29 IN THE CITY COUNCIL
OF THE CITY OF OAKDALE
STATE OF CALIFORNIA
ORDINANCE 1285
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
OAKDALE AMENDING ARTICLE VIII OF CHAPTER 19 OF
THE OAKDALE CITY CODE RELATING TO THE
REGULATION OF MASSAGE BUSINESSES.
The CITY COUNCIL OF THE CITY OF OAKDALE, CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. AMENDMENT OF CODE: Article VIII of Chapter 19 of the Oakdale City Code is hereby amended to read as follows:
Article VIII. Oakdale Massage Establishment Regulations.
This article shall be known as the "Oakdale Massage Establishment Regulations." Sec. 19-123. Findings and purpose.
The city council finds and declares as follows:
(a) In enacting this chapter, the City Council recognizes that commercial massage therapy is a professional pursuit, which can offer the public valuable health and therapeutic services.
The City Council further recognizes that, unless properly regulated, the practice of massage therapy and the operation of massage businesses may be associated with unlawful activity and pose a threat to the quality of life in the local community. Accordingly, it is the purpose and intent of this chapter to protect the public health, safety, and welfare by providing for the orderly regulation of businesses providing massage therapy services, discouraging prostitution and related illegal activities carried on under the guise of massage therapy, and establishing certain sanitation, health, and operational standards for massage businesses.
(b) Furthermore, it is the purpose and intent of this chapter to address the negative impacts identified in the City Council’s findings to reduce or prevent neighborhood blight and to protect and preserve the quality of City neighborhoods and commercial districts; and to enhance enforcement of criminal statutes relating to the conduct of operators and employees of massage businesses.
(c) It is the Council’s further purpose and intent to rely upon the uniform statewide regulations applicable to massage practitioners and establishments that were enacted by the State AGENDA ITEM 9.4

application for renewal of a City registration certificate and all required information is not timely received and the certificate expires, no right or privilege to provide massage shall exist.
(e) Fees. The fees for the registration application or certificate or renewal thereof will be set in the Master Fee Schedule. The provisions of this section shall not prevent the City from establishing fees for safety inspections as may be conducted from time to time by the Chief of Police, and for the background checks, fingerprinting, and subsequent arrest notification for owners of a massage business who are not CAMTC-certified and who are subject to such background checks pursuant to this chapter. There are certain fees for appeals, as described below.
(f) Transfer. A City registration certificate shall not be transferred except with the prior written approval of the Chief of Police. A written request for such transfer shall contain the same information for the new ownership as is required for applications for registration pursuant to this section. Dear Ms. Stornetta:
The City of Oakdale has been informed of the Stanislaus East Mutual Water Company’s intent to file a Water Smart grant application with the United States Bureau of Reclamation for construction to facilitate groundwater recharge in the Non-District East Area of California’s Groundwater Bulletin 118 San Joaquin Valley Modesto Subbasin. We are writing this letter to express our support for the project.
The infrastructure outlined in the grant application is a key component in achieving the goals of the Groundwater Sustainability Plan for the Modesto Subbasin and The City of Oakdale. The Stanislaus East Mutual Water Company will construct a network of delivery systems to import surface water to an area that is currently dependent on groundwater supplies. This project, identified in the GSP, involves the sale and delivery of surface water from irrigation districts to the Non-District East Area and this infrastructure will allow for these projects to occur.
We strongly endorse this project and request that USBR fund this grant application.

Subject: Letter of Support for In Lieu Groundwater Recharge Infrastructure Project Stanislaus East Mutual Water Company
Dear Ms. Stornetta:
Modesto Irrigation District has been informed of the Stanislaus East Mutual Water Company’s intent to file a Water Smart grant application with the United States Bureau of Reclamation for construction to facilitate groundwater recharge in the Non-District East Area of California’s Groundwater Bulletin 118 San Joaquin Valley Modesto Subbasin. We are writing this letter to express our support for the project.
The infrastructure outlined in the grant application is a key component in achieving the goals of the Groundwater Sustainability Plan for the Modesto Subbasin. The Stanislaus East Mutual Water Company will construct a network of delivery systems to import surface water to an area that is currently dependent on groundwater supplies. Two of the projects identified in the GSP involve the sale and delivery of surface water from irrigation districts to the Non-District East Area and this infrastructure will allow for these projects to occur.
This project is a vital component of our Drought Plan and bringing in “New Water” is a high priority for the area. Our drought plan is stated in the 2020 Update Agricultural Water Management Plan, Section II-2e. Operation Characteristics.
We strongly endorse this project and request that USBR fund the District’s grant application.
Very Truly Yours,

