CALL TO ORDER:
Mayor Pro Tem Smith called the meeting to order at 7:00 p.m.

Mayor Pro Tem Smith opened Public Comment.
Jacob Faulder with Senator Alvarado-Gil Office provided a summary of current legislative updates.
Alice Garcia addressed the City Council regarding the recent bus traffic on D Street.
There being no further public comment, Mayor Pro Tem Smith closed the Public Comment period

Next City Council Resolution: 2023-028 Next Ordinance: 1284 The consent agenda is comprised of Items 9.1 through 9.7. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of March 6, 2023.
9.2 Receive and file the Warrant List for the period February 28, 2023 - March 9, 2023.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Approve by Minute Order, Tree Removal Request One (1) Oak Tree Located at 116 Woods Creek Drive.
9.5 Approve by Minute Order, Tree Removal Request One (1) Oak Tree Located at 1051 East C Street.
9.6 By Minute Order, Reject Claim for Damages by Jeremiah Blasengym.
9.7 By Minute Order, Reject Claim for Damages by Nina Wright.

10. Public Hearings
10.1 Introduce and Waive the First Reading of an Ordinance Amending Chapter 7 Building Codes, Administration and Enforcement and Systems Development Charges of the Oakdale Municipal Code Adopting the 2022 Building Code with Local Amendments (Public Hearing Notice published in the Oakdale Leader on March 8, 2023.) Public Services Director Gravel provided a summary of the introduction of the proposed Ordinance
Staff responded to questions from the City Council.
Mayor Pro Tem Smith opened the public hearing.
With no public comment, Mayor Pro Tem Smith closed the public hearing and brought the item back to the City Council.
Mayor Pro Tem Smith asked the Council if there was any further discussion and asked for a motion to be made for this item.

11.1 City Manager Whitemyer stated Staff would like to pull this item and bring in back to the City Council at a later date.
11.2 Adopt a Resolution Accepting the 2022 Annual General Plan Progress Report and the 2022 Annual Housing Element Progress Report.
Management Analyst Jones provided a Point Presentation.
Staff responded to questions from the City Council.

With no public comment, Mayor Pro Tem Smith brought the item back to the City Council and asked for a motion to be made on this item.

13.1 Adopt a Resolution Nominating a Candidate for Appointment to the Governing Board of the San Joaquin Valley Air Pollution Control District - Stanislaus County Seat.
Staff responded to questions from the City Council.
Mayor Pro Tem Smith opened the item for public comment.
With no public comment, Mayor Pro Tem brought the item back to the City Council and asked for a motion to be made on this item.
MOTION
Adopt City of Oakdale City Council Resolution 2023-029 Nominating Rosa Escuita- Braaton to be candidate to the to serve on the Governing Board of the San Joaquin Valley Air Pollution Control District - Stanislaus County Seat.

14. Adjournment
The next Regular meeting of the Oakdale City Council will be held April 3, 2023 at 7:00 p.m. in the Council Chambers. There being no further business, Mayor Bairos adjourned the meeting at 7:30 p.m.
