CITY OF OAKDALE

CITY COUNCIL STAFF REPORT
Date: February 20, 2024
To: Mayor and Members of the City Council
From: Tim Tietjen, Fire Chief
Subject: Fire Station 28 Roof Replacement
I. BACKGROUND
Fire Station 28 was built in the 1960’s. The original roofing material needed replacement in 2012 but due to budget concerns the decision was made to install another roofing layer over the original material. We have had a few leaks over the years that have been repaired, but nothing major.

II. DISCUSSION
On the weekend of February 2nd and 3rd we had a storm system move through the central valley and Oakdale with heavy rain and winds of 25 MPH with gust up to 60 MPH. During this storm the damaging winds tore up a large section of the roof over the apparatus bay of the fire station. We only discovered the damage to the roof after several leaks appeared in the station during the heavy rain.

After the storm had passed the crew accessed the roof and discover the large section of roof membrane that was blown over onto itself exposing the old original roofing material. It has been determined that the best course of action is to tear off the existing roofing material all the way down to the wood structure and replace it with new roofing material.

AGENDA ITEM 11.2
67 We sought out quotes from 3 roofing companies. We received quotes from two companies with one being unresponsive.

Contractor Bid
Peterson Roofing $121,755.00
Thomas Ford Roofing $125,195.00
The quote we selected is from Peterson Roofing in the amount of $121,755.00 and includes the following:
• Tear off entire roof and dispose of all debris.
• Inspect the wood deck for dry rot- All dry rot found will be repaired on a time and material basis of $115.00 per man hr. plus materials. This includes roof decking and or fascia board. This work will require a change order once final amount is determined.
• Install 1/2" re-cover board over existing plywood for the roofs Class A fire rating. Mechanically fasten with screws and plates. Install TPO-clad metal at the perimeter of roof eaves and gables. Color is white and contractor is not responsible for painting of trim metal. • Role out and install Carlisle 60-mil, Sure-Weld single-ply TPO roofing material. Mechanically fasten with HP-X screws and barbed securement plates. Securement is every 12 inches in the field, heat weld all seams to factory specs.
• All details, roof penetrations, etc., to be installed to factory specifications and installed using Carlisle-approved assemblies to include but not limited to, T-patches, outside corners, inside corners, unreinforced detail membrane, etc.
68 • All walls will be installed using factory-approved adhesive and installed up and over the parapet wall.
• Provide work permit.
• Contractor to supply any lift equipment needed.
• 20-year NDL (No Dollar Limit) warranty from Carlisle.

III. FISCAL IMPACTS
Due to the damage to the roof resulting from a storm event we anticipate filing a claim with our insurance company to cover the cost of the roof replacement. If we had no assistance the cost will be $121,755.00 or it is possible that we will only be responsible for our $25,000 deductible. With either scenario the funding will come from Facility Maintenance Fund 540, CP2326.

IV. RECOMMENDATION
Staff recommends accepting the quote from Peterson Roofing in the amount of $121,755.00 and authorizing the City Manager to execute the contract for the services.

CITY COUNCIL STAFF REPORT
Meeting Date: Tuesday, February 20, 2024
To: Mayor Bairos and Members of the City Council
From: Jerry Ramar, Chief of Police
Subject: Consideration of a Resolution Authorizing Staff to Contract with Ayera Technologies for the Installation of Surveillance Cameras Throughout the City of Oakdale for an Amount not to Exceed $45,000.00 Using Funds from the ARPA Fund 239.

I. BACKGROUND
The purpose of this report is to propose the deployment of surveillance cameras at strategic locations throughout the city to enhance community safety, protect city assets, and facilitate efficient law enforcement activities.