CITY OF OAKDALE
CITY COUNCIL STAFF REPORT
Date: Monday, November 6th, 2023
To: Mayor Bairos and members of the City Council
From: Andrew Stever, Support Division Lieutenant
Subject: Consideration of a Resolution authorizing the Chief of Police of the Oakdale Police Department to enter into a contract with Fusus in the amount of $109,199.00 for real-time crime center video streaming and storage services for three years.
I. BACKGROUND
In 2020, the Oakdale Police Department entered into a three-year contract with Fusus Real-Time Crime Center (RTCC). The Fusus RTCC has been successfully operating in our city, empowering law enforcement agencies with real-time crime data integration and analytics. This platform seamlessly aggregates information from various sources, such as surveillance cameras that are privately owned, city-owned or owned by other government agencies, emergency systems, and social media, to provide comprehensive situational awareness and support efficient decision-making.
Currently, the Fusus RTCC has approximately 100 active cameras that can be accessed in real-time.
The three-year contract will expire in December of 2023. Staff is requesting to enter into another three-year contract with Fusus in the amount of $109,199.00.
II. DISCUSSION
Fusus is a cloud-based software that allows Oakdale Police to monitor live video feeds from businesses, residences along with public properties such as schools, community centers, parks, etc. The Fusus RTCC provides instant access to vital information, enabling law enforcement officials to respond swiftly to incidents and effectively address emerging issues or threats. Real-time data allows for early detection and response, leading to increased officer safety and a reduction in overall crime rates. By consolidating data from multiple sources, the Fusus RTCC optimizes the allocation of law enforcement resources. It empowers agencies to better respond to incidents, strategically deploy personnel, and efficiently utilize equipment, resulting in improved operational effectiveness.
Fusus works in two ways depending on the camera and security system configuration. If DVR/NVR compatible, a Fusus Core device can be connected to the existing system and automatically provide a feed to our dispatch center in real time.
Home systems, such as SimpliSafe, and Ring are not compatible with Fusus Cores at this time, however, upgrades are in progress. The owners of these systems can register for the Oakdale Fusus Registry, a digital recording vault that stores data for AGENDA ITEM 11.2

viewing at a later time. This would enable officers to access the stored video for investigations.
Fusus is also compatible and tied into First Two. First Two is a public information gathering software that allows staff to make emergency contacts and notifications, along with assisting officers in locating additional information needed for investigations.
Currently, Fusus has multiple donor sites, including Oakdale Joint Unified School District properties. Several businesses have joined as Fusus donor sites. This has assisted Officers during calls for service and, investigations of many kinds, including Rodeo weekend, tri-county robbery investigations, and search warrant service, specifically in the areas of connecting with our Unmanned Ariel Vehicle (UAV). While performing high-risk missions, the UAV sends live feedback to the RTCC, where management and dispatchers can monitor the progress of the operation in real-time, enhancing knowledge and therefore improving officer safety.
With this contract extension, we will be able to enter into our final stage of traffic cameras and installation of our artificial intelligence (AI) core. This stage will allow Officers and dispatchers the ability to monitor the main intersections and thoroughfares where traffic comes in and out of the City of Oakdale.
III. FISCAL IMPACTS
Cost: $109,199.00 The contract is a three-year contract formulated as follows:
First year - $35,329.00
Second year - $36,389.00
Third year - $37,481.00
The cost for this proposed contract has been budgeted for in Fund 110 of the Oakdale Police Department General Fund under contract services.
IV. RECOMMENDATION
Staff recommends the City Council adopt a resolution authorizing the Chief of Police of the Oakdale Police Department to enter into a contract with Fusus in the amount of $109,199.00 for real-time crime center video streaming and storage services for three years.

