CALL TO ORDER:
Mayor Bairos called the meeting to order at 7:00 p.m.

Public Comments
Mayor Bairos opened Public Comment.
Gary Jones, Oakdale Community Garden provided an update regarding the signups for senior garden plots for the year.
Jacob Faulder, provided a legislative update on behalf of Senator Alvarado Gil.
Yvonne Yeagers, Oakdale Library provided a summary of activities.
There being no further public comment, Mayor Bairos closed the Public Comment period.

Next City Council Resolution: 2023-013 Next Ordinance: 1284 The consent agenda is comprised of Items 9.1 through 9.6. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of January 17, 2023.
9.2 Receive and file the Warrant List for the period January 10, 2023 through January 30, 2023.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Adopt a Resolution, Accepting the 2022 Stanislaus County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) Update and the City of Oakdale Local Hazard Mitigation Plan (LHMP) Annex as an amendment to the City of Oakdale 2030 General Plan Health and Safety Element.
9.5 By Minute Order, Approve the December 2022 Treasurer's Report.
9.6 Adopt a Resolution, Authorizing Staff to Surplus Police Patrol Vehicle 45, which was a Patrol K-9 Vehicle that was replaced with Vehicle 49, and Surplus Police Vehicle 417, which will be replaced with a Parking Attendant Vehicle when it arrives.
9.7 Adopt a Resolution, Authorizing the City Manager to Execute an Agreement with Alliance Home Repair for the Airport Pilots Lounge Exterior Rehabilitation Project (CP2207) in the amount of $20,150, a 10% Contingency in the amount of $2,000, and Appropriating Additional Funds in the amount of $12,150 from Fund 659 Airport Capital Replacement Fund for a Grand Total Project Authorization of $22, 150.
9.8 Adopt a Resolution, Approving an Annual Contract with Tesco Controls, Inc. to provide Extended Maintenance and Support for the City of Oakdale Water and Wastewater PLC and SCADA Systems in the amount of $16,000.00 funded by Sewer Fund 622 and Water Fund 645.
9.9 Adopt a Resolution Approving Revisions to the Salary Schedule Wage Schedule contained in the Rules and Regulations for Employment for Part-Time and Temporary Employees.

11. Staff Reports
11.1 Consider a Resolution Authorizing the City Manager to Execute an Agreement with CSG Consultants for Building Plan Check, Inspection Services and In House Consulting on an "As Needed" basis, Fund Development Services Fund 120.
Public Services Director Gravel provided a summary of the report to the Council.
Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment. With no public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made on this item.
MOTION
Adopt City of Oakdale City Council Resolution 2023-018, Authorizing the City Manager to enter into a Professional Services Agreement with CSG Consultants for Building Plan Check, Inspection Services and In House Technical Support on an "As Needed" Basis, Fund 120 Development Services.

11.2 Consider a Resolution of Intention to Annex Additional Territory to City of Oakdale Community Facilities District No. 2007-1 (Annexation No. 19) for the East F Street Apartments APN 064-043-018.
Finance Director Availa provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment. With no public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made on this item.
MOTION
Adopt City of Oakdale City Council Resolution 2023-019, Declaring Intent to Annex Additional Territory to the City of Oakdale Community Facilities District No. 2007-1, Public Safety Services (Annexation No. 19) and set a Public Hearing for March 6, 2023 for the East F Street Apartments.

12. City Manager's Report
City Manager Whitemyer stated we are looking forward to have a Ribbon Cutting Ceremony for Third Avenue now that the street is open. The Ribbon Cutting Ceremony will be on Friday February 24" the event will be from 5-8 p.m. with the Ribbon Cutting Ceremony at 5:30 p.m.
City Manager Whitemyer also stated J Street from Sierra to 5t Avenue is also now open.
13. City Council Items
Mayor Bairos invited all to attend the Third Avenue Ribbon Cutting Ceremony Event that will take place on Friday, February 24, 2023 from 5-8 p.m.
14. Adjournment
The next Regular meeting of the Oakdale City Council will be held Tuesday, February 21, 2023 at 7:00 p.m. in the Council Chambers. There being no further business, Mayor Bairos adjourned the meeting at 7:29 p.m.
