7. Public Comments
Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any matter that is not on the posted agenda unless it is determined to be an emergency by the Council. All items will be referred to staff for follow-up and/or placed on a future agenda.

9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 By Minute Order Approve the September Treasurers Report.
9.5 By Minute Order Awarding a Contract to RP Landscaping in the Amount of $7,173.00 for Installation of Concrete and Awarding a Contract to Richter Fencing in the Amount of $6,800.00 for Installation of Fencing for a Garbage Bin Enclosure on the South Side of the Police Department Building.
9.6 Approve Special Event Application submitted by Valley Oak School of Dance to hold their Feeling Groovy Dance Recital at the Oakdale Community Park Amphitheater on Saturday, June 8, 2024.
9.7 Adopt a Resolution Accepting the Trail Maintenance Slurry Seal Project and Authorizing the Filing of a Notice of Completion.

(Published in the Oakdale Leader on September 6, 2023.) Recommended Action: Introduce and Waive the First Reading of the Ordinance Amending Article VIII of Chapter 19 of the Oakdale Municipal Code Related to Oakdale Massage Establishment Regulations.
10.2 Introduction and Waive the First Reading of an Ordinance Amending Chapter 18, Article I of the Oakdale Municipal Code Relating to the Regulation of Motor Vehicles and Traffic Parking. (Published in the Oakdale Leader on October 4, 2023.) Recommended Action: Introduce and Waive the First Reading of the Ordinance Amending Chapter 18, Article I of the Oakdale Municipal Code related to the regulation of Motor Vehicles and Traffic Parking.

11.1 Consider a Resolution Approving the Final Budget for Fiscal Year 2023-2024.
Recommended Action: Adopt City of Oakdale City Council Resolution Approving the Final Budget for Fiscal Year 2023-2024.
11.2 Consider a Resolution Authorizing the City Manager to Execute an Agreement with Tyler Technologies for the Permitting, Code Enforcement, Licensing and My Civic & Service Request in the Amount of $39,002.00.

Next City Council Resolution: 2023-104 Next Ordinance: 1286 Recommended Action: Adopt City of Oakdale City Council Resolution Authorizing the City Manager to Execute an Agreement with Tyler Technologies for the Permitting Code Enforcement, Licensing and My Civic & Service Request in the Amount of $39,002.00.
11.3 Consider a Resolution of Intention to Annex Additional Territory to City of Oakdale Community Facilities District No. 2007-01, Annexation No. 20 for 400 Pedersen Road (APN 064-067-048).
Recommended Action: Adopt City of Oakdale City Council Resolution approving the Intention to Annex Additional Territory to City of Oakdale Community Facilities District No. 2007-01, Annexation No. 20 for 400 Pedersen Road (APN 064-067-048) and set a Public Hearing for November 20, 2023.
11.4 Consider a Resolution Authorizing the City Manager to Execute an Agreement with Michael Wheeler Construction for Project CP2316 Wakefield and Yosemite Storm Drain Connection in the Amount of $63,886.00 with a 10% Construction Contingency in the Amount of $6,389.00 for a Total Project Cost of $70,275.00 Funded by Storm Drain Capital Facilities Fund 349.