CITY COUNCIL STAFF REPORT
Date: Monday, November 6th, 2023
To: Mayor Bairos and Members of the City Council
From: Jerry Ramar, Chief of Police
Subject: Consider a Resolution Authorizing the Chief of Police of the Oakdale Police Department to Purchase Six Panasonic FZ-40 Toughbooks from CDCE Inc., Each Costing $5,055.00, Docks Costing $1,100, and 4th and 5th Year Warranty for $552.00 for Patrol Vehicles for a Total Cost of $43,766.89 Using Funds from Supplemental Law Enforcement 203.
I. BACKGROUND
The Oakdale Police Department has traditionally operated the Patrol Vehicle with a Panasonic Toughbook at the heart of the vehicle; we currently use an existing batch of Panasonic Toughbooks that have typically lasted seven to ten years. They have proven to be extremely rugged and reliable. The typical lifespan of the Panasonic Toughbook is seven years. January 17, 2023, City Council approved the purchase of eight Panasonic Toughbooks to replace or be installed in various vehicles in the patrol fleet. These eight Toughbooks have been deployed for use on patrol.
After deployment of the eight recently purchased Toughbooks, they have proven to be extremely reliable; there have been no issues experienced with the recently purchased computer.
The current operating systems in the older, outdated Toughbooks are no longer compatible with the Computer Aided Dispatch System and other software programs we currently use. The Toughbooks currently being used require purchasing and installing an additional communication system called Cradlepoint.
Cradlepoint has caused several maintenance issues for the patrol cars leading to excessive downtime and repair. This is mainly because Cradlepoint is an older technology with its own operating system and requires expertise with this specific system to diagnose and repair.
II. DISCUSSION
The Oakdale Police Department patrol fleet operates with fourteen (14) Toughbooks in patrol vehicles, animal control vehicles, and community service officer vehicles. Because the Toughbooks are installed in these vehicles, the Toughbooks operate in some of the harshest conditions a computer can operate in, such as extreme temperature changes, exposure to the sun, humidity, extreme AGENDA ITEM 11.3

and excessive vibration, extreme impact, and various other detrimental conditions.
Most computers cannot exist or operate in this extreme type of environment.
The Panasonic Toughbook was developed to meet and overcome extreme conditions and has become the industry leader for deployment in police vehicles for decades. Again, they have proven to be highly reliable for Oakdale personnel.
The FZ-40 Toughbook is the most recent release of the fully ruggedized Toughbook. The FZ-40 is top-of-the-line in standards for resisting these harsh operating conditions. The FZ-40 has a top military spec rating for durability & resistance. These Toughbooks operate the CAD program and essential software systems such as Cameras and License plate readers, which are essential to a modern law enforcement officer's daily use. The ruggedness of the Toughbook allows officers to be in service and fully capable while serving our community.
Computers from competitors do not hold up to the wear and tear of daily conditions within the patrol fleet. This leads to downtime for repairs and time to requisition new computers to replace existing failing or broken equipment.
Currently, the remaining six vehicles are running with additional equipment called a Cradlepoint. This is a separate transmitter with its own operating system, which is specialized to the point that our city staff and IT vendor cannot service the equipment adequately. Without the Cradlepoint, the computers cannot correctly transmit radio, CAD, and GPS information. With the updated technology of the FZ40 Toughbook, this technology is no longer required; the communication equipment is built into the laptop. Therefore, the equipment also comes with a Toughbook warranty. Additionally, the following benefits of the purchase should be considered:
• Purchase of FZ-40 Toughbooks pushes our projected service life into the 7 to 10-year range. This is based on what we see traditionally from this brand while in use by the OPD and projections from the Vendor
• The lack of downtime a rugged Toughbook achieves in our patrol vehicles avoids the frequent repair & replacement costs of using a standard nonruggedized laptop. • The FZ-40 allows the OPD to eliminate the use of the CradlePoint antenna system that is constantly having disruptions and causing the vehicle to be removed from service.
• Panasonic Toughbooks currently has a 2% failure rate in the field. The Toughbook’s closes competitor has a 14% failure rate. OPD currently has a 0% fail rate with the Panasonic Toughbook FZ-40.
• The FZ-40 allows our cars to future-proof themselves by being modular, adding and removing features as needed, such as the RFID reader. This would enable our personnel to two-factor login to their vehicles using the existing city of 70 CITY OF OAKDALE

