1. CALL TO ORDER:
Mayor Bairos called the meeting to order at 7:02 p.m.

Mayor Bairos opened Public Comment. The following spoke during Public Comment:

9. City Council Consent Agenda
The consent agenda is comprised of Items 9.1 through 9.5. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of August 7, 2023.
9.2 Receive and file the Warrant List for the period July 31, 2023 through August 14, 2023. "Cowboy Capital of the World"

To approve the City of Oakdale City Council August 21, 2023, Consent Agenda.
Moved by Mayor Pro Tem Smith, and seconded by Council Member Smith and PASSED AND ADOPTED this 21st day of August 2023, by the following vote:

11.1 Consider by Minute Order Ratifying a Response to the Findings and Recommendations from the 2022-2023 Stanislaus County Civil Grand Jury Report = Case Number 23-10C - City of Oakdale Police Department Patrol Officers Out of Compliance with Mandated Training.
Chief of Police Ramar provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment. With no public comment, Mayor Bairos brought the item back to the City Council for further discussion.

By Minute Order, Approving the City's response to the Stanislaus County Civil Grand Jury regarding Case#23-10C.
Moved by Mayor Pro Tem Smith, and seconded by Council Member Gilbert and PASSED AND ADOPTED this 21st day of August 2023, by the following vote:

Next City Council Resolution: 2023-089 Next Ordinance: 1285
11.2 Consider a Resolution Authorizing the City Manager to Execute a Contract with Redstone Construction, Inc. in the Amount of $1,117,000.00 for CP 2214, Cloverland Way (between A Street to C Street) Utility and Surface Improvements Project, with a 5% Contingency in the Amount of $55,850 and 5% Construction Engineering in the Amount of $55,850 to be funded by Measure L Fund 222 in the Amount of $737,220.00, Sewer Capital Replacement Fund 621 in the Amount of $245,740.00 and Water Capital Replacement Fund 644 in the Amount of $245,740.00 for a Total Project Budget of $1,228,700.00.
Public Works Superintendent Roberts provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment. With no public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made on this item.
MOTION
