Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any item not appearing on the posted agenda except that Council may refer the matter to staff for follow-up or request it be placed on a future agenda.

9.1 Approve the Regular City Council Meeting Minutes of October 17, 2022.
9.2 Receive and file the Warrant List for the period October 11, 2022 through October 31, 2022.
9.3 Waive all Readings of Ordinances and Resolutions, except by Title.
9.4 Second Reading by Title Only and Adoption of Ordinance 1283 of the City of Oakdale California, an Ordinance Approving the Amendment to Planned Development No. 6, No. 2019-07, to Allow for the Development of a Forty-Eight (48) Unit Multi-Family Residential Housing Development Consistent with the City’s R-3, Multiple Family Residential District, located on East F Street, APN 064-043-018.
9.5 By Minute Order, Approve a Co-Sponsored Special Event Application submitted by the Oakdale Enrichment Society for the Annual Christmas Parade scheduled for December 3, 2022.
9.6 By Minute Order, Approve a Co-Sponsored Special Event Application submitted by ASTRO Foundation for the Annual Old-Fashioned Downtown Christmas scheduled for December 3, 2022.
9.7 Adopt a Resolution, Accepting City Underground Utility Improvements in State Highway 108 along the Frontage at the Newly Constructed Senior Housing Project Located at 1450 West F Street.
9.8 By Minute Order, Reject Claim for Damages by Jonathan Stark.
9.9 Adopt a Resolution, Declaring Two Mako SCBA Fill Stations as Surplus.
9.10 Consider a Resolution Authorizing the Chief of Police of the Oakdale Police Department to sign the Defense Logistics Agency, Law Enforcement Support Office Addendum to the LESO Program State Plan of Operation.

11.1 Consider a Resolution Authorizing the Purchase of Two 2022 Ford Police Interceptors from Haidlen Ford in the Amount of $99,239.64 and Outfit the Vehicles with Emergency Vehicles with Emergency Vehicle Equipment Installed by Jays Tires in the Total Amount of $52,742.47 for a Maximum Total of $151,982.11 from the Supplemental Law Enforcement Fund 203.

11.2 Consider a Resolution Authorizing the Purchase of a 2022 John Deere 310SL Backhoe Loader from Pape Machinery in the Amount of $144,282.39 Funded by Sewer Capital Replacement Fund 621 and Water Capital Replacement Fund 644 and Authorize the Surplus of a 1998 CASE 590 Super L Backhoe.
Recommended Action: Adopt City of Oakdale City Council Resolution Authorizing the Purchase of a 2022 John Deere 310SL Backhoe Loader in the Amount of $144,282.39 and Authorize Surplus of a 1998 CASE 590 Super L Backhoe.
11.3 Consider a Resolution Authorizing the City to Accept a Grant Deed from Oakdale Sportsman’s Club for Property Generally Located in the North West Corner of Kerr Park and in Exchange Authorize a Lot Line Adjustment for 2.10 Acres Generally Located in the South West Corner of Kerr Park from the City of Oakdale to the Oakdale Sportsman’s Club and Authorizing the Filing with the County Recorder.
