This meeting will be open to the public. If you would like to provide public comment on an agenda item at the regular meeting, you may fill out a Speaker’s Card and submit it to the Deputy City Clerk at least five (5) minutes before the meeting is to begin. If commenting on a specific agenda item, please include the agenda item number in the subject line (example: Agenda Item 11.1). You will be notified when it is your time to speak. You may also submit your written comment (limited to 250 words or less) via email to [email protected] until 4:00 p.m. the day of the meeting at which you wish to provide comment. A copy of each timely submitted email will be provided to the City Council prior to the start of the meeting and will be made a part of the public record of the meeting but will not be read aloud during the meeting unless specifically requested to do so at the beginning of your email. Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any item not appearing on the posted agenda except that Council may refer the matter to staff for follow-up or request it be placed on a future agenda.

8. Appointment to Boards, Commissions, Committees
8.1 By Minute Order, approve the appointment of Saundra Sward-West to the Planning Commission.
8.2 By Minute Order, approve the appointment of Barbara Jones and Bill Sehl to the Tourism Business Improvement Advisory Board.
9. City Council Consent Agenda
The consent agenda is comprised of Items 9.1 through 9.6. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1: Approve the Regular City Council Meeting Minutes of May 16, 2022.
9.2: Receive and file the Warrant List for the period May 7, 2022 through May 31, 2022.
9.3: Waive all readings of Ordinances and Resolutions, except by Title.
9.4: Consideration of a Resolution calling for a Municipal Election to be held on Tuesday, November 8, 2022 for Certain Officers and requesting the Board of Supervisors consolidate the Municipal Election with the Statewide General Election.
9.5: Consideration of a Resolution authorizing the City Manager to execute a One-Year HOME Investment Partnerships Program Consortium Agreement for 2022-2023 and Three-Year HOME Investment Partnerships Program Consortium Agreement for 2023- 2026 with Stanislaus County for Participation in the Stanislaus HOME Investment Partnerships Program.
9.6: Consideration of a Resolution authorizing the City Manager to execute a Three-Year CDBG Urban County Cooperation Agreement for 2023-2026 with Stanislaus County for Participation in the Urban County Community Development Block Grant (CDBG) Program.

11.1: Consideration of a Resolution approving the Oakdale ARPA Non-Profit Grant Program Award Amounts as recommended by the Selection Committee.
Recommendation Action: Adopt Resolution 2022-__, a Resolution of the City Council approving the ARPA Non-Profit Grant Program Award Amounts as recommended by the Selection Committee.
11.2: Consideration of a Resolution authorizing the City Manager to execute an agreement with United Pavement Maintenance, Inc. for the J Street Utilities (Sierra to Fifth Avenue) Improvements in the amount of $248,000,00 as well as a 10% Contingency in the amount of $25,000.00 and 10% Construction Engineering in the amount of $25,000.00 for a Total Project Cost of $298,000.00 to be funded from the Water Capital Replacement Fund 644 and Sewer Capital Replacement Fund 621.

Next City Council Resolution: 2022-057 Next Ordinance: 1281 Recommendation Action: Adopt Resolution 2022-__, a Resolution of the City Council of the City of Oakdale authorizing the City Manager to execute an agreement with United Pavement Maintenance, Inc. for the J Street Utilities (Sierra to Fifth Avenue) Improvements in the amount of $248, 000.00 as well as a 10% Contingency in the amount of $25,000.00 and 10% Construction Engineering in the amount of $25,000.00 for a Total Project Cost of $298,000.00 to be funded from the Water Capital Replacement Fund 644 and Sewer Capital Replacement Fund 621.
11.3: Consideration of a Resolution adopting a list of projects for Fiscal Year 2022-23 to be Funded by SB 1 as required by Road Repair and Accountability Act of 2017.
Recommendation Action: Adopt Resolution 2022-__, a Resolution of the City Council of the City of Oakdale adopting a list of projects for Fiscal Year 2022-2023 to be Funded by SB 1.
11.4: Consideration of a Resolution authorizing the City Manager to execute an Agreement with Harold W. Thompson, Inc. for the replacement of flooring at the Gene Bianchi Community Center in the amount of $64,370.00 to be funded from the American Rescue Plan Act Fund 239.
Recommendation Action: Adopt Resolution 2022-__, a Resolution of the City Council of the City of Oakdale authorizing the City Manager to execute an Agreement with Harold W. Thompson, Inc. for the replacement of flooring in the Gene Bianchi Community Center in the amount of $64,370.00 to be funded from the American Rescue Plan Act Fund 239.

Recommendation Action: Adopt Resolution 2022-__, a Resolution of the City Council of the City of Oakdale authorizing the City Manager to execute an Agreement with Home Alliance Repair to install wainscotting and chair rail at the Gene Bianchi Community Center in the amount of $16,625.00 to be funded from the American Rescue Plan Act Fund 239.
11.6: Consideration of a Resolution approving the City’s Formal Response to Findings from the 2021-2022 Stanislaus County Civil Grand Jury Measure L Transparency Report (Case #22-06GJ).
Recommendation Action: Adopt Resolution 2022-__, a Resolution of the City Council of the City of Oakdale approving the City’s response to the Stanislaus County Civil Grand Jury regarding Case # 22-06GJ.
