Subject: Consider approving a Resolution of the City Council allocating additional ARPA Funds for a City-wide RAD Card Program
I. BACKGROUND
On October 4, 2021 the City Council of the City of Oakdale approved its $5,644,664 ARPA expenditure plan. This plan included $710,000 in relief funds for small businesses throughout the City. These relief funds are deployed to small businesses through the RAD Card program that is owned and operated by the Downtown Modesto Partnership. This program was very successful and helped businesses across the City.
Due to the success of the RAD Card program last year, City staff recommends that the City council consider allocating an additional $200,000 in ARPA funds for a city-wide RAD Card program. This would be additional to the $20,000 that the Council approved for the Third Avenue Hardship program. If approved, the total allocation for the RAD Card would be $220,000.
RAD CARDtm PROGRAM
The RAD Cardtm is a digital gift card dedicated to the small, locally-owned businesses in your downtown or hometown business district. The RAD Cardtm program allows you to double your dollars at your favorite restaurants, retailers and personal care services while funds last. While economic relief gift card funds last, load your RAD Card with $25, $50, $75 and up to $100 and get matched, dollar-for-dollar. More information about the RAD Cardtm program and how to download the app can be found by visiting www.theradcard.com.
Downtown Modesto Partnership:
The Downtown Modesto Partnership created the RAD Cardtm with the generosity of local donors to help our Downtown Modesto community, and it proved to be an impactful and efficient way to deploy much-needed relief funds to small businesses. The RAD Card is owned and operated by the Downtown Modesto Partnership, a nonprofit 501c3 Community Benefit Organization whose mission is to create a vibrant community through activities and partnerships designed to improve the quantity and quality of experiences in downtown Modesto.
The RAD Cardtm provides relief for small businesses impacted by the COVID-19 pandemic whose typical products sell for less than the denomination available per user under the Community Match Fund (i.e., less than $100). Examples of the types of businesses this

program is designed to support include, but are not limited to: restaurants without drive-thrus, boutique retailers and beauty salons. The City reserves the right to further quantify the type, size, and other qualifying requirements that it deems appropriate with respect to eligibility and participation in the RAD Cardtm program.
Implementing the RAD Cardtm Program in Oakdale:
In order to implement the RAD Cardtm program again in Oakdale the City needs to continue to work with the Downtown Modesto Partnership (DOMO) who created and operates the RAD Card program. In order to cover the costs to staff and run this program DOMO charges an administration fee of 12%. Additionally, the third-party financial transaction costs are charged at three percent. The total charges for the program are 15%. The DOMO admin fee at 12% will be $26,400 and the third-party financial transaction costs at 3% will be $6,600.
The total fees for the new $220,000 RAD Card program will be $33,000. This will leave $187,000 in relief funds for local small businesses. When you factor that these funds will be matched at the 50% level the true economic benefit to local businesses will be $374,000.
II. FISCAL IMPACTS
The City of Oakdale has allocated $1,550,000 in ARPA funds for future sewer and water infrastructure. Staff proposes reducing this allocation by $200,000 so that funds can be made available for the City-wide RAD Card program. When these funds are combined with the $20,000 for the Third Avenue RAD Card program $220,000 would now be available for the RAD Card program that provides relief funds to local small businesses.
The City will need to use $33,000 of these funds to pay DOMO so they can cover thirdparty financial transaction costs and the costs to staff and run the program. The City will not have to use City General Fund dollars for this program. Funding for the program comes exclusively from the federal government through the City’s ARPA allocation.
III. RECOMMENDATION
City staff recommends that the City Council approve a resolution allocating $200,000 in ARPA funds for a new round of RAD Card funding and authorizing the City Manager to continue its partnership with Modesto Improvement Partnership, Inc., a California NonProfit Public Benefit Corporation, for the administration, implementation, and promotion of a citywide RAD Cardtm program in the City of Oakdale, to be funded by American Rescue Plan Act (ARPA) Funds in the Amount of $33,000.
