Patrick Mondragon, Assistant to the City Manager
Subject: Consider a Resolution Adopting a New Accounting Manager/Assistant Finance Director Position Job Description and Salary Range and Modifying the Salary Ranges of the Council Services and Legislative Records Manager and Wastewater Treatment Plant Supervisor Positions
I. BACKGROUND
In June 2023, the Oakdale City Council approved new employment contracts with its employee groups. During the negotiations process a comprehensive salary and benefits analysis was conducted by the City Manager and representatives of the employee bargaining groups.

The results of the analysis were used to determine the cost-of-living adjustments needed to keep the salary and benefits of our employees near the average of those jurisdictions that would be viewed as our competitors i.e. City of Modesto, City of Riverbank, City of Patterson, and Stanislaus County. During the study we discovered that even with the new employment agreements the Accounting Manager, Council Services and Legislative Records Manager and Wastewater Treatment Plant Supervisor positions were compensated between 7% and 16% lower than their peers in other jurisdictions.

During the negotiations process the Management Confidential Bargaining Unit asked if we could modify these salary ranges to be closer aligned with the average of comparable cities like the other positions in the City. The City Manager agreed that this would be brought to the City Council for consideration at a later date.

II. DISCUSSION
City management strives to recruit, hire, and retain the best possible employees to serve the Oakdale community. With this in mind it is important to compare the salary and benefit packages offered to its employees from time to time to see where those stand versus other nearby municipalities. Over the last several years, the City of Oakdale has lost high quality employees in the WWTP Supervisor, Accounting Manager, and Council Services and Legislative Records Manager positions to other jurisdictions. Fortunately, we have been able to fill those vacancies with other very qualified employees and we would like to retain them.

AGENDA ITEM 11.1
34 Staff recommends that salary ranges for these three positions be changed to Salary Range 442. With respect to the Accounting Manager position, staff recommends that a job description called Accounting Manager/Assistant Finance Director be created that replaces the old Accounting Manager job description.

Salary Ranges Current vs. Proposed
Total Compensation Comparison with Other Cities – Current vs. Proposed III. FISCAL IMPACTS
The City of Oakdale has assessed the impacts that the salary range adjustments will have on the City’s operating budget. These changes have an anticipated total cost of $40,0081.77 with $18,374.25 allocated from the General Fund, $4,756.46 from the Water Fund and $16,951.05 from the Sewer Fund.

The City has prepared for these types of increases over the last several years and has made efforts to control costs as much as possible. The City has built a 43% General Fund reserve and anticipates seeing increases in property taxes the City will receive due to the new property tax agreement the City entered into with Stanislaus County. After reviewing expenditure and revenue trends and projections, staff believes the City can handle the cost increases associated with these salary range adjustments. Subject: Consideration of a Resolution to Authorize Purchase of a Line Driver Attachment and a Replacement Line Painter in the Amount of $18,846.41 to be funded by Street Maintenance Fund 110 I. BACKGROUND
Public Works staff currently uses two push operated street line painters (one for regular paint and another for thermoplastic paint material), The machines are heavy and are labor intensive to paint lines that are straight and uniform in appearance. One of the line painters is in need of replacement, due to its age, condition and lack of performance, especially with long straight and double lines.

This request also includes the purchase of one Line Driver, which is a motorized attachment to push the line painter providing more consistent straight lines over long distances. The City currently does not have a motorized line painter which makes long painted lines difficult and of poor quality due difficulty of applying paint, at walking speed, over a long distance. Our current painter is without a line driver or other motorized device which make is for, for short lines such as in parking lots and other short line locations.

On October 9, 2023, AB1346 was signed to direct the California Air Resources Board (CARB) to ban the sale of new small off-road engines (less than 25 horse power) used in equipment which includes generators, lawn equipment, and other small off-road engine equipment. Regulations are to be in place by Jan. 1, 2024, or as soon as regulators determine what is “feasible,” whichever date is later.

