AGENDA ITEM 9.7

CITY COUNCIL STAFF REPORT
Date: March 4, 2024
To: Mayor Bairos and Members of the City Council
From: Jeff Roberts, Public Works Superintendent
Subject: Consider A Resolution Authorizing The City Manager To Enter Into An Agreement With DR Pipeline Inc., For The Installation Of Water Meters, And Cellular Equipment At All Meter Box Connection Points In The Amount Of $218,444.25 With A 10% contingency $21,844.43 From The Water Capital Replacement Fund 644, CP 2132 For A Project Total Of $240,200.68.

I. BACKGROUND
On June 19th 2023, City Council approved a resolution for the purchase of water meters, software and other electronics to upgrade the City of Oakdale’s Water meter system to Orion Eye on Water Analytics. To date, the software has been purchased and installed. Meters and Endpoints have been purchased. The next step is to have the meters and equipment installed in the meter boxes at each service connection location. The scope of work includes the following:
• Install 1189 1 inch and ¾ inch brass meters to replace used nylon or plastic meters with Orion Cellular endpoints.
• Replace 5056 registers and endpoints with Orion Cellular Endpoints.

AGENDA ITEM 11.1
58 CITY OF OAKDALE

REPORT DATE:2/13/24
MEETING DATE: 3/4/24
• Install 1933 pigtail adaptors with new Orion Cellular Transmitters. • All Endpoints, indicated above, are to be installed in the meter box lid.

II. DISCUSSION - FISCAL IMPACT
It has been determined by city staff that this project would be served best by utilizing a contractor to perform the installations and would be more time and cost effective for the City. Staff received three bids to perform the equipment installation. This task is essential for completing the entire meter upgrade project, which will accomplish the ultimate plan for our water and finance departments goals for customer service and automation.

Automation will enable customers to monitor their water consumption in real time and also be alerted to water leaks on their smart phone and/or PC. The City will be able to collect water usage on the same day of each month, as well as receiving notification on a regular basis of potential water leaks, so that customers can be notified when a leak is happening instead of current method where the notification is after Staff has read the meter, which can be more than 30 days after the leak happened.

CITY COUNCIL STAFF REPORT
Meeting Date: June 19, 2023
To: Mayor Bairos and Members of the City Council
From: Jeff Gravel, Public Services Director
Subject: CONSIDER A RESOLUTION AUTHORIZING THE PURCHASE OF

WATER METERS, SOFTWARE AND OTHER ELECTRONICS TO
UPGRADE THE CITY OF OAKDALE’S WATER METER SYSTEM TO

ORION, EYE ON WATER ANALYTICS IN THE AMOUNT OF
$1,291,374.66 AND CONSIDER A 5% CONTINENCY OF $64,250.00 FOR A TOTAL COST OF $1,355,624.66 TO BE FUNDED BY THE
WATER CAPITAL REPLACEMENT FUND 644, CP2132.

I. BACKGROUND
The City of Oakdale operates and maintains over 8,000 water meters which serve residents and businesses throughout the City. For years the City has been planning to upgrade the existing water meters to a level where automation can be employed.

The City currently operates and maintains radio read water meters. Radio read meters transmit data via radio frequency to a mobile receiver located in the City vehicle. The data received by the employee in a vehicle is then relayed via a handheld device to the Finance department for billing processing.

The Public Services Department has a long-term Water Meter Upgrade and Citywide Automated Reading Network Infrastructure Installation Plan to support the City of Oakdale’s once a month metered billing process. The plan also accounts for the replacement of antiquated meters to achieve timely and precise water usage readings for accurate monthly billing to owners, and more accurate reports to the State.

On June 3, 2013, the City Council approved the purchase of the first batch of water meters to move toward the goal of automation. On February 5, 2018, the City Council approved the purchase of additional water meters to again move closer to the goal of automation.

Automation will enable Customers to monitor their water consumption in real time and also be alerted to water leaks on their smart phone and/or PC. The City will be able to collect water usage on the same day of each month, as well as receiving notification on a regular basis of potential water leak, so that customers can be notified when a leak is happening instead of current method where the notification is after Staff has read the meter, which can be more than 30 days after the leak happened.

City Council Staff Report (Continued)
SUBJECT: 2023 Water Meter Upgrade Project
MEETING DATE: June 19, 2023
REPORT DATE: June 14, 2023
On April 10, 2023, Kathy Richards and members from Badger Meters (The City’s Meter Supplier) conducted a workshop with members of the public and City Council reviewing the technology, benefits and next steps to accomplish the City’s goal to automate.

Representatives of Badger meters worked with City staff and audited our water meter system to developed a quote listing all of the materials necessary to upgrade our system to become fully automated. Attached are the quotes and below are the explanations of the line items in those quotes:

Quote 3479443 ($1,281,474.66) is the complete system quote:
• Lines 1, 2 & 3 are for replacement and upgrade of the existing Model 40 plastic meters, complete meter bodies with registers and RADIOS. • Line 5 & 6 are for register & RADIO only retrofits of existing 3/4" meters • Line 7 & 8 are for register & RADIO only retrofits of existing 1” Model 55 bronze disc meters
• Line 9 is for a RADIO ONLY to retrofit existing meters with HR-E encoder registers with Itron In-Line connectors-
• Line 10 is for year 1 service units = 8,178 connections x 12 months • Lines 11-19 are quoted pricing for service units, years 2-10.

This is listed for your reference only. Note – current list price for service units is $0.93
Quote #3479571 ($9,900.00):

This provides a laptop and MISR (Mobile integrated system receiver kit) to allow Oakdale to read its existing Itron installed radio endpoints through the Badger BEACON software.

This program is an excellent opportunity to save on some of the 1x setup charges that would otherwise be required when converting to Cellular • Line 3 – BEACON Engagement Fee –
This one-time fee includes the setup and activation of the BEACON AMA portfolio, and also reduces the monthly subscription fee from $3 (currently) to $0.72 (quoted)
Current price $7,350, included with this quote.
• Line 4 – Billing Integration
63 CITY OF OAKDALE
City Council Staff Report (Continued)
SUBJECT: 2023 Water Meter Upgrade Project
MEETING DATE: June 19, 2023
REPORT DATE: June 14, 2023
This one-time fee includes work performed by Badger Meter to integrate the City’s billing system with BEACON.

Includes evaluation of the import file into BEACON as well as the configuration and testing of a billing read file from the BEACON environment.

Fees charged by your utility billing vendor for an interface file are separate and the responsibility of the City.

Current price $4,950, included with this quote.

The other lines in this quote are for licensing and hosting for BEACON mobile – the total promotional program is $9,900.

Customer service broke it down between the various lines, but basically if you were to just purchase the Engagement Fee and Billing integration, you would be at $12,300.

By purchasing the FYI program for $9,900, you cover both of those line items and have a backup system to read your Itron ERTs until they are all replaced.

The proposed products carry warranties such as:
• Orion Cellar End Points (Cellular Communication equipment) 20 years • New Bronze Disc Water Meters. 5 years
• High Resolution Encoder. 20 Years
The next step for this project, subject to approval of this proposal, will include soliciting bids for installation of these materials. At that time, City staff will request consideration by the City Council for the apparent low bid.

II. FISCAL IMPACT:

There will be no impact to the City’s General Fund. The City has set aside funds through multiple budget cycles to make this purchase and upgrade the City’s meter system. This is a budgeted item and $1,500,000.00 has been budgeted for this project. It is estimated that the installation project, referenced above, will cost approximately $200,000.00 with a total project cost of approximately $1,500,000.00 as budgeted.

As quoted the proposed materials purchase only is $1,291,374.66 plus 5% has been added for change orders for additional materials totaling $64,250.00 which has been added for the purchase of water meters and related materials for a total cost of $1,355,624.66 to be funded by Water Capital Replacement Fund 644, CP2132.

CITY COUNCIL STAFF REPORT
Date: Monday, March 4th, 2024
To: City Council
From: Gary Vanderheiden, Operations Division Lieutenant Subject: Consideration of a Resolution Authorizing a Range Use Agreement with Valley Defense Consulting Inc. for Rental and Use of the Police Department Firearms Training Range Facilities.

I. BACKGROUND
On November 6, 2017, Staff brought a multi-phase Capital Improvement Project for the Police Department Firearms Training Range to the City Council. At that time, Staff advised that by completing the work in phases as recommended, the Firearms Training Range would be safer and not only increase the type of training officers would receive, but also have the potential to create revenue from other training entities to offset future improvement and maintenance costs.

Staff had interest from several entities wanting to use the Firearms Training Range at that time. After a review process to ensure proper certifications, indemnification, and liability mitigation, Staff recommended the City enter into Range Use Agreements with the entities expressing interest.

Currently, we have a contract with a local firearms dealer, Fred’s Firearms, Primary Defense LLC, and the Stanislaus County Probation Department.

Valley Defense Consulting Inc. has expressed interest in entering a Range Use Agreement and Use of the Police Department Firearms Training Range Facilities.

The contract agreement will begin from the signature date until December 31, 2027. Staff is now bringing the proposed contract agreement to the City Council with the City Attorney's legal review to authorize staff to accept the agreement.