CITY COUNCIL STAFF REPORT
Date: Monday, November 6, 2023
To: City Council
From: Gary Vanderheiden, Operations Division Lieutenant Subject: Consideration of a Resolution Authorizing a Range Use Agreement with Primary Defense LLC Firearms for Rental and Use of the Police Department Firearms Training Range Facilities.
I. BACKGROUND
On November 6, 2017, Staff brought to the City Council a multi-phase Capital Improvement Project for the Police Department Firearms Training Range. At that time, Staff advised that by completing the work in phases as recommended, the Firearms Training Range would be safer and not only increase the type of training officers would receive, but also have the potential to create revenue from other training entities to offset future improvement and maintenance costs.
Staff had interest from several entities wanting to use the Firearms Training Range at that time. After a review process to ensure proper certifications, indemnification, and liability mitigation, Staff recommended the City enter into Range Use Agreements with the entities expressing interest.
Currently, we have a contract with a local firearms dealer (Fred’s Firearms) and the Stanislaus County Probation Department
Primary Defense LLC has expressed interest in entering a Range Use Agreement and Use of the Police Department Firearms Training Range Facilities. The contract agreement will begin from the signature date and will last until December 31, 2026.
Staff is now bringing the proposed contract agreement to the City Council with the City Attorney's legal review for authorization for staff to accept the agreement.
II. DISCUSSION
As part of the requirement of the Peace Officer Standard and Training (POST), the Oakdale Police Department is required to conduct weapons training regularly throughout the year to make sure that officers remain proficient in the utilization and qualification of their weapons. These trainings are conducted on property that is owned by the City of Oakdale next to the Oakdale Animal Shelter at 9800 Liberini Road. The property includes a facility building and gun range area, which has been in existence for over forty years and is in need of ongoing maintenance.
AGENDA ITEM 11.4
75 CITY OF OAKDALE
City Council Staff Report (Continued)
SUBJECT: Authorizing a Range Use Agreement with Primary Defense LLC Firearms MEETING DATE: November 6, 2023
The facility recently underwent several Capital Improvement Projects. The replacement of the roof on the firearms training range building was completed, thanks in part to a $2,500 donation from the Oakdale Rotary Club. The extension of the current drain system was completed by the Public Services Department. The installation of the concrete and turf flooring was completed by Thompson Wooley Builders Inc. in 2022. The staff has also installed a new mini-split air conditioner on the range house, and an oil pole fence and gate separating the upper level and the range floor for added safety. Through range Use Agreements, the City will have a revenue source to further provide for necessary improvements and benefit to the City and partners using the facilities.
Primary Defense LLC contacted staff desiring a Range Use Agreement. Staff provided a draft agreement with terms, and Primary Defense has conceptually agreed to the proposed terms of the contract (Attachment A) to use the facility for private firearms training. The term of the contract agreement would be from the signature date through December 31, 2026. The agreement may be terminated by either Party upon thirty (30) days written notice and/or consistent with the terms of the agreement.
Under the agreement, the City would allow Primary Defense LLC to use the Firearms Range to conduct firearms training for its students, on dates and times to be mutually agreed upon by the Parties. The user agrees to adhere to all Range rules and regulations provided in writing by the Oakdale Police Department. Use of the Firearms Range by the Contracting Party is subject to availability in the sole discretion of the Chief of Police or their designee. The needs and scheduling of the Oakdale Police Department for use of the Firearms Range take priority.
In exchange for the use of the Firearms Range, Primary Defense LLC agrees to pay the City a fee of $22.00 per student per day for use of the range. This fee will be set for calendar year 2023. For the Calendar year 2024, fees per student per day will increase to $22.50; for the calendar year 2025, fees per student per day will increase to $24.00; for the calendar year 2026, fees per student per day will increase to $25.00 per day.
Classes will have a minimum of fifteen (15) students to reserve the date or specific prior approval with a $200.00 minimum fee for classes smaller in size.
Cancelations to classes must be made seven (7) days prior to the training date.
Failure to cancel reserved training dates within the allotted time will result in a penalty fee of $150.00. Multiple violations may result in removal from use of the range.
Funds received will be deposited into the Police Range Improvement Fund 745.
Checks for the use of the Firearms Range will be submitted along with a class roster and student sign-in sheet no later than thirty (30) days after each class is held.

