CALL TO ORDER:
Mayor Bairos called the meeting to order at 7:00 p.m.

3. Pledge of Allegiance
Mayor Bairos led the pledge of allegiance.
4. Invocation
Pastor Steve Nuebaum with Life Point Church offered the invocation.
Presentations/Acknowledgements
5.1 Recognizing the Oakdale Dinner Club for their 100th Anniversary.
Mayor Bairos and Members of the City Council recognized the Oakdale Dinner Club.
6. Additions/Deletions/Report Out of Closed Session
No additions or deletions to the Agenda were made. Mayor Bairos stated the report out of closed session is direction was given to staff.
Public Comments
Mayor Bairos opened Public Comment. The following spoke during Public Comment:
Yvone Yeagers, Stanislaus County Library Oakdale Branch There being no further public comment, Mayor Bairos closed the Public Comment period.

The consent agenda is comprised of Items 9.1 through 9.6. Unless there is discussion by a member of the audience/Council they may be approved in one motion.

9.2 Receive and file the Warrant List for the period November 13, 2023 through November 27, 2023.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 By Minute Order Reject Claim for Damages by Evangelina Manzo.
9.5 By Minute Order Reject Claim for Damages by Edgar Manzo Mendoza.
Consider a Resolution Authorizing a Public Utilities Easement (PUE) Modification at APN064-082-012(Carmel Ranch) and Authorizing the Filing with the County Recorder.
MOTION
To approve the City of Oakdale City Council December 4, 2023, Consent Agenda.
Moved by Mayor Pro Tem Smith, and seconded by Council Member Smith and PASSED AND ADOPTED this 4'h day of December 2023, by the following vote:

11.1 Consider a Resolution Authorizing the City Manager to Execute the Stanislaus and Tuolumne Rivers Groundwater Basin Association (STRGBA) Groundwater Sustainability Agency (GSA) Cost Sharing Agreement in the Six Year Total Amount of $249,325.00 to be Funded by Water Fund 645 Contract Services.
Sr, Engineering Technician Slather provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment. With no public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made on this item.
MOTION
Adopt City of Oakdale City Council Resolution 2023-125, authorizing the City Manager to execute the Stanislaus and Tuolumne Rivers Groundwater Basin Association (STRGBA) Groundwater Sustainability Agency (GSA) Cost Sharing Agreement in the Six Year Total Amount of $249,325.00 to be Funded by Water Fund 645 Contract Services.

12. City Manager's Report
City Manager Whitemyer thanked all the organizations that participated in the Downtown Christmas event this past weekend.
Chief Ramar reported that Oakdale received First Place in California for National Night Out for the fourth year in a row.
13. City Council Items
Mayor Pro Tem Smith thanked Council Member Gilbert for decorating the Christmas parade float. Mayor Pro Tem Smith also stated the River Restoration Tour was great.
Council Member Amaral made trip out to the Animal Shelter last week and everything looked Council Member Gilbert announced the following:
• Soroptimist Luncheon, December 6* at 11 a.m. at Gene Bianchi Community Center. • Oakdale Young Professionals, December 6* at 6 p.m. at Chamber of Commerce Mayor Bairos thanked all the organizations that participated in the Downtown Christmas it was a great weekend.
15. Adjournment
The next Regular meeting of the Oakdale City Council will be held December 18, 2023 at 7:00 p.m. in the Council Chambers. There being no further business, Mayor Bairos adjourned the meeting at 7:27 p.m.
