CITY OF OAKDALE
CITY COUNCIL STAFF REPORT
Date: August 29, 2022
To: Mayor Bairos and Members of the City Council
From: Bryan Whitemyer, City Manager
Subject: Review and Approve a Resolution of the City Council Approving Funding for the Third Avenue Construction Hardship Grant Program
I. BACKGROUND
In May 2022 the City of Oakdale started construction to rebuild North Third Avenue between E Street and F Street. The project would include replacement of sewer lines, installation of storm lines, installation of new ADA accessible sidewalks, mid-block crosswalk and installation of street pavers instead of asphalt for the street surface.
In preparation for this project the City reached out to all utility companies including AT&T, Comcast and PG&E to make sure they had the opportunity to replace and upgrade their facilities while the roadway was under construction. The City has been in contact with PG&E since at least January 2019 about this project. On June 29, 2022 PG&E representatives by email told City staff that they had no plans to replace the gas line along Third Avenue for several years.
However, last week PG&E reversed course and decided to replace the gas line. City staff agrees with this decision but is disappointed that PG&E waited so long to make that decision. This decision will delay the completion of the project. City staff is still working with PG&E and the street contractor to determine what that delay will be. More information will be shared with the City Council and the businesses as soon as we have a revised schedule prepared.
City staff hopes that PG&E will reimburse the City for any additional costs incurred due to the delays they have caused. Additionally, the City hopes that PG&E will help our local businesses deal with this challenge as well.
Third Avenue Construction Hardship Grant Program:
Since the construction began the City Manager has regularly visited the businesses and spoken with the owners. The purpose of these visits was to get a feel of the impacts this invasive construction project was having. Due to the retail nature of some of the businesses and the challenges to for walk in visitors to get to their location some businesses are experiencing significant reductions in sales.
In an effort to assist these businesses City staff proposes to reallocate $100,000 from the ARPA Funds it received in 2021 and 2022 for the Third Avenue Construction Hardship Grant Program.

Paul,
My name is Nick Stephens, I work for MCR Engineering, and we are contracted as the City Engineers for the City of Oakdale.
Per Sarah’s direction below, I am reaching out to you to initiate the conversation about a City project in Oakdale that is planned for next year. Currently all I know about the site is what I can see on the surface, which is a lot of PG&E boxes. I have also attached PG&E’s delineation maps that I received in August of 2019.
Some quick background about the project, we are doing a complete reconstruct of the entire block, a “facelift” if you will, for beautification and restoration of the downtown area. The City will also be replacing several underground utilities. With the proposed grading, I know that PG&E’s boxes will need to be adjusted to some extent, and I realize this would be a good opportunity to walk the site with a PG&E representative and discuss how to coordinate and bring everything together.
The project is currently slotted for Summer 2022. We have a little bit of time, but I realize getting ahead of the game is always in everyone’s best interest. I’ve also submitted a work plan on PG&E’s Customer Connections, my Application Number is 12205780.
Please let me know how you would like to proceed and what information would be most beneficial to you. I appreciate your time and help in this matter. Talk with you soon‐

Hi Nicklaus,
I hope you are doing well. This type of work would likely be handled by Steve Murphy, whom I have cc’d on this email.
The first step would be for you to reach out to our land agent Paul Sensinbaugh and send him a conflict plan regarding the work you are requesting and send him your attached documents. Paul can be contacted by email at:
[email protected]. You will also want to enter a new application through our customer connections desk.
I hope this helps, please let me know if you have any questions. 2 Sarah Cummings, PMP

Sarah,
I am working on a project with the City of Oakdale where we will be doing a full reconstruction of Third Avenue (between E and F) from store front to store front. PG&E has multiple boxes and utilities in this street segment, and I need to have your utilities reviewed and most likely the boxes replaced with new and adjusted to the proposed finish grade.
I’m reaching out to you to one (1) find out if you are the right person to have this conversation with, and two (2) begin the review process and put in the “work order”. Construction won’t be until next summer, and I wanted to give y’all plenty of heads up.
I’ve attached an exhibit of the limits of construction.
Let me know how you’d like to proceed. Thank you‐

Randy,
Thanks for following up regarding the PG&E gas replacement work. I reached out to PG&E, specifically to their engineering division and also to their construction crews, and from both sources am being told that there is no evidence of future work taking place. The statement I received from Jeremiah Camarena said “Our GDGIS does not show any planned work and I have also followed up with our Distribution Integrity Management Group and they have no plans to replace this section of main between E St & F St within the next several years.” (see correspondence below).
Again, I’m not sure who exactly from PG&E told you this information, but it does not appear to match their master plans for future work.
Please let us know if you have any further information regarding this matter.
Thank you,

Jeremiah,
I overheard in the field that there are expected PG&E facility improvements on Third Avenue scheduled for 2023, a new gas main and services. Do you know anything about that? We are planning to have a long term moratorium on this section of roadway and I want to make sure that this has been accounted for by PG&E.
Thanks‐
