SUBJECT: CONTRACT AMENDMENT NO. 1 – TERM EXTENSION MICROTRANSIT/ON
DEMAND PILOT TRANSIT SERVICES
Background:
On October 7, 2025, City Council approved an Agreement with Nomad, LLC, a wholly owned subsidiary of VIA Transportation, Inc. to provide Microtransit/On-Demand Pilot Transit Services for Norwalk Transit System (NTS) from January 12, 2026, through January 12, 2027. NTS subsequently released a Request for Proposal (RFP) 27-879 on September 17, 2026, to solicit these services once the current contract ends.
Due to the complexity of the RFP Scope of Services, there is a need to provide potential bidders a longer procurement and on-boarding process for a seamless transition period if the incumbent contractor is not selected. NTS does not anticipate awarding a new contract prior to the current expiration date of January 12, 2027.
Therefore, NTS is requesting an additional term extension with Nomad, LLC. for the period of January 13, 2027, through June 30, 2027, to ensure continuity of Microtransit/On-Demand Pilot Transit Services during the procurement and transition process. Nomad, LLC agrees to a sixmonth term extension with a 3% price increase.
The table below illustrates the breakdown of cost for the Microtransit Services:
