AGENDA ITEM 12.7
CITY OF OAKDALE
CITY COUNCIL STAFF REPORT
Date: Monday, July 18, 2022
To: Mayor Bairos and Members of the City Council
From: Jerry Ramar, Police Chief
Subject: Consideration of a Resolution authorizing the Chief of Police to enter into a two-year Memorandum of Understating (MOU) with Stanislaus County Auto Theft Task Force (StanCATT), a multi-jurisdictional law enforcement program.
I. BACKGROUND
During the period from 1988 to 1995, vehicle theft in the County of Stanislaus increased over 120%. In an effort to combat this alarming trend, law enforcement agencies in Stanislaus County agreed to combine resources and work cooperatively to more effectively enforce the vehicle theft laws of the State of California and to investigate other criminal activity relating to the vehicle theft problem.
The mission of STANCATT is to reduce the incidents of vehicle theft and vehicle theft related crimes within Stanislaus County through aggressive, innovative and proactive enforcement and educational measures.
II. DISCUSSION
The community of Oakdale is not currently seeing an upward trend of auto theft.
Auto theft has been on a steady decline since 2019:
• 2019 – 90
• 2020 – 58
• 2021 – 46
Year-to-date Oakdale has been impacted by eleven (11) auto thefts, which is a 52% decrease from 2021. We attribute this decline to the proactive stance that the police department takes and the coordination and cooperation that exists between the Oakdale Police Department and StanCATT.
Oakdale Police Department has been a member of the StanCATT Memorandum of Understanding (MOU) since its beginning. Although we have had OPD personnel assigned to StanCATT in the past, we do not foresee a need to assign personnel in the near future, but if the need arises to assign personnel on a temporary basis or permanent basis, we would only be able to do so if we were in the MOU.
It is common for Oakdale Police Department personnel to use StanCATT for auto theft investigations and other complex investigations. It is also common for StanCATT to contact OPD for our assistance in their investigations. By remaining in the MOU, OPD will be able to maintain the current relationship that we have with StanCATT and maintains the ability to work together in the future.
AGENDA ITEM 14.1
CITY OF OAKDALE

Additionally, OPD recognizes the value to the Oakdale community by remaining in the StanCATT MOU.
III. FISCAL IMPACT
There is no fiscal impact to Oakdale Police Department by entering into the StanCATT Memorandum of Understanding.

Staff recommends the City Council adopt a Resolution allowing the Chief of Police to enter into a two-year Memorandum of Understating (MOU) with Stanislaus County Auto Theft Task Force (StanCATT), a multi-jurisdictional law enforcement program.

MEMORANDUM OF UNDERSTANDTNG
STANISLAUS COUNTY AUTO THEFT TASK FORCE
I.
(STANCATT)
MEMORANDUM OF UNDERSTANDING
January 1r2022 to December 31,2024
OVERVIEW
Vehicle theft has created a huge financial drain on the people within the cities and County of Stanislaus. Each year, millions of dollars are spent to replace or repair the vehicles that have been stolen. Vehicle theft, long considered a low priority crime by many agencies, is now recognized as the nexus to other crimes and is a major part of the criminal problem in Stanislaus County.
During the period from 1988 to 1995, vehicle theft in the County of Stanislaus increased over l20o/o. In an effort to combat this alarming trend, law enforcement agencies in Stanislaus County agreed to combine resources and work cooperatively to more effectively enforce the vehicle theft laws of the State of California and to investigate other criminal activity relating to the vehicle theft problem. The use of this task force concept is intended to ensure a wellcoordinated, countywide vehicle theft enforcement program to supplement ongoing Vehicle Theft Investigative Units already in place. This task force shall be called the Stanislaus County Auto Theft Task Force (STANCATT).
This document will serve as a Memorandum of Understanding (MOU), and is entered into by the participating agencies to provide the legal basis for the continued establishment of STANCATT, and to serve as a formal cooperative agreement rather than a separate public entity as defined in Government Code Sections 6500 through 6565.
MISSION
The mission of STANCATT is to reduce the incidents of vehicle theft and vehicle theft related crimes within Stanislaus County through aggressive, innovative and proactive enforcement and educational measures.
OBJECTIVES
Continue a downward trend and further reduce reported vehicle thefts in Stanislaus County by an additional five percent compared to the 2018 to 2020 three year average of 3,016 vehicle thefts.
Gather and analyze statistical data to identiS theft trends in Stanislaus County and deploy resources accordingly with a primary focus on the professional thief.
Upon request, provide assistance to agencies for specific vehicle theft problems within their respective jurisdictions.
il.
III.
IV.
Increase public awareness of the vehicle theft problem, vehicle theft preventive measures and the potential consequences of engaging in vehicle theft activities to the public through various media communications.
o Provide training in the area of vehicle theft recognition and enforcement to allied agencies.
o Vigorously prosecute all crimes related to vehicle theft to act as a deterrent for potential thieves in the future.

Assignment to the task force should normally be for a minimum of three years and may be extended by mutual agreement.
Personnel not meeting an acceptable level of performance or standards, or refusing to comply with task force policy and procedure, may be removed from the task force and transferred back to their employing agency. If the Commander has cause to remove a task force member, he/she shall discuss the issue with the employing agency. Re: July 2022 Administration Department Report
In an effort to highlight the work being done by all City Departments, City staff provides monthly activity reports to the City Council at the 2nd City Council meeting of each month. These reports are included in the agenda packet as an informational item but council members are encouraged to ask questions about any of the items listed in the report. The purpose of these reports is to help keep the City Council and the public apprised of the work being done in all areas of city operations.
Administration Department Activities
• City staff held a meeting with downtown businesses at the House of Beef in order to receive comments and feedback from businesses regarding the Third Avenue Reconstruction project. Mr. Steve Medlen, owner of the House of Beef, graciously hosted the meeting. The meeting was very well attended. Some of the suggestions that were provided included additional directional signage to the business and signs that made it easier to know what parking lots were public lots.
Staff has ordered and installed the public parking flag signs and is waiting to receive the banners that will provide more directional signage for the businesses. • Attended the Downtown Merchants meeting held on Wednesday, June 22, 022 at the House of Beef.
• Held a telephonic meeting with Clayton Tuckfied a sewer and water rate consultant. He did the rate analysis on our sewer and water fund a few years ago. At this time staff believes the revenue being generated from the water and wastewater rates are sufficient to cover the operational and renewal and replacement costs at this time. Staff does not recommend doing a rate analysis this year.
• Held meeting with Cramer Fish Sciences on Thursday, June 23, 2022 to discuss the federal reporting requirements for the Wakefield Wilderness Area Salmon Habitat Rehabilitation Project.
• Held several meetings with Visionary Property Management Group out of Stockton. Visionary will be taking over as the property management company over the Oak Haven Senior apartments. Visionary conducted a complete site assessment for the apartment complex and identified significant repairs and upgrades that are needed. They will take over effective August 1, 2022 and intend to send 10 staff members to the facility to make sure we can get all the AGENDA ITEM 15.1
July 2022 Administration Department Report Page 2
resident files start finalizing the plans to fix the issues that they identified during the site assessment.
• Master Property Tax Sharing Agreement: The City Manager signed the agreement and it was sent over to the Stanislaus County CEO’s office. • Attended the San Joaquin City Manager’s group meeting on Wednesday, June 29, 2022. At that meeting we discussed the status of the sales tax distribution arrangements across the state as they related to larger retailers like Walmart. A recent law change allows jurisdictions with distribution centers to keep the sales tax collected at the facility instead of having to share with the County Pool. We are working with the CalCities to try to have legislation introduced that will share the money with all the cities in the county.
• Met with Councilmember Elect Bob Amaral on Tuesday, July 5, 2022 to provide information on the bimonthly City Council meetings and to answer any questions that he may have.
• Weekly Executive Team meetings are held with department heads each Tuesday.