II. DISCUSSION
As part of the requirement of the Peace Officer Standard and Training (POST), the Oakdale Police Department is required to conduct weapons training regularly throughout the year to make sure that officers remain proficient in the utilization and qualification of their weapons. These trainings are conducted on property owned by the City of Oakdale next to the Oakdale Animal Shelter at 9800 Liberini Road. The property includes a facility building and gun range area, which has existed for over forty years and needs ongoing maintenance.

AGENDA ITEM 11.2
85 CITY OF OAKDALE
City Council Staff Report (Continued)
SUBJECT: Authorizing a Range Use Agreement with Valley Defense Consulting Inc. Firearms MEETING DATE: March 4th, 2024
The facility recently underwent several Capital Improvement Projects. The roof replacement on the firearms training range building was completed, thanks in part to a $2,500 donation from the Oakdale Rotary Club. The Public Services Department completed the extension of the current drain system. Thompson Wooley Builders Inc. completed the concrete and turf flooring installation in 2022.

The staff has also installed a new mini-split air conditioner on the range house. An oil pole fence and gate separating the upper level and the range floor for added safety. Through range Use Agreements, the City will have a revenue source to further provide necessary improvements and benefits to the City and partners using the facilities.

Valley Defense Consulting Inc. contacted staff desiring a Range Use Agreement.

Staff provided a draft agreement with terms, and Valley Defense Consulting Inc. has conceptually agreed to the proposed terms of the contract (Attachment A) to use the facility for private firearms training. The term of the contract agreement would be from the signature date through December 31, 2027. Either Party may terminate the agreement upon thirty (30) days written notice and/or consistent with the terms of the agreement.

Under the agreement, the City would allow Valley Defense Consulting Inc. to use the Firearms Range to conduct firearms training for its students on dates and times mutually agreed upon by the Parties. The user agrees to adhere to all Range rules and regulations provided in writing by the Oakdale Police Department. Use of the Firearms Range by the Contracting Party is subject to availability in the sole discretion of the Chief of Police or his designee. The needs and scheduling of the Oakdale Police Department for use of the Firearms Range take priority.

In exchange for using the Firearms Range, Valley Defense Consulting Inc. agrees to pay the City a fee of $22.50 per student per day for use of the range. This fee will be set for the calendar year 2024. For the calendar year 2025, fees per student per day will increase to $24.00; for the calendar year 2026, fees per student per day will increase to $25.00 per day; for the calendar year 2027, fees per student per day will increase to $26.00.

Classes will have a minimum of fifteen (15) students to reserve the date or specific prior approval with a $200.00 minimum fee for smaller classes. Class cancellation must be made seven (7) days before the training date. Failure to cancel reserved training dates within the allotted time will result in a penalty fee of $150.00.

Multiple violations may result in removal from use of the range.

Funds received will be deposited into the Police Range Improvement Fund 745.

Checks for using the Firearms Range will be submitted with a class roster and student sign-in sheet no later than thirty (30) days after each class.

Additional specific terms of the agreement, including required certifications, indemnification, and liability insurance, are addressed in the attached Range Use 86 CITY OF OAKDALE
City Council Staff Report (Continued)
SUBJECT: Authorizing a Range Use Agreement with Valley Defense Consulting Inc. Firearms MEETING DATE: March 4th, 2024
Agreement. The City Attorney’s Office is responsible for determining and advising staff on the current and ongoing legality of the agreement consistent with all applicable laws, including compliance with 1090 GC as may be applicable. The City Attorney’s Office has advised staff the current agreement is compliant with the above requirements.

III. FISCAL IMPACTS
This action will result in a positive fiscal impact on the City of Oakdale. The fiscal impact of the Range Use Agreement with Valley Defense Consulting Inc. would result in revenue created based upon the terms of the Range Use Agreement to be deposited into the Police Range Improvement Fund 745 for current and future use for safety improvements and maintenance of the Police Department Firearms Training Range.

IV. RECOMMENDATION
Staff recommends that the City Council adopt a Resolution authorizing staff to enter into a Range Use Agreement with Valley Defense Consulting Inc. to rent and use the Police Department Firearms Training Range Facilities.

CITY COUNCIL STAFF REPORT
Meeting Date: Monday, March 4th, 2024
To: Mayor Bairos and Members of the City Council
From: Jerry Ramar, Chief of Police
Subject: Consideration of a Resolution authorizing Staff to purchase a 2024 Chevrolet Silverado 2500HD from Steves Chevrolet, a local Chevrolet dealer, for $47,593.00 using funds from Vehicle Replacement Fund 530 and Surplus Vehicle 425.

I. BACKGROUND
A systematic and rational fleet replacement plan is an integral part of an effective fleet management plan, and it is simply not possible to have an effective fleet program where replacement funding and timing for replacement have not been identified. An old fleet of unreliable vehicles puts significant pressure on a fleet management program by raising demands on staff, shop space at Public Works, repair parts, and maintenance funding. A poorly managed fleet also leads to unhappy employees when the personnel cannot have a fleet they can rely on daily.