City Council Staff Report (Continued)
SUBJECT: Authorizing a Range Use Agreement with Primary Defense LLC Firearms MEETING DATE: November 6, 2023
Additional specific terms of the agreement, including required certifications, indemnification, and liability insurance are addressed in the attached Range Use Agreement. The City Attorney’s Office is responsible for determining and advising staff on the current and ongoing legality of the agreement consistent with all applicable laws, including compliance with 1090 GC as may be applicable. The City Attorney’s Office has advised staff the current agreement is compliant with the above requirements.
III. FISCAL IMPACTS
This action will result in a positive fiscal impact to the City of Oakdale. The fiscal impact of the Range Use Agreement with Primary Defense LLC would result in revenue created based upon the terms of the Range Use Agreement to be deposited into the Police Range Improvement Fund 745 for current and future use for safety improvements and maintenance of the Police Department Firearms Training Range.
IV. RECOMMENDATION
Staff recommends that the City Council adopt a Resolution authorizing staff to enter into a Range Use Agreement with Primary Defense LLC for the rental and use of the Police Department Firearms Training Range Facilities.

CITY OF OAKDALE
CITY COUNCIL STAFF REPORT
Date: Monday, November 6th, 2023
To: Mayor Bairos And Members Of The City Council
From: Andrew Stever, Support Division Lieutenant
Subject: Consideration of a Resolution Authorizing Staff to Purchase a New 2023 All-Traffic Solutions Speed Display Trailer for $19,410.50 Using Funds from the Supplemental Law Enforcement Fund 203 and be Reimbursed by the Office of Traffic Safety the Same Amount for a Net Cost of $0.00.
I. BACKGROUND
The Oakdale Police Department was approved for grant funds from the State of California Office of Traffic Safety (OTS) totaling $75,000 as part of the Selective Traffic Enforcement Program (STEP). The funds are being used for conducting a variety of enforcement and awareness operations in the City of Oakdale and for purchasing equipment.
Staff requested formal acceptance of the OTS Grant by the City Council on September 5th, 2023. City Council formally accepted the grant at that time. The grant officially started October 1, 2023, and ends September 30, 2024.
Within the grant, OTS allotted the Oakdale Police Department $20,000 for a traffic trailer (speed display trailer).
II. DISCUSSION
The Oakdale Police Department has three traffic trailers that vary in age and abilities.
Traffic trailers allow versatility in reducing traffic collisions, injuries, and deaths.
Studies have also shown that deploying radar and message trailers reduces vehicle speeds when trailers are recording data. These trailers are also helpful tools for assisting in road closures for special events like Rodeo Weekend, Chocolate Festival, parades, and other similar events. The staff has conducted business with All Traffic Solutions in the past, has been happy with their products and customer service, and feels their products are built to our specifications.
All Traffic Solutions speed display trailer using All Traffic Solutions software, which is proprietary software used only by All Traffic Solutions. If we used a different vendor to acquire a traffic trailer, personnel would be required to use a different software for gathering data and programming the trailer. Staff is accustomed to All Traffic Solutions software, comfortable with its ease of use, and confident in the product.
Additionally, All Traffic Solutions offers Cloud-Synchronization standards with their AGENDA ITEM 11.5

products. This allows personnel to control both devices, the old one and the new one, from one dashboard, adding to the department’s efficiency.
All Traffic Solutions was awarded U.S. Patent 8,417,442 for web-based data reporting, which OPD currently uses with our current traffic trailer. Any other vendor offering web-based data reporting violates the patent. Due to this patent, All-Traffic Solutions is considered the sole source for a traffic trailer of this type. When there is only one source, A.K.A sole-source, getting bids from other manufacturers is not possible because they will not be able to meet our requirements. The All-Traffic Solutions sole-source documentation is attached to this City Council Staff Report for reference.
The traffic trailer bid we requested was for a twenty-four-inch speed display sign with an integrated violator alert. The violator alert flashes red and blue lights, simulating a police vehicle, to draw attention to the driver’s speed. It is equipped with a ninetywatt solar panel and two 235-amp hour batteries (470Ah total) for extended use. The trailer can store collected data locally. The stored data can then be analyzed when it is returned or when there is a Bluetooth device near it to capture the data. The trailer comes with a three-year warranty.
The OTS has authorized this purchase. They are familiar and comfortable with purchases from All Traffic Solutions.

