Impact:
The cost for the additional six months of the contract totals $27,500, which is included in the Fiscal Year 2026/27 Transportation Department adopted budget. There is no impact to the general fund.

Recommended Action:
Staff recommend City Council approve Amendment No. 4 with Administrative Services Co-Op DBA Fiesta Taxi Cooperative, Inc. for Paratransit User Side Subsidy Transportation Program from January 1, 2027 through June 30, 2027 for a total agreement cost of $27,500; and authorize the City Manager to execute the agreement and future amendments, provided there is funding in the budget and it is within the City Manager’s signing authority, on behalf of the City, in a form approved by the City Attorney