II. DISCUSSION
The line driver attachment allows for increased productivity by making painting and line grinding operations quicker than walking behind a machine. The machine operates at a constant speed meaning the painters are less dependent on the operator pushing the machine to assure uniformity of the markings. The quicker operation of the line driver allows city staff to focus on and complete more tasks in a shorter period of time, leading to better overall maintenance of road surfaces throughout the city. This will increase stripping visibility to improve safety The line driver is manufactured by Graco, the same brand as the current painters and line AGENDA ITEM 11.2

grinder used by Public Works, meaning that the proposed line driver will attach to and work with all of the equipment currently owned by the city.

For replacement of the line painter, the old unit will be replaced with one of the same brands, and also works with the proposed line driver attachment. The current line painter is over 20 years old and only has one spray gun on it, making it more difficult and time consuming to paint double lines and curbs. The new line painter has two spray nozzles, allowing for more efficient painting of double stripes, double stripes with one solid and one dotted line, and allows for painting the top and side of a curb in less passes.

These purchases will push the need for replacements of this equipment for another ten plus years allowing time for technology (Electric or other) to catch up to meet the needs of maintenance service organizations.

Staff received three bids; they are as follows
Vendor Amount
Seal Master $ 18,846.41
Vista Paint Corporation $ 18,942.07
All American Traffic Supplies, L.L.C. $ 25,319.01
III. FISCAL IMPACT
The Line Driver with 200cc gas motor is $8,014.33, and the replacement Line Painter is $10,832.08, for a grand total of $18,846.41, for both pieces of equipment. This purchase is budgeted in the current Fiscal Year Budget under Streets Maintenance Fund 110.

Due to this coming ban and the need to purchase small off road replacement equipment and equipment to supplement and enhance staff’s ability to paint longer and straighter lines, staff believes time is of essences to make such purchases.

Re: December 2023 Administration Department Report
In an effort to highlight the work being done by all City Departments, City staff provides monthly activity reports to the City Council at the 2nd City Council meeting of each month. These reports are included in the agenda packet as an informational item but council members are encouraged to ask questions about any of the items listed in the report. The purpose of these reports is to help keep the City Council and the public apprised of the work being done in all areas of city operations.

Administration Department Activities
• Attended the December 6, 2023 Stanislaus County City Manager’s group meetings in Ceres, CA.
• UPDATE: Painters are on site repairing the wood siding and preparing the building to be repainted.

The owners of the Kmart building have made significant progress in improving the conditions of the Kmart building site. They have trimmed all the trees and shrubs in the parking lot and around the building. They have repaired the lights and irrigations systems. They have engaged a landscaper who is developing a plan to redo the landscaping along Maag Avenue. Currently the grass was allowed to die and needs to be replaced. Biweekly meetings continue to occur and they should start repainting the building the last week of November 2023.

The Mayor, City Manager and Code Enforcement have started biweekly calls with representatives of Benderson Development (owners of the Kmart building).

These calls are to help ensure that the owners are aware of the problems that we have at the building site with graffiti other general maintenance. They have received quotes to repair dry and repaint the wood siding areas of the building.

They also have plans to trim the trees on the property so that there is better visibility into the property. The City has been issuing fines on the property for the last several months due to the lack of maintenance on the property. The current accumulated fine total is over $40,000. A lien has been placed on the property. • Held a Downtown Parking meeting with a few downtown businesses on Tuesday, November 28, 2023 to discuss parking issues and the impacts that special events and road closures have on businesses.

ONGOING:

Staff received the graffiti report for the month of November from the city’s TAG (Team-up Against Graffiti) coordinator, Mike Hancock. Mr. Hancock reported that the monthly total incident count for the month of November was six. This is an increase from the two incidents in October. Reported graffiti incident locations this month included the new restroom at Dorada Park, an electrical box on East G Street, and the Carmel Ranch development wall. There were three gang graffiti incidents for November. This was likely all done by the same individuals. One was on the wall on East G Street, and two were on a building on East J Street. TAG is aware of two unresolved graffiti incidents at the end of the month. One is a wall at the Carmel Ranch development and the other is a wall on East G Street. Assistance from Public Works has been requested for the G Street wall, and assistance from Code Enforcement has been requested for the wall at Carmel Ranch.

A courtesy enforcement letter was sent to Carmel Ranch as were several visits to the representatives at the sales office. The details are now incorporated into the reporting for a more inclusive city-wide view. A map showing graffiti incidents is attached (Attachment C).