III. FISCAL IMPACTS
The cost of the purchase of the All-Traffic Solutions speed display trailer is $19,410.50. Funds from the Supplemental Law Enforcement Fund 203 will be used to purchase the trailer. The funds used to purchase the trailer will be reimbursed by OTS after the trailer purchase.
There is no impact on the general fund.

Staff recommends the City Council adopt the attached resolution authorizing Staff to purchase a new 2023 All-Traffic Solutions speed display trailer for $19,410.50 using funds from the Supplemental Law Enforcement Fund 203 and being reimbursed by the Office of Traffic Safety the same amount for a net cost of $0.00.

Subject: Consider a Resolution Authorizing the Purchase of an Upgrade for our Parks Irrigation Control Clocks to Toro Lynx Satellite System in the amount of $236,105.88 from the Water Operations Fund 645
I. BACKGROUND
The City of Oakdale has over 20 parks (over 140 Acres) and miles of park strips that all require irrigation systems and control clocks. The control clocks control the irrigation program for the given area to be watered. Due to the age of some of these control clocks, many are failing and in need of replacement. City staff is looking at replacing 30 of the over 70 control clocks with an updated control clock that can be controlled remotely by city staff’s phone, tablet or computer.
The existing clocks are almost all controlled manually. The 30 Clocks have been selected by the highest volume of irrigation area.
II. DISCUSSION
With stricter regulations, the State of California is imposing stringent restrictions on water use impacts to the aquifer. When weather changes, Park staff has to make necessary adjustments manually to stop irrigation water at parks and park strips. This takes about 12-man hours to complete. Reverse the steps when weather changes again. This usually happens during the spring and fall seasons. Not only does this save water but is important due to the impression it sends to the public when irrigation water is running during a rain event. With the new Toro Lynx System, under the same conditions that would require irrigation adjustments, all of the clocks can be controlled remotely from a cell phone or I Pad in a matter of minutes.
Our Parks Supervisor, Mike Olson, is a Class A certified Golf Course Superintendent, Certified by the GCSAA. Mike has a vast knowledge of irrigation system design, maintenance, and management. This includes the Toro Lynx System. Staff feels that this is by far the best system to meet our needs. Mike is capable of running the system and provide training to staff as needed. Mike has used several systems and believes this is the best choice for Oakdale.

City Council Staff Report (Continued)
SUBJECT:Irrigation Control Clock Upgrade
REPORT DATE:10/26/23
MEETING DATE:11/6/23
City staff considers this to be a crucial investment in water conservation. Each year in the annual report to the State we are asked how much are we spending on water conservation. This will make an impact to demonstrate that Oakdale is striving to do our part to conserve water. Not only will this save water by shutting off water for rain, or irrigation breaks, it will save countless man hours by allowing adjustments in minutes rather than hours. There are other controllers that are comparable in price, however they are cloud based and require a monthly subscription. The Lynx system is a radio-controlled network and has its own radio.
The price breakdown is as follows:
Lynx Satellite System Amount
Computer Hardware Software Radio Kit $46,309.87
Lynx Smart Satellite Station W/ Radio $144,796.01
Lynx System Installation $45,000.00
Total $236,105.88
III. FISCAL IMPACT
This year’s budget included money for this purchase and this upgrade to our control clocks will be funded by Water Operations Fund 645. There is no impact to the general fund.

