A. CALL TO ORDER
The City Council closed session began at 4:04 p.m.
COUNCIL PRESENT: Mayor Mark Milberg, Mayor Pro Tempore Tim O’Connor Councilmember Pat Eklund, Councilmember Rachel Farac, and Councilmember Susan Wernick
STAFF PRESENT: City Manager Amy Cunningham, Community Development Director Clare Hartman, Finance Director Carla Carvalho-Degraff and City Attorney Gary Bell

Prior to the start of the closed session, City Attorney Bell announced that a point had been reached where, in the opinion of the legislative body of the local agency on the advice of its legal counsel, based on existing facts and circumstances, there was a significant exposure to litigation against the local agency.
Facts and circumstances that might result in litigation against the local agency but which the local agency believes are not yet known to a potential plaintiff or plaintiffs, which facts and circumstances need not be disclosed.

The City Council unanimously authorized initiating litigation. Once commenced, the actions, defendants and other particulars shall be disclosed upon request.