The American Rescue Plan Act allocated funds to local governments to address the ongoing impacts of the COVID-19 pandemic and to support community recovery efforts. As part of this initiative, our city received $5,644,664 in ARPA funds. These funds need to be allocated before December 31, 2024, and must be spent before December 31, 2026. The City Council allocated $75,000 towards the implementation of a comprehensive camera system throughout the City. This investment is intended to bolster public safety measures and enhance law enforcement capabilities by providing additional surveillance and monitoring capabilities in key areas of the city, acting as a force multiplier for law enforcement responses.

In response to the increasing need for enhanced security measures within the city, it has become imperative to implement advanced surveillance technologies to monitor key locations. An effective surveillance plan will not only deter criminal activities but also assist law enforcement agencies in investigating and addressing incidents promptly. The proposed deployment of surveillance cameras is a proactive approach to safeguarding public spaces and vital city infrastructure. The use of surveillance cameras aligns with the city's commitment to ensuring the safety and security of its residents, visitors, and assets.

II. DISCUSSION
The deployment of these cameras will be carried out by Ayera, a reputable company specializing in wireless data transmission. Ayera has been a trusted partner with the City of Oakdale for numerous years. Ayera has agreed to install each of the cameras for $500 per stationary camera and $1,500 per Pan/Tilt/Zoom camera. They are providing the labor for the installation and the high-speed internet for each of the cameras in exchange for the use of our physical structures to mount their hardware that provides internet to their customers throughout Oakdale and surrounding areas. agreement is beneficial to the City of Oakdale because we realize significant savings in our internet services needs and in the inexpensive installation of cameras.

The proposed deployment plan entails the installation of surveillance cameras at the following strategic locations within the city and potentially more as the project proceeds:

The selected locations for camera deployment were carefully determined based on various factors, including historical criminal activity, public safety concerns, logistical locations for enhanced law enforcement benefits, the presence of valuable city assets, and existing infrastructure supporting camera installation.

The installation of cameras at the following locations will help monitor and secure all critical entry points into the city, deterring unauthorized activities and enhancing public safety:
• 120 at the Stanislaus River
• 108 at Crane

• 120 at Stearns
• S. Yosemite at Warnerville
These locations are essential in capturing the majority of traffic entering Oakdale.

These locations and additional locations will be enhanced with the installation of license plate reading technology in the near future. License plate reader technology has proven to be an essential and extremely beneficial tool in law enforcement investigations.

Cameras equipped with license plate reading technology can provide real-time monitoring of vehicles entering and exiting the city. This can aid in identifying stolen vehicles, vehicles involved in criminal activities, or individuals with outstanding warrants. This serves as a deterrent to criminal activity. Additionally, these cameras will provide valuable evidence in law enforcement investigations.

The additional locations will aid in identifying and determining the direction of vehicles involved in criminal activity, traffic management, officer deployment, managing congestion, and improving overall traffic flow.

New Sports Complex: The installation of cameras at the new sports complex will serve to protect the newly developed city assets, deter vandalism, and aid in securing the location while it is being constructed. After the site is constructed and opened for use, the cameras will aid in police responses to the facility and add to the safety of athletes and spectators using the facility.

Ash Street Tunnel: The Ash Street tunnel has been vandalized numerous times over the years. It is also a place where juveniles congregate before and after school and at night. This is a vulnerable public asset based on its location and difficulty in monitoring using traditional policing methods. The installation of cameras will enhance law enforcement's ability to protect this community asset.

All of these cameras will be fed into the Oakdale Police Department's Real-Time Crime Center (FUSUS). Dispatch will be able to monitor these locations twenty-four hours per day, which will significantly enhance law enforcement activities. The live video feeds from the surveillance cameras can be utilized to support emergency response efforts by providing relevant authorities with real-time situational awareness. The deployment of surveillance cameras supports the city’s commitment to ensuring a safe and inviting environment for residents, visitors, and stakeholders.

III. FISCAL IMPACTS
$75,000 of ARPA Funds were allocated for this project. This portion of the project will not exceed $45,000 and will come from the ARPA Fund. The remaining funds will be used in the near future for the installation of license plate reading technology.