The City of Oakdale has an extensive park system that includes over 100+ acres of parks and over 10 miles of park strips. In order to most efficiently maintain the large turf areas, it is important for our parks crews to utilize high performing equipment. The City’s newest mower for our large turf areas is over seven years old and is starting to experience some maintenance issues. That mower is a Jacobsen HR600 which is hard to get repaired since the Jacobsen mower company moved over seas and parts and maintenance are next to impossible to find. The City will soon be adding an additional 10 plus acres of turf area to the park system when the Greger Sports Park is constructed in 2024. In order to prepare for this new park and to ensure that we are able to maintain T.L. Davis Sports park we need to a 16-foot Toro GM5900 mower.
The city also needs to purchase an aerator for larger grass areas. Routine aeration is critical to maintaining property turf health. Parks staff has reviewed several options and believes the Toro ProCore 864 aerator is the right piece of equipment for our park system. The Toro ProCore 864 has a width of 67” which will allow for our crews to aerate all of our large turf areas in a much shorter amount of time. Staff would aerate and then use a top dresser, to be brought to council at a later date, to add amendment to the various needs of the turf soil conditions. Examples of amendments would be sand, gypsum, humus etc. This is a tow behind unit would be used with the tractor that we currently have.
The next item in this package would be a used Toro Ground master 3500-D. This mower is used but has less than 200 hours. The mower comes with a full warranty. This mower would be used to mow the new soccer fields at the new sports park on Greger and TL Davis sports fields. This is around a $20,000.00 dollar savings, not to mention the mower is 24.8 horse power and would not be available after January 1st 2024.
II. DISCUSSION
Today the Parks Division uses a 2008 John Deere mower and a 2016 Jacobsen. The John Deere is still a dependable mower however it is a maintenance issue with high use. Also, it cannot handle the mowing schedule in the City by itself. The 2016 Jacobsen has become a disappointment in that the Jacobson company has returned to Europe and cancelled all of its affiliations in the States. There are a few exceptions AGENDA ITEM 11.7

where support can be found in one shop in Southern California. The mower has 2815 hours of run time. The industry standard is to look for replacement after 2500 hours.
Keeping the Jacobsen running has been difficult with customer support outside of the States.
The Toro Ground Master 5900 cuts 16 foot wide and can mow 17 acres an hour.
Toro Ground Master 5900
The aerator that we need to purchase is something that we have needed for some time.
We only have a small aerator that we use for the park strips. We need to have this tool to open up the soil to apply amendments to the soil as needed in our very large turf areas.

Finally, the Toro Ground Master 3500-D is needed to cut the City’s Sports fields. The mower is designed cut at a slower rate than the 5900. If you mow a sports field to fast, the grass tears and breaks creating an uneven playing surface and damaging the turf causing the turf to have bald spots really uneven surfaces. This mower is the industry standard for sports filed turf maintenance.

CITY OF OAKDALE
CITY COUNCIL STAFF REPORT
Date: November 6, 2023
To: Mayor and City Council
From: Albert Avila, Finance Director
Subject: Consider a Resolution Authorizing the City Manager to enter into an Antenna License Agreement – addendum with Ayera
Technologies, Inc.
I. Background:
On September 21, 2020, the City Council approved entering into an Antenna License Agreement with Ayera Technologies, Inc. at various City facilities that provided High Speed Internet connections to the Wastewater Treatment Plant, the Animal Shelter, Community Center, Fourth Street Parks Yard and the Police Impound Warehouse resulting in an annual savings of $11,138.
Since the initial installation, Ayera has provided additional connections to the Senior Center, Skate Park, Youth Building and the Swimming Pool at no cost to the City.
On August 2022, the City entered into an agreement with Ayer for a rooftop lease agreement at the Oakdale Airport in exchange for 11 cameras and other equipment valued at $14,200.
II. Discussion:
At no cost to the City, Ayera will install and maintain the antenna and all related equipment that connects Public Works yard to City Hall. The City will provide indoor wall space for the installation of their equipment as well as (minimal) electrical power. This allows Ayera to be able to offer wireless internet service to surrounding residences and business at market rates.
The installation of this equipment will save the City $12,000 a year that the City is paying AT&T to connect Public Works to City Hall.
III. Fiscal Impact
There is a minimal cost for electricity use at each site, but the contract with Ayera has no cost attached.
IV. Recommendation:
Staff recommends City Council adopt the proposed resolution authorizing the City Manager to enter into the Addendum to the Antenna License Agreement with Ayera Technologies, Inc.
