Mayor Pro Tem Smith called the meeting to order at 7:00 p.m.

Pastor Kent Roberts with the River Christian Community offered the invocation.

Mayor Pro Tem and Members of the City Council recognized Oak Valley Jewelers.

7. Public Comments
Mayor Pro Tem Smith opened Public Comment. The following spoke during Public Comment:
Don Ross, Resident spoke regarding concerns with the Animal Shelter.
There being no further public comment, Mayor Pro Tem Smith closed the Public Comment period.

9.1 Approve the Regular City Council Meeting Minutes of November 6, 2023.
9.2 Receive and file the Warrant List for the period November 1, 2023 through November 12, 2023.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 By Minute Order, approve the October Treasurers Report.
9.5 Authorize by Minute Order, Cancellation of Regular City Council Meeting Scheduled for Tuesday, January 2, 2024.
9.6 Approve Co-Sponsored Special Event Application submitted by ASTRO Foundation for the Annual Old-Fashioned Downtown Christmas on Saturday, December 2, 2023.
9.7 Consider a Resolution Approving Revisions to the Salary Schedule Contained in the Rules and Regulations for Employment of Part-Time and Temporary Employees.
9.8 Consider a Resolution Authorizing Staff to Record Parcel Map No. 2021-26 to Subdivide a 0.95-Acre Parcel into Three (3) Parcels and a Designated Remainder Located at 400 Pedersen Road (APN 064-067-018).
9.9 Consider a Resolution Authorizing the City Manager to Accept the Quote from Aaron's Heating and Air in the Amount of $12,200 to Replace the Existing HVAC Unit at Fire Station 28.

10. Public Hearings
10.1 Consider a Resolution Approving the Annexation of Territory to the City of Oakdale Community Facilities District No. 2007-1 (Annexation No. 20) for 400 Pederson Road.
Finance Director Avila provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Pro Tem Smith opened the Public Hearing for public comment. With no public comment, Mayor Pro Tem Smith closed the Public Hearing and brought the item back

MOTION
Adopt City of Oakdale City Council Resolution 2023-121, Ordering the Annexation of Additional Territory to City of Oakdale Community Facilities District No. 2007-1, the levy of Special Taxes therein and submitting levy of Special Taxes to Qualified Elector (Annexation No. 20).
Adopt City of Oakdale City Council Resolution 2023-122, Declaring Results of Special nexation Election, Determining Validity of Prior Proceedings and Directing th Recording of an Amended Notice of Special Tax Lien for Community Facilities Distric 2007-1, Annexation. No. 20.
Moved by Council Member Smith, and seconded by Council Member Amaral and PASSED AND ADOPTED this 20' day of November 2023, by the following vote:

11. Staff Reports
11.1 Consideration of a Resolution Authorizing the City Manager to enter into and Continue a Professional Services Agreement with Service Rate Modifications for City Engineering Services with MCR Engineering.
Public Services Director Gravel provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Pro Tem Smith opened the item for public comment. With no public comment, Mayor Pro Tem Smith brought the item back to the City Council and asked for a motion to be made on this item.

Adopt City of Oakdale City Council Resolution 2023-123, authorizing the City Manager to enter into and continue a Professional Services Agreement with Service Rate Modifications for City Engineering Services with MCR Engineering.

• Free Thanksgiving Dinner at the Gene Bianchi Community Center, November 23rd • A Furry Christmas at Gene Bianchi Community Center, December 2nd Council Member Gilbert announced the following:
• Soroptimist Luncheon, December 6th at 11:30 a.m. at Gene Bianchi Community Center.
15. Adjournment
The next Regular meeting of the Oakdale City Council will be held December 4, 2023 at 7:00 p.m. in the Council Chambers. There being no further business, Mayor Pro Tem Smith adjourned the meeting at 7:29 p.m.
