SUBJECT: RESOLUTION NO. 26-61 - BUDGET AMENDMENT AND AMENDMENT NO. 4 FOR PROJECT NO. 7865 PROJECT MANAGEMENT, CONSTRUCTION
MANAGEMENT, AND INSPECTION SERVICES FOR TRANSPORTATION /
PUBLIC SERVICES FACILITY PHASE III IMPROVEMENTS
Background:
On February 20, 2024, City Council approved an Agreement with PSOMAS for Project Management, Construction Management, and Inspection Services for the Tenant Improvements at the Transportation/Public Services Facility, Project No. 7865. PSOMAS was retained to provide these services effective February 21, 2024 through February 28, 2025. Due to the fact that these Tenant Improvements constituted a Public Works Project the acquisition for construction services contractor and finalizing Architectural and Engineering (A&E) services necessitated extending the Commencement date for those services to February 25, 2025.
Also, the project has experienced several unforeseen conditions during construction, including discovery of roof drains that were not connected to the storm drain system, existing mold, a vent pipe that was not identified in the as-built drawings, and additional water intrusion impacting the new locker room addition.
As a result, PSOMAS has been required to provide additional construction management and inspection services to maintain effective oversight, address issues as they arise, and support the completion of the remaining construction activities. The extended construction schedule has increased the level and duration of services required beyond the original Agreement term and project budget.
