12. City Manager’s Report
City Manager Whitemyer advised that the May 2022 Department Reports were included in the City Council agenda packets for their reference and review.
Chief Ramar provided the Council with some statistics. Current projected crimes are 622 and 2017 was 612 and our five-year average is 605 crimes. Violet crimes are slightly under the 2020 levels and 2020 was a high year due to the pandemic. There is an increase in the theft of catalytic converters from a total of 6 in 2021 to 21 thefts for 2022. In addition, there has been an increase in shoplifting from a total of 1 in 2021 to 10 for 2022. CITY OF OAKDALE
CITY COUNCIL STAFF REPORT
Meeting Date: June 6, 2022
To: Mayor Cherilyn Bairos and Members of the City Council From: Colleen Andersen, Council Services Manager
Subject: Calling for Municipal Election and Requesting Consolidation with November 8, 2022 Statewide General Election
I. BACKGROUND
In accordance with the California Government Code and City of Oakdale Ordinance Number 806, the City's general municipal election is required to be held on the same day as the statewide general election in each even numbered year. When a general municipal election is to be held on the same day as a statewide election, the City may request the Stanislaus County Board of Supervisors consolidate the municipal election with the statewide election.
California Elections Code section §10403 sets forth the procedures for cities to request that the Board of Supervisors approve the consolidation of the municipal election with the statewide election.
II. DISCUSSION
This year's statewide general election will be held Tuesday, November 8, 2022.
Offices to be filled include the Mayor and two City Council Members. A resolution calling and giving notice of the holding of a general municipal election in the City of Oakdale on November 8, 2022 will be required to be adopted by the City Council (Attachment A). Following the adoption of the resolution, a notice announcing the election and the offices to be filed will be published in the Oakdale Leader on July 6, 2022.
In order to consolidate the general municipal election with the statewide general election, the City Council will need to adopt a resolution requesting the Stanislaus County Board of Supervisors consolidate the general municipal election with the statewide general election (Attachment B). By adoption of the proposed resolution, the Stanislaus County Registrar of Voters is authorized to canvass the returns of the election, and the City agrees to reimburse Stanislaus County for actual costs accrued for the election. Consolidation provides the most costeffective method of conducting municipal elections and includes the expertise of the Stanislaus County Registrar of Voters.
III. FISCAL IMPACT
Stanislaus County provided a cost estimate of $1.18 to $2.00 per voter, per position and projected the number of voters to be between 13,542 to 13,600 (Attachment C). Staff proposes budgeting the maximum estimated cost of AGENDA ITEM: 9.4

$54,400 in the Fiscal Year 2022/23 budget to cover the cost of the upcoming election. The actual cost may be less, depending on the final voter count.
IV. RECOMMENDATION
Staff recommends the City Council adopt the attached resolutions calling for the holding of a general municipal election to be held on Tuesday, November 8, 2022, for the election of certain officers as required by the provisions of the laws of the State of California relating to general law cities and requesting the Stanislaus County Board of Supervisors to consolidate the November 8, 2022 City of Oakdale municipal election with the statewide general election to be held on the same date pursuant to §10403 of the elections code.

Subject: Consideration of a Resolution Authorizing the City Manager to Execute One-Year and Three-Year Cooperation Agreements
with Stanislaus County for Participation in the Urban County Community Development Block Grant (CDBG) Entitlement and HOME Investment Partnerships Program
I. BACKGROUND
Stanislaus County (“County”) and the City of Oakdale (“City”) desire to participate in the HOME Investment Partnership Program administered by the U.S. Department of Housing and Urban Development (“HUD”). The program will promote the public health, safety, and welfare by providing grant funds to be used by the City and County to improve housing opportunities for low and moderate-income households
II. DISCUSSION
HUD requires that the parties enter into a Consortium Agreement for participation in the HOME Investment Partnerships Program for the periods of time from October 1, 2022 to September 30, 2023 and from October 1, 2023 to September 30, 2026, to define their rights and obligations as a participant in the Program.
The proposed Consortium Agreement is consistent with the General Plan and with City and County policies encouraging cooperation between agencies on issues of regional significance such as affordable housing.
The proposed Consortium Agreement will promote the public health, safety, and welfare by enabling the City and County to participate in the U.S.
Department of Housing and Urban Development’s HOME Investment Partnership program; thus, making available funds for a variety of housing, economic development, and public services programs not otherwise available.

Subject: Review and Approve a Resolution of the City Council of the City of Oakdale Approving the Oakdale ARPA Non-Profit Grant Program Award Amounts as Recommended by the Selection Committee I. BACKGROUND
In March 2022, the City Council approved the Oakdale American Rescue Plan Act (ARPA) Non-Profit Grant Program. The City Council allocated $100,000 from its share of ARPA funds for the program. The City Council also created a selection committee made up of two members of the City Council appointed by the Mayor, the City Manager, and CEO of the Oakdale Chamber of Commerce.
The City received 18 grant applications from a variety of local organizations. On Thursday, May 12, 2022 Mayor Pro Tem Christopher Smith, Council Member Fred Smith, Chamber of Commerce CEO Trisha Brown and City Manager Bryan Whitemyer reviewed the applications that were submitted. After reviewing the applications, the selection committee recommends that 17 of the 18 applicants receive funding. Two funding requests were submitted for the Guardian House in Oakdale. In order to be fair to the other applicants, the selection committee recommends that only one of the Guardian House applications be funded.
Recommended Grant Awards: The City received total funding request in the amount of $231,500. There are only $100,000 available in this grant program. With that in mind the committee rated the applications and divided the funds so that almost all the organizations that applied would receive some funding.

Construction Engineering in the Amount of $25,000.00 for a Total Project Cost of $298,000.00 to be Funded from the Water Capital Replacement Fund 644 and Sewer Capital Replacement Fund 621 CP2130
I. BACKGROUND
The water main that runs in J Street from Sierra Avenue to Fifth Avenue is in need of replacement prior to the street improvement project coming Fall 2022.
The 6” Steel water line is a liability as it is corroding and will eventually leak. This line needs to be replaced now, prior to reconstruction of the street. In addition to the water replacement, the project includes the addition of a 24” storm drain line that will run from South Fifth Avenue to South Fourth Avenue, and alleviate the constant flooding issues that occur at South Fifth Avenue and J Street.
II. DISCUSSION
The proposed project includes the replacement of approximately 520 feet of 6” water line, and replacing it with an 8” water line that will increase the volume able to be supplied to the surrounding area, 324 feet of 12” storm drain, and 200 feet of 24” storm drain. This work is to take place during summer break in order to not cause an issue with school traffic. The entire street surface will be replaced with a future project coming in the Fall of 2022.
III. FISCAL IMPACT
Staff issued a formal request for bids, and the bids were opened on May 5, 2022. The lowest qualified bidder for this project is United Pavement Maintenance, Inc. at $248,000.00. Staff is requesting an additional $25,000.00 for Construction Engineering/Inspections and $25,000.00 in Contingency, for a Total Project Cost of $298,000.00.

Subject: Consideration of a Resolution Adopting a list of projects for Fiscal Year 2022-23 to be Funded by SB 1 as required by the Road Repair and Accountability Act of 2017.
I. BACKGROUND
Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address significant multi-modal transportation funding shortfalls statewide. SB 1 includes accountability and transparency provisions that will ensure City residents of projects funded by SB 1 each year such as an annual SB 1 project list for City Council consideration.
II. DISCUSSION
As required by SB 1, the City must adopt a list of all projects or a project proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1 by resolution, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement. Staff is recommending again to consider using SB1 funds toward our current City slurry seal plan to prolong the existing condition of those streets included in the plan.
The plan is an assembly of City streets in fair to good condition which has an estimated project cost of $370-380k for slurry seal application.
The proposed projects for fiscal year 22/23 include the following areas:
