Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any item not appearing on the posted agenda except that Council may refer the matter to staff for follow-up or request it be placed on a future agenda.

9.1: Approve the Regular City Council Meeting Minutes of July 18, 2022.
9.2: Receive and file the Warrant List for the period July 9, 2022 through July 25, 2022.
9.3: Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Consider a Resolution authorizing the City Manager to execute a Subdivision Improvement Agreement for the Meadowlands Subdivision and authorizing the City Clerk to file the SIA and Final Subdivision Map with the County Clerk Recorders Office.
9.5 Consider a Resolution authorizing the City Manager to execute a Subdivision Improvement Agreement for the Tesoro No. 2 – Unit 1 Subdivision and authorizing the City Clerk to File the SIA and Final Subdivision Map with the County Clerk Recorders Office.

Recommended Action: Adopt a Resolution Approving the Engineer’s Report and the Ordering the Levy and Collection of Assessments for the Bridle Ridge Landscape and Lighting Maintenance District for Fiscal Year 2022/2023.
10.2: Consider Resolution of the City Council of the City of Oakdale for the Approval of the Engineer’s Report and Ordering the Levy and Collection of Assessments for The Vineyard Landscape and Lighting Maintenance District for Fiscal Year 2022/2023. (Public Hearing Notice published in the Oakdale Leader July 20, 2022).
Recommended Action: Adopt a Resolution Approving the Engineer’s Report and the Ordering the Levy and Collection of Assessments for The Vineyard Landscape and Lighting Maintenance District for Fiscal Year 2022/2023.

Recommended Action: Adopt a Resolution Approving the Engineer’s Report and Ordering the Levy and Collection of Assessments for Landscape and Lighting Maintenance District No. 03-1, Zone 1 (Live Oak, Reinman Court, Sunset Meadows, Sterling Hills, Murdoch Estates) for Fiscal Year 2022/2023.

11.1: Consider Resolution of the City of Oakdale City Council authorizing the City Manager to execute an agreement with American Pavement Systems, Inc. in the amount of $ 326,950.00 for the 2022 Area 4 Slurry Seal Project, a 10% Contingency in the amount of $32,000.00 and Construction Engineering in the amount of $15,000.00 to be funded by SB1 Road Maintenance Fund 216 for a Grand Total Project Budget of $373,950.00.

11.3 Consider Resolution of the City of Oakdale City Council authorizing the City Manager to execute an agreement with Rolfe Construction Company in the amount of $2,353,385.00 for CP1913, Olive Street Utility and Surface Improvements Project, a 10% Contingency in the amount of $235,000.00 and 5% Construction Engineering in the amount of $117,500 to be funded by Measure L Fund 222 in the amount of $1,905,885, Sewer Capital Replacement Fund 621 in the amount of $400,000 and Water Capital Replacement Fund 644 in the amount of $400,000 for a Grand Total Project Budget of $2,705,855.

Recommended Action: Adopt a Resolution approving the City’s response to the Stanislaus County Civil Grand Jury regarding Case #22-05GJ.
11.5 Consider Resolution of the City of Oakdale City Council authorizing the City Manager to execute a renewal Animal Control Services Agreement with the City of Riverbank to provide Animal Control Services in the City of Riverbank and adding a full-time shelter attendant to the Oakdale Police Department.
