Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any matter that is not on the posted agenda unless it is determined to be an emergency by the Council. All items will be referred to staff for follow-up and/or placed on a future agenda.

9.1 Approve the Regular City Council Meeting Minutes of August 7, 2023.
9.2 Receive and file the Warrant List for the period July 31, 2023 through August 14, 2023.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 By Minute Order, Approve the July Treasurers Report.

11. Staff Reports
11.1 Consider by Minute Order Ratifying a Response to the Findings and Recommendations from the 2022-2023 Stanislaus County Civil Grand Jury Report – Case Number 23-10C – City of Oakdale Police Department Patrol Officers Out of Compliance with Mandated Training.
Recommended Action: Approve by Minute Order the City’s response to the Stanislaus County Civil Grand Jury regarding Case #23-10C.
11.2 Consider a Resolution Authorizing the City Manager to Execute a Contract with Redstone Construction, Inc. in the Amount of $1,117,000.00 for CP 2214, Cloverland Way (between A Street to C Street) Utility and Surface Improvements Project, with a 5% Contingency in the Amount of $55,850 and 5% Construction Engineering in the Amount of $55,850 to be funded by Measure L Fund 222 in the Amount of $737,220.00, Sewer Capital Replacement Fund 621 in the Amount of $245,740.00 and Water Capital Replacement Fund 644 in the Amount of $245,740.00 for a Total Project Budget of $1,228,700.00.
