Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any item not appearing on the posted agenda except that Council may refer the matter to staff for follow-up or request it be placed on a future agenda.

9. City Council Consent Agenda
The consent agenda is comprised of Items 9.1 through 9.5. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of October 3, 2022.
9.2 Receive and file the Warrant List for the period September 27, 2022 through October 10, 2022.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Approve by Minute Order, a Tree Removal Request for the Removal of One (1) Pine Tree Located at 202 East G Street.
9.5 Accept by Minute Order, September Treasurer’s Report.
10. Public Hearings
10.1 Consider Planning Commission’s Recommendation to Approve General Plan Amendment and Amendment to Planned Development No. 6, No 2019-07: A request by Mr. John Simvoulakis (Applicant and Property Owner of Record) to allow for the Development of Forty-Eight (48) Market Rate Multi-Family Residential units, Clubhouse and Pool area, and other amenities on a 2.4-acre parcel located on East F Street, APN 064-043-018. (Published in the Oakdale Leader on October 5, 2022.) Recommended Action:
1) Adopt City of Oakdale City Council Resolution Approving the Certification of the Proposed Projects’ Mitigated Negative Declaration (State Clearinghouse No. 2020049045) and Mitigation Monitoring and Reporting Program; and, 2) Adopt City of Oakdale City Council Resolution Approving General Plan Amendment No. 2019-17, Amending the General Plan Land Use Element and Designation of the Subject Property from General Commercial (GC) to High Density Residential (HDR); and
3) Introduce and Waive First Reading of an Ordinance Approving the Amendment to Planned Development No. 6, No. 2019-07, to allow for the Development of a FortyEight (48) Unit Multi-Family Residential Housing Development consistent with the City’s R-3, Multiple Family Residential District, located on East F Street, APN 064- 043-018.
11. Staff Reports
11.1 Consider a Resolution Declaring Rifles, Shotguns and Miscellaneous Firearm Parts Surplus Property and Authorizing the Selling of the Property to LC Action Police Supply, a State of California SBE Certified Dealer, in the Amount of $4,725.
Recommended Action: Adopt City of Oakdale City Council Resolution Declaring Rifles, Shotguns and Miscellaneous Firearms Parts Surplus Property and Authorizing the selling of the Property to LC Action Police Supply in the amount of $4,725.

11.2 Consider a Resolution Approving the Final Budget for Fiscal Year 2022-2023.
Recommended Action: Adopt City of Oakdale City Council Resolution, Approving the Final Budget for Fiscal Year 2022-2023.
11.3 Consider a Resolution Authorizing the City Manager to Execute an Agreement with Public Restroom Company for the Replacement of the Dorada Park Public Restroom in the Amount of $315,494.00 and include $20,920.00 for Demo, Site Preparation and Signage and a 5% Contingency in the Amount of $16,796.00 for a Total Budget of $353,210.00 Funded by Park Facilities Replacement Fund 343 and Dorada Park Grant Fund 318.
Recommended Action: Adopt City of Oakdale City Council Resolution, Authorizing the City Manager to Execute an Agreement with Public Restroom Company for the Replacement of the Dorada Park Public Restroom Project for a Total Budget of $353,210.00.
11.4 Update on the Partnership Between the City of Oakdale and ASTRO Foundation.