A good fleet replacement program has two components: a methodology for identifying vehicles that should be replaced, which generally occurs based on age and usage-based replacement criteria, and a funding methodology that ensures an appropriate level of planning and funding is available to replace vehicles when they have reached the end of their useful lives.

The industry standard and best practices for vehicles of this use are based on vehicle age, vehicle miles, vehicle condition, and vehicle reliability. Vehicles of this use can typically withstand higher mileage and longer life spans because they are not commonly pushed to their limits. The industry standard is twelve to fifteen years, and 150,000
II. DISCUSSION
Staff requests approval to replace the aging nineteen-year-old 2005 Ford F250 with approximately 175,000 miles. Staff is requesting authorization to purchase a 2024 Chevrolet Silverado 2500 HD from Steves Chevrolet, a local Chevrolet dealer, that will serve as the animal control vehicle for the City of Oakdale. The price of the vehicle is $47,593.00
Vehicle 425 has been identified as a vehicle that needs to be replaced in the 21/22 fiscal year and has been in the vehicle fleet for nearly two decades. The vehicle is showing signs of extensive wear and tear, leading to increased maintenance costs and reduced reliability. The vehicle has had a parasitic electrical draw that cannot be diagnosed, causing the battery to die regularly. Given the essential role of this vehicle in supporting municipal operations, replacing it with a more reliable and efficient model is crucial. The vehicle should be replaced based on the current fleet AGENDA ITEM 11.3

plan and industry standards; it is nineteen years old, the reliability of the vehicle is waning, and it has approximately 175,000 miles. The 2024 Chevrolet Silverado 2500 will provide a more modern and dependable vehicle to support the city's daily operations.

The 2024 Chevrolet 2500 is a robust and versatile truck that meets the operational requirements of the city. With its updated technology, enhanced safety features, and improved performance, this vehicle will provide a more reliable and efficient means of completing city-related animal control tasks.

The other component of the fleet plan is funding. Because we have been planning to replace these vehicles, we have ensured that appropriate funding is available to replace the vehicle and necessary equipment. The funds are in Vehicle Replacement Fund 530.

Jay’s Tires, our local vehicle outfitter, is sourcing all equipment, including the animal box, to complete the vehicle build. We will return to the City Council for approval after we receive the details to complete the vehicle.

III. FISCAL IMPACTS
The cost of replacing vehicle 425 is $47,593.00. The purchase will be made with existing funds from Vehicle Replacement Fund 530.

IV. RECOMMENDATION
City of Oakdale staff recommends the City Council adopt the attached Resolution authorizing staff to purchase a 2024 Chevrolet Silverado 2500HD from Steves Chevrolet for $47,593.00 using funds from Vehicle Replacement Fund 530 and surplus vehicle 425.

CITY OF OAKDALE

CITY COUNCIL STAFF REPORT
Meeting Date: March 4, 2024
To: Mayor Bairos and Members of the City Council
From: Jeff Gravel, Public Services Director
Subject: The City Council to adopt a resolution authorizing the City Manager of the City of Oakdale to enter into a Grant Funding Agreement with the State Water Resources Control Board
for the City of Oakdale Recycled Water Planning Project.

I. DISCUSSION
The first step to treating, offering and selling treated water from the City’s Waste Water Treatment Plant is to fully assess what is needed to accomplish that goal.

From time to time the State Water Resources Control Board offers grant funding for projects like this to help Cities, Counties, and other waste water treatment districts make full use of their water resources.

As a result, City Staff is submitting an application to the State Water Resources Control Board for grant funding the City’s Recycled Water Planning Project. The project is estimated by the City’s Engineer to cost $466,000.00 for work outlined in Attachment B below. In summary, this project will include a study that will address the infrastructure necessary to treat and distribute recycled water, and identify potential recycled water users.

Prior to the State Water Resources Control Board's executing a funding agreement, the City of Oakdale is required to adopt a City Council resolution authorizing an agent, or representative, to sign the funding agreement, amendments, and requests for disbursement on behalf of the City of Oakdale, and to carry out other necessary Project-related activities. It is not unusual for the State to require, depending on State Department, a City Council resolution authorizing City Staff to apply or enter into a funding agreement for project grant funding. This action will complete the application process for State consideration.

II. FISCAL IMPACT
There are no fiscal impacts for accepting these grant funds totaling $466,000.00 and there are no matching funds required for the grant.

III. RECOMMENDATION
Adopt a resolution authorizing the City Manager of the City of Oakdale to enter into a Grant Funding Agreement with the State Water Resources Control Board for the City of Oakdale Recycled Water Planning Project.
