Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any item not appearing on the posted agenda except that Council may refer the matter to staff for follow-up or request it be placed on a future agenda.

9.1 By Minute Order, approve the reappointment of Jean Cavanaugh and Carol Anne Lyda to the Senior Citizen Advisory Board for a four-year term to expire April 2027.

10. City Council Consent Agenda
The consent agenda is comprised of Items 10.1 through 10.8. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
10.1 Approve the Regular City Council Meeting Minutes of March 20, 2023.
10.2 Receive and file the Warrant List for the period March 10, 2023 through March 29, 2023.
10.3 Waive all readings of Ordinances and Resolutions, except by Title.
10.4 By Minute Order, approve Co-Sponsored Special Event Application submitted by Lisa Kjeldgaard, on behalf of Love Oakdale, to hold the annual Love Oakdale Event on Saturday, April 29, 2023.
10.5 By Minute Order, approve Co-Sponsored Special Event Application submitted by Steven Park of the Valley Art Association to hold their annual art show on March 7-10, 2024 at the Gene Bianchi Community Center.
10.6 By Minute Order, approve the February 2023 Treasurer’s Report.
10.7 Second reading by title only and adoption of Ordinance 1284 of the City of Oakdale, an Ordinance Amending Chapter 7 Building Codes, Administration and Enforcement and Systems Development Charges of the Oakdale Municipal Code adopting the 2023 Building Code with local amendments.

Recommended Action: Adopt a Resolution authorizing the City Manager to execute a Contract with Halcyon Creek Inc., dba Mid Valley IT for Information Technology Support Services.
12.2 Consider a Resolution approving the Fiscal Year 2022-2023 Mid-Year Budget.
Recommended Action: Adopt a Resolution approving the Fiscal Year 2022-2023 MidYear Budget.
12.3 Consider a Resolution authorizing the purchase of two 2023 BMW R1250RT-P Motorcycles from Modesto BMW for the individual price of $32,919.38, a total price of $65,838.76, outfitting the motorcycle with signage from Modesto Signs in the amount of $732.91, for a total amount of $66,571.67, using funds from Supplemental Law Enforcement Fund 203 and surplus the 2012 Harley Davidson Motorcycle.
