A. CONVENE, PLEDGE OF ALLEGIANCE, AND ROLL CALL
The City Council meeting was called to order at 6:06 p.m., with Mayor Milberg leading the Pledge of Allegiance.
COUNCIL PRESENT: Mayor Mark Milberg, Mayor Pro Tempore Tim O’Connor Councilmember Pat Eklund, Councilmember Rachel Farac, Councilmember Susan Wernick and Councilmember-elect Kevin Jacobs
STAFF PRESENT: City Manager Amy Cunningham, City Attorney Gary Bell and City Clerk Laura McDowall

D. APPROVAL OF THE FINAL AGENDA
COUNCIL ACTION: Upon motion by Councilmember Farac and seconded by Councilmember Eklund, the City Council voted 5-0 via roll call to approve the Final Agenda.

G. CONSENT CALENDAR
COUNCIL ACTION: Upon motion by Councilmember Eklund and seconded by Mayor Pro Tem O’Connor, the City Council voted 5-0 via roll call to approve the Consent Calendar.

NOES: NONE

G.1. Adopt a resolution accepting the results of the canvass of election returns of the General Election held on November 5, 2024, and declaring the results thereof
The City Council adopted Resolution No. 2024-114.
G.2. Adopt a resolution authorizing the City Manager to execute agreements with the California Department of Tax and Fee Administration (CDTFA) for the implementation of a local transactions and use tax; adopt a resolution authorizing the examination of sales, use and transactions tax records; and, adopt a resolution to amend the existing agreement with Hinderliter de Llamas and Associates (HdL) to include services related to Measure M The City Council adopted Resolution No.2024-115, 2024-116 and 2024-117.

J. GENERAL BUSINESS
J.1. Administer the Oath of Office to newly elected City Councilmember Kevin Jacobs and re-elected City Councilmembers Tim O’Connor and Mark Milberg and reorganize the City Council to select a new Mayor and Mayor Pro Tempore
The City Council said words of thanks to outgoing Councilmember Susan Wernick, who left the dais, and the City Clerk then administered the Oath of Office to newly elected Councilmember Kevin Jacobs and re-elected Councilmembers Mark Milberg and Tim O’Connor. The City Council then selected Tim O’Connor to serve as Mayor and Rachel Farac to serve as Mayor Pro Tem.
PUBLIC COMMENT: None
COUNCIL ACTION: Upon motion by Mayor Milberg and seconded by Councilmember Eklund, the City Council voted 5-0 via roll call to select Tim O’Connor to serve as Mayor.

NOES: NONE
Motion carried.
COUNCIL ACTION: Upon motion by Mayor O’Connor and seconded by Councilmember Eklund, the City Council voted 5-0 via roll call to select Rachel Farac to serve as Mayor Pro Tem.
