City Council Agenda Report
October 20, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: James C. Parker, Executive Director of Regional Transportation Theresa Clark, Transit Administration Officer
Janet Welde, Special Projects Coordinator
SUBJECT: CONTRACT AMENDMENT NO. 6 – TERM EXTENSION ADVANCED

RESERVATION DIAL-A-RIDE / SUBSCRIPTION SERVICES
Background:

On February 17, 2026, City Council approved Contract No. 5 with Transdev North America, Inc. (DBA First Transit, Inc.), to extend their contract term through December 31, 2026 for Advanced Reservation Dial-A-Ride (DAR) and Subscription Services for Norwalk Transit System (NTS). NTS subsequently released a Request for Proposal (RFP) 27-879 on September 17, 2026, to solicit these services once the current contract period ends.

Due to the complexity of the RFP Scope of Services, there is a need to provide potential bidders a longer procurement and on-boarding process for a seamless transition period if the incumbent contractor is not selected. NTS does not anticipate awarding a new contract prior to the current expiration date of December 31, 2026.

Therefore, NTS is requesting an additional term extension with First Transit, Inc. for the period of January 1, 2027, through June 30, 2027, to ensure continuity of Advanced Reservation DialA-Ride and Subscription Services during the procurement and transition process. First Transit, Inc. has agreed to maintain its current pricing through June 30, 2027.

Fiscal Impact:

The cost for the additional six months of the contract totals $603,421, which is included in the Fiscal Year 2026/27 Transportation Department adopted budget. There is no impact to the general fund.
